normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>廉江市新型智慧城市一期工程可概括为“1311”，即一个顶层设计、三大工程、十一大项目。其中，新型智慧城市顶层设计（以二、三期工程为重点）将形成科学合理的建设思路、方法步骤和路线图，指导廉江新型智慧新型智慧城市建设。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>2.1.1 智慧廉江基础工程：包括信息传输网络（该部分由政府另行向电信运营商租赁网络服务，其具体建设内容与费用不纳入本次招标范围）、智慧城市支撑平台、三维实景建模与规划信息平台三大项目，是一期工程及后续新型智慧城市建设的基础工程，在满足一期应用需求的同时预留远期其他应用接口，保持拓展性。

视频监控与安防系统	(1)前端监控系统：包括895个高清网络摄像机/高速球（1080P）及其配套设施（包含前端设备、以及设备的供电和防雷。 (2)前端卡口系统：29个路口82个车道，采用900万像素车牌人脸治安卡口高清摄录一体机、41个卡口辅助高清网络摄像机（1080P）及其配套设施。 (3)应用管理系统：建设安装廉江市公-安局监控中心的存储设备，高清显示系统以及其它辅助设备设施，其它应用管理系统软硬件。 (4)公-安视频专网、社会视频专网平台软件，该部分包括整个廉江市公-安视频专网平台软件、廉江市社会视频专网平台软件及相关的数据库、操作系统、中间件等软件。平台软件为全市整体采购，根据实际情况分网、分级、分节点部署,PC客户端无授权限制。 (5)公-安视频专网和社会视频专网平台硬件设备，主要包括公-安视频专网和社会视频专网平台硬件建设，网络安全建设，以及公-安视频专网的集中式存储硬件、服务器、交换机等。 (6)廉江市公-安局监控中心、35个派出所视频接入建设及35个派出所视频显示系统的建设。 (7)水利及城管可视化系统建设。	需满足廉江平安城市、雪亮工程、智慧新警务建设的相关要求
智慧政务	满足全市80%事项实现网上全程办理、线下“最多跑一次”，建立“一张网、一扇门、跑一次、一枚章、一窗办” 的“五一”政务服务体系，包括50个人工窗口、20个自助服务的相关硬件采购。	需满足数字广东的相关建设要求
智慧交通	包括出租车、公交车、营运大巴客车可视化系统、廉江大道智慧城市样板街（长度6.4公里，含智慧路灯100个）建设、一体化治超系统示范点建设等内容。
智慧水务	包括监测体系建设、数据库建设、应用支撑平台建设、智慧管理服务平台建设、门户网站建设、河长通建设等。	水量监测器应覆盖廉江市域主要水库、水系

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>工程采用EPC总承包方式，设计+采购+施工全过程承包，具体包括廉江市新型智慧城市顶层设计（以二、三期工程为重点）；“智慧城市支撑平台”、“三维实景建模与规划信息平台”、“智慧视频与安防工程”、“智慧政务”、“智慧水务”、“智慧城管”、“智慧交通”、“智慧环保”、“智慧旅游”和“智慧教育”初步设计及以后阶段的测量、设计、概算、预算、施工、材料采购（含所有设备）及试运行服务，承包方负责竣工资料编制、整理和报审（监理方和建设方给予配合）以及竣工结算的编制。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>2.2.1 设计包括：项目的初步设计（含初设概算）、实施方案设计（含实施方案设计和设计图纸资料送主管部门审查合格、实施方案预算编制、竣工图文件编制）、设计配合总结算报告编制、电子化移交、现场技术服务等工作。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>2.2.3 施工包括：项目的安装、调试、试运行及运行维护；建设方应为施工提供必要的配合，并负责工程监理、征地等合同以外内容的落实并承担相关费用。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>2.2.4 技术标准与功能需求：项目的技术标准与功能须满足本需求书第二部分“项目详细需求与建设内容”的相关要求；建设过程中，涉及到上级相关部门主管的功能模块必须同时满足上级主管部门的技术标准与功能要求，如“智慧安防”必须满足湛江市、广东省公-安部门的要求；“智慧政务”必须满足“数字广东”的建设要求等。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>本项目招标控制价为：38780.00万元。其中设计费（详细设计）329万元；工程测量与物探费147万元；系统建设（含顶层设计）、采购、施工及其他费用合计38304万元。投标人的投标报价不得超出招标控制价，否则其投标将被认为无效。

normal style='line-height:150%'>3、投标人资格要求

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.1投标人（含联合体成员）具有独立法人资格，持有工商行政管理部门核发的法人营业执照，按国家法律经营。

3.2投标人具有承接本项目所需的建设行政主管部门颁发的以下资质：

3.2.1规划资质：由中国土地学会颁发的土地规划甲级资质或由住房和城乡建设部颁发的城乡规划甲级资质。

3.2.2设计资质：由住房和城乡建设部颁发的工程设计综合甲级或工程设计电子通信广电行业（通信工程）甲级资质。

3.3投标人拟担任本工程：

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.4投标人（联合体投标的包含联合体各方）已在广州公共资源交易中心办理企业信息登记；

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.5.1本项目允许联合体投标，但只接受最多由2家单位组成的联合体，且须明确其中一方为牵头人，并签定联合体工作协议（格式按附件一）。联合体工作协议应明确约定各方拟承担的工作和责任；参加联合体的各成员不得再以自己的名义单独投标，也不得同时参加两个或两个以上的联合体投标。出现上述情况者，其投标和与此有关的联合体的投标将被拒绝。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.5.2投标人拟任本工程项目负责人必须是联合体中牵头人的正式员工。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.5.3联合体的资格条件按联合体任务分工进行评审，其中工程设计资质以承接设计任务的一方为准；规划资质以承接规划任务的一方为准。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.6投标人（含联合体各方）未出现以下情形：与其它投标人（含联合体各方）的单位负责人为同一人或者存在控股、管理关系的（按投标人提供的书面承诺进行评审）。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>5.1 凡有意参加投标者，请派代表于2019年1月28日至2019年2月1日(法定公休日、法定节假日除外)，每日上午09:30 时至11：30时，下午14:00时至16:00 时(北京时间，下同)，到广州公共资源交易中心(地址：广州市天河区天润路333号)报名并购买招标文件，招标文件每套售价500元，售后不退。
