normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>四川省都江堰灌区毗河供水一期项目是四川省水资源战略配置体系的大型骨干工程，是一项重大民生工程，是全国172项重大水利工程项目之一，是水利部创新商业模式的首个试验点。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>毗河供水一期工程项目第六施工分部工作地点分布在四川省资阳市（安岳县）。分支干明（暗）渠、隧洞、渡槽、倒虹管等四大部分组成，总长75.83KM。合同总工期至2019年6月结束。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>2、招标范围：P.O42.5R型袋装水泥、P.O42.5R型散装水泥等36000吨水泥。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>注：招标数量为工程设计变更清单的统计数量，仅供参考。最终结算量以经验收合格实际供货的规格和数量为准（部分超出合同量的供货可以协商续签补充合同）,若因地质变化、图纸修改、设计变更等原因，致使招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>4、交货时间：计划交货期为中标后合同签订日至本项目施工结束为止。供货期间为不均匀供货（可能存在短期内极大供货强度的情况），并按买方下达的供货计划分批交货。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>5、交货地点：毗河供水一期工程施工第六分部施工区所在的四川省安岳县鸳大镇、岳阳镇、永顺镇、蟠龙镇、龙台镇、来凤乡、城西乡、云峰乡、团结乡、长河源乡、朝阳乡、悦来乡、岳新乡、大埝乡、建华乡、千佛乡境内施工区内指定的工作地点。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;word-break:break-all'>6、质量要求：供方保证销售的水泥符合招标文件中现行国标、规范《通用硅酸盐水泥》GB175-2007、《水泥标准稠度用水量、凝结时间、安定性、安定性检测方法》GB/T 1346-2011 、《水泥比表面积测定法 勃氏法》 GB/T 8074-2008 有关标准的要求（详见第七章 技术规范和要求）。交货质保期为半年，但不排除供应商和生产厂的产品终身质量责任。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>1、投标人是生产制造企业的，应是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，具有独立承担民事责任的能力。企业注册资金不低于5000万元人民币，应具有有效期内的ISO9001质量管理体系认证证书，持有国家质量监督检验总局颁发的《全国工业产品生产许可证》，提供产品的性能必须符合招标文件的技术质量要求。提供产品正规有效的合格证书及出厂检验的报告资料，投标产品具有取得国家授权、许可的第三方产品检验检测机构出具的证书或检验报告。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>2、投标人为代理商的，应是在中国境内登记注册的独立法人，具有独立承担民事责任的能力，注册资金应300万元人民币及以上（含300万元），所代理的生产制造企业满足第1条生产制造企业的全部资格要求，并具有生产制造企业出具的针对本招标项目的授权书，并在投标文件中提交相关证明文件。

normal style='line-height:20.0pt;word-break:break-all'>允许生产制造企业授权多个代理商进行投标，但生产制造企业与其代理商不得同时参与一个标段的投标。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>3、投标人是增值税一般纳税人，能开具税率为16%的增值税普通发票。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>4、投标人在近三年具有与本次招标产品相似的水泥销售业绩（合同金额≥100万）不少于2个,并提供相关证明材料（中标通知书及供货合同扫描件），还应具有水泥供应的专业人员和组织货源运输的能力和经验。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>5、具有良好的商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。不曾在合同中严重违约或被逐，也不应在禁标处罚期内。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>6、财务状况：有近三年的财务报表，资产负债结构合理，具备一定的盈利能力；企业的现金流表现正常，资金周转不存在困难。

normal style='text-indent:24.0pt;line-height:20.0pt;word-break: break-all'>7、投标人正在履行的项目和准备承诺的项目，不应影响本合同项目的按时完成和交货。
