一、招标条件

normal style='text-indent:24.0pt;line-height:20.0pt'>受中电建路桥集团有限公司兰考县书香名邸EPC项目总承包部（以下简称“招标人”）委托，中国电力建设股份有限公司设备物资采购中心/浙江华东工程咨询有限公司（以下简称“招标机构”）以公开招标方式采购兰考县书香名邸项目（一期工程）所需的钢筋材料，采购材料计划使用自有资金及银行贷款用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:115%'>1、项目概况：兰考县书香名邸项目位于兰考县东明大道交健康路西南角，包括书香名邸住宅楼群、幼儿园、小学、初中地块范围内地上及地下的所有工程。总建筑面积719401㎡。项目总投资约20亿元，合同工期36个月。

normal style='text-indent:24.0pt;line-height:20.0pt'>注：以上招标数量为工程量清单数量，仅供参考。最终结算量以实际供货并经验收合格的规格和数量为准,若因施工图、设计变更等原因，致使与招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style='text-indent:24.0pt;line-height:20.0pt'>5、交货地点：兰考县书香名邸项目施工现场买方指定地点（车板交货）。

normal style='text-indent:24.0pt;line-height:20.0pt'>6、质量要求：盘圆和圆钢应满足中华人民共和国国家标准《热轧光圆钢筋》(GB1499.1-2008)中规定的盘圆和圆钢技术要求、螺纹钢应满足中华人民共和国国家标准《热轧带肋钢筋》(GB1499.2-2007)中规定的钢筋技术要求。钢筋的检验及试验应满足以下标准：GB/T222、GB/T223、GB/T4336、GB/T228、GB/T232、YB/T5126，以上标准均以国家发布的最新标准为准。

投标人必须满足的条件：

normal style='text-indent:24.0pt;line-height:24.0pt'>1、投标人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金壹亿元人民币及以上，年产量在100万吨以上。必须持有国家市场监督管理总局（质量监督检验总局）颁发的《全国工业产品生产许可证（钢筋混凝土用热轧带肋钢筋、钢筋混凝土用热轧光圆钢筋）》, 具有质量管理体系认证证书。

normal style='text-indent:24.1pt;line-height:24.0pt'>2、投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，公司注册资本金1000万元人民币及以上有所代理的单位出具的针对本项目的授权代理书或销售证明文件（如：区域经销商授权证明、销售合同、品牌代理证明材料等）,且其代理的生产厂家须满足第1条生产厂家全部资格要求并在投标文件中提交相关证明文件。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、代理商的业绩要求。投标人应具有类似工程供货业绩，近期钢筋供货合同金额1000万元以上的不少于1个（附合同扫描件或中标通知书等证明文件），且投标产品具有国家认可的第三方产品质量型式检验报告。应具有钢筋供应的专业人员和组织货源的能力和经验。

normal style='text-indent:24.0pt;line-height:24.0pt'>4、投标人具有良好的商业信誉，没有处于被责令停业，财产被接管、冻结、破产状态。

normal style='text-indent:24.0pt;line-height:24.0pt'>5、其它要求，法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，只能有一家单位参加本标的投标。

normal style='text-indent:24.0pt;line-height:20.0pt'>6、本次招标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:20.0pt'>7、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:20.0pt'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，请于本公告发布之日至2019年2月12日在中国电建集中采购电子平台

normal style='line-height:20.0pt'>（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料（合并文件上传）：

normal style='text-indent:24.0pt;line-height:20.0pt'>购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件。

normal style='text-indent:24.0pt;line-height:150%'>2、在报名通过后再支付标书费，支付标书费后请在上述时间内在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载招标文件。（缴费方式须选择上传缴费凭证， 上传缴费凭证后才能下载标书）。招标人不再提供纸质版招标文件。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、招标文件每套工本费为人民币（大写）：壹仟元整（￥1000元），支付招标文件费仅接受现金方式。在报名通过后，前往郑州市高新区莲花街59号中电建十一局825室，购买招标文件，提供企业内部收据，投标人持收据作为缴费凭证上传至集采平台后方可下载招标文件。

五、投标文件的递交

normal style='text-indent:24.1pt;line-height:20.0pt'>1.本次采购将通过中国电建设备物资集中采购平台

normal style='line-height:20.0pt'>（http://ec3.powerchina.cn，以下简称 “集采平台”）全程在线开展，供应商报名前需要在集采平台（http://ec3.powerchina.cn）上注册账号，填写基本信息并通过网站初审。在线投标前须办理电子钥匙，请各投标人登陆集采平台服务中心或咨询客服，了解集采平台操作和电子钥匙办理的具体事宜，并严格按照要求进行在线投标，因操作流程失误造成的后果将由投标人自行承担。

normal style='text-indent:24.1pt;line-height:20.0pt'>2.各投标人须登陆集采平台使用电子钥匙进行电子投标文件的编制、加密和在线投递，电子投标文件递交的截止时间（投标截止时间，下同）为2019年2月20日10时00分。请各投标人充分考虑文件大小、网络速度的影响并预留充足的时间，逾期将无法提交。电子投标文件的在线投递建议提前12小时完成。

normal style='text-indent:24.1pt;line-height:20.0pt'>另外，本次各投标人须在投标截止日当天现场递交纸质版投标文件，纸质版投标文件的递交地点为河南省郑州市高新区莲花街59号中电建十一局715会议室。纸质版文件递交的截止时间同电子文件的递交截止时间。逾期送达的或未送达指定地点的纸质版投标文件将不予接收。

normal style='text-indent:24.1pt;line-height:20.0pt'>3.各投标人须使用电子钥匙登录集采平台投标管家客户端进行在线签到（在线签到功能开启时间为开标当天8：30），在线签到的截止时间同电子文件的递交截止时间，未进行在线签到的投标人将无法进行后续投标流程。

normal style='text-indent:24.1pt;line-height:20.0pt'>4.投标截止时间后，各投标人须使用电子钥匙登陆集采平台投标管家客户端对投标文件进行在线解密，并现场确认开标结果。

normal style='text-indent:24.1pt;line-height:20.0pt'>5.电子投标文件的加密、提交、解密及签到等流程须各投标人在线进行操作。因开标现场不提供电脑和无线网络，请各投标人提前统筹，可自带电脑现场操作或安排专人远程操作。

normal style='text-indent:24.1pt;line-height:20.0pt'>6.中标人需要在集采平台上申请成为采购单位或股份公司的合格供应商，未通过合格供应商审核的则无法接收中标通知书。

normal style='text-indent:24.1pt;line-height:20.0pt'>7.投标截止时间及递交地点如有变动，招标人将及时以公告形式通知所有已购买招标文件的潜在投标人。

normal style='text-indent:24.1pt;line-height:20.0pt'>8、特殊情况：若投标人已经使用电子钥匙登录集采平台投标管家客户端完成了在线签到，但是唱标时在开标工具上没有显示价格，则先查看投标人电子投标文件中的报价内容并以此录入系统；若电子投标文件由于平台原因无法查看，则将查看纸质版本投标文件中的报价内容并以此录入系统。

六、评标办法

normal style='text-indent:24.0pt;line-height:20.0pt'>采用综合评估法。

normal style='text-indent:24.0pt;line-height:20.0pt'>综合评估法遵循的原则：采用有限数量制。

normal style='text-indent:24.0pt;line-height:20.0pt'>1、当各包件投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、当各包件投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审；若有“否决投标”的，按以上原则补足5家。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、未进入评审环节的其它投标文件，不再进行推荐。
