normal style='text-indent:24.0pt;line-height:20.0pt'>成锦城广场综合换乘服务中心项目位于成都市天府大道东侧、锦悦东路以南、绕城高速天府收费站以西、绕城高速以北区域规划用地红线范围内，总建筑面积约250000m2。主要建设内容为地下停车场、公交枢纽、城市航站楼、出租车港湾站、配套商业、地面生态公园（含露天城市音乐广场）、公共空间及附属设施。其中地上建筑面积约8941m2,地下建筑面积约216334m2（含机动车库约62737m2）,公交枢纽场站面积16461m2,城市候机楼面积约为4600m2,配套商业及设备用房面积约100552m2及公共厅面积约31985m2。

normal style='line-height:20.0pt'> 投标人必须满足以下全部资格要求：
normal style='text-indent:24.0pt;line-height:20.0pt'>1.投标人必须是生产制造企业，是在中国境内登记注册的独立法人，具有独立承担民事责任的能力，具有设计、制造本次招标设备/材料的能力和生产经验，具有履行本项目所必需的设备和专业技术能力。注册资本不低于1000万元人民币，年生产能力不低于3000万元人民币的要求，具有建筑业企业预拌混凝土专业承包资质证书和有效期内的ISO9001质量管理体系认证证书，提供产品的性能必须符合招标文件的技术质量要求。提供产品正规有效的合格证书及出厂检验的报告资料，产品具有取得国家授权、许可的第三方产品检验检测机构出具的证书或检验报告。具有成都市城乡建设委员会颁发的《绿色生产达标企业》证书，混凝土运输车辆（不低于10辆）拥有成都市入城证；具有政府部门对于该生产制造企业有关环境影响评价的批复。
normal style='text-indent:24.0pt;line-height:20.0pt'>2.投标人是增值税一般纳税人，能开具增值税专用发票。
normal style='text-indent:24.0pt;line-height:20.0pt'>3.投标人近三年具有与本次招标产品相同或相近技术能力材料销售业绩（合同金额≥3000万）不少于2个,并提供相关证明材料（中标通知书及供货合同扫描件）。
normal style='text-indent:24.0pt;line-height:20.0pt'>4.具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。
normal style='text-indent:24.0pt;line-height:20.0pt'>5. 投标人应具有良好的财务状况、足够的流动资金来承担本次招标物资的供货。投标人应提交最近三年的财务报表附审计报告，以及银行出具的资信证明。
normal style='text-indent:24.0pt;line-height:20.0pt'>6.投标人正在履行的项目和准备承诺的项目，不应影响本次招标项目的按时完成和交货。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;background:white'>评标办法采用经评审批准的综合评估法对投标文件商务和技术部分进行综合评审对比，推荐中标候选人。评标委员会按照投标报价的高低列出排序，当投标人数量过多时可采用有限数量制原则对投标文件进行评审。当投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审；当投标人数量大于5家时，按投标报价从低到高排序，选取从低到高排序前5家的投标文件进行评审。未进入评审环节的其它投标文件，不再进行推荐,若有“否决投标”的，按以上原则补足5家。
