normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:150%'>四、项目概况：本项目总用地面积21256平方米，用地性质为商务用地兼容商业用地兼容公共交通场站用地（B2/B1/S41），项目容积率≤1.88，绿地率≥15%，建筑密度≤50%，建筑限高≤12米，开挖深度超过12米深基坑的面积超过50%，最大跨度≤25米，最高层数3层，最大单体建筑面积61961平方米。总建筑面积61961平方米，其中计容面积39961平方米，商务部分计容面积不低于总计容面积的70%，商业部分计容面积不高于总计容面积的30%。项目需配建350平方米公交首末站且公交首末站停车场面积不少于3500平方米，须结合建筑一体化设计，公交停车场可不计算容积率和密度。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>本项目的设计范围详见用地红线图及超出红线范围的市政配套设施（道路、永久用电、永久用水、燃气等，按政府审批的相关文件及规范实施）。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>5.2.3.2 ink1'>设计内容包括但不限于以下内容（详见勘察设计任务书及建设标准）：

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（1）场地准备及临时设施，本项目引起的管线改移（含方案设计），主体工程引起的河涌改移、绿化迁移、交通疏解、道路恢复、临时市政设施、临时用水及用电专项设计等；

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（2）完成修详规设计、综合管线规划设计、建筑工程、结构工程、精装修工程（含软装、二次精装修工程）、给排水工程（含永久用水）、电气工程（含永久用电、建筑智能化及泛光照明、安防及广播）、通风空调工程、园林景观（含室内绿化平面布置、广场景观及绿化）、公共交通工程（含室内外全部公交车场及配套办公用房）、人防工程、标志标识设计、停车场专项设计（含充电桩）、室外与市政工程（道路、给排水、燃气、电信）、电梯、外水、外电ink1'>、有线电视、发电机安装及环保工程、白蚁防治、围栏工程、厨房设备、ink1'>等工程的设计工作。以上设计内容包含幕墙（如有）、钢结构（如有）、智能化等专业的施工图二次深化设计工作及风洞试验（如有）、振动台及点试验（如有）、消防性能化设计（如有）、地铁基坑专项保护设计（如有）及有关专项试验研究等完全达到施工和验收标准。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（3）承包人进场后需按照本项目深化方案设计成果或其他相关业主最新要求，修改完善原工程可行性研究报告内容，编制新版的工程可行性研究报告，报发包人审批。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>应根据本项目工程建设的要求和国家、地方有关法律、法规和规范，完成包括不限于以下工作：

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（1）完成建筑方案的深化设计，编制方案的设计估算，完成修详规及综合管线规划设计及报批。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（2）编制初步设计文件及初步设计概算，配合完成初步设计与概算评审。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（3）完成施工图设计及施工图预算，确保施工图设计文件及施工图预算通过相关审查。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（4）完成竣工图编制，并协助招标人完成竣工图验收及档案移交工作。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（5）负责设备、大宗材料采购时采购清单、技术参数等编制工作，同时包括各阶段方案比选、技术选型比选的投资分析、施工阶段的设计变更造价变化分析等。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（6）配合发包人完成各个阶段的规划、国土、消防、人防、绿色建筑、节能等政府部门审批环节的报建报批工作，除需发包人承担的行政收费外，其余相关费用由承包人承担。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（7）负责工程涉及的临时围墙、临时道路、施工用水用电、临时排水等所有临时设施的设计工作，确保达到广州市建设工程安全文明施工样板工地的标准。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（8）负责完成设计BIM（机电）成果制作和应用，负责1:100沙盘模型制作。每1个月一次无人机多角度航拍，向发包人提供不少于5张现场图片。编制项目介绍动画，动画分为项目前期、中期、完成期3期航拍动画介绍，每期不少于5分钟。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（9）除应按合同规定的时间和要求向招标人提交设计成果外，还应承担工程施工过程直至竣工验收前的设计服务等工作，保证设计变更满足施工进度要求，并按招标人要求准备汇报材料。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（10）完成上述工作的相关图纸及电子报批、规划报建文件等资料的编制、相关费用（除行政事业性收费由甲方负责缴纳外，其余送审文件及图纸资料由承包人承担），牵头完成相关报建工作，发包人配合。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（11）全过程设计服务及协调工作（含派设计代表驻现场）。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（12）负责根据建设要求组织各项专家评审，并承担相应的专家评审产生的所有费用。含会议组织、会务费、专家费、往返交通费用等。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（13）设计文件修改、完善工作：若招标人对中标单位后期各阶段设计方案有修改需求，中标单位需无条件按照招标人需求进行方案修改以满足招标人需求。乙方应根据政府相关行政主管部门、行业主管部门的审批意见无条件地修改、完善各阶段的设计成果文件，确保其满足相关的审批要求，相关费用已包含在工程设计费中，不再另行计取。同时还需配合甲方完成相关设计文件的归档工作，若甲方前期无设计文件存储场所，乙方需暂时替甲方进行设计文件归档保存，时限最多不超过项目建设期，直至甲方具备设计文件保存存档条件或者最终直接配合甲方进行设计文件归档。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（14）协助完成第三方质量检测、第三方监测、监理招标及验收相关招标工作：包括协助完成相关招标文件中涉及技术内容的编制及招标图纸编制，以及送业主审查工作。重点是相关招标内容实施项目与类别的确定及相关工作量的确定，尤其是招标清单和控制价及控制价备案等工作。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（15）建设项目竣工环境保护验收监测(调查)报告编制等相关工作：设计单位应根据《国务院关于修改<建设项目环境保护管理条例>的决定》（国务院令第682号），以及环境保护部《关于发布〈建设项目竣工环境保护验收暂行办法〉的公告》（国环规环评〔2017〕4号）要求，编制建设项目竣工环境保护验收监测(调查)报告。具体可参照建设项目竣工环境保护验收技术规范、环境影响报告书（表）和环评批复文件等要求进行编制，主要内容应包括：前言、验收监测依据、建设项目工程概况、主要污染源及治理措施、环评结论及环评批复要求、验收评价标准、监测数据质量保证措施和监测分析方法、验收监测结果及分析、环境管理检查、公众意见调查、验收结论及建议等。并协助招标人完成报告的公示等相关工作。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>以排放污染物为主的建设项目，参照《建设项目竣工环境保护验收技术指南 污染影响类》编制验收监测报告；主要对生态造成影响的建设项目，按照《建设项目竣工环境保护验收技术规范生态影响类》编制验收调查报告。同时应协助业主方召集成立验收工作组，并负责组织验收会议，现场踏勘检查，专家接待等工作。并协助甲方完成噪声、固体废物污染防治设施的专项验收工作，负责组织验收踏勘检查、会议组织等。此外还需协助业主方完成建设单位验收资料归档工作。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（16）完成验收工作中的设计验收报告等内容，配合竣工验收工作。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>5.2.3.5 ink1'>本项目前期已开展方案设计，本项目招标范围内设计工作需从前期已开展的方案设计基础上继续进行，相关应使用的方案设计费已纳入本招标控制价。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>本项目工程施工部分主要包括但不限于以下内容（详见工程管理任务书）：

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（1）施工管理，包括土建工程（含土石方工程、基坑支护工程与地基基础工程、混凝土与钢筋混凝土工程、砌筑工程、屋面及防水工程、保温隔热工程、门窗工程（防火门，入户门）、幕墙工程、装饰装修工程及其他土建工程（含基坑内支撑拆除等））、机电安装工程（包括电气工程、防雷工程、消防工程、通风空调工程、建筑智能化工程、安防与广播、泛光照明、给排水工程、燃气工程、电梯配套工程<含电梯设备购置及安装>等）、发电机安装及环保工程、人防工程、白蚁防治、栏杆工程、标志标识、室外工程（包括园林绿化、小区道路、广场、景观、室外给排水管网）、外水外电（含临水临电、永久用水及永久用电）、有线电视、厨房设备购置及安装等的施工，并制作机电安装管理BIM模型。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（3）红线内的清表工作及施工入场后的场地保管。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（4）协助办理现场三通一平工作。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（5）直至工程竣工验收，完成并配合相关部门结（决）算审计、工程保修等工作和协助办理施工报建阶段、竣工验收阶段的行政主管部门审批和竣工验收资料归档等工作。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（6）全力协助办理施工阶段各项行政部门开工前置手续直至领取施工许可证，包括但不限于施工建设工程质量监督登记、建设工程安全监督登记、缴交劳动保证金手续（如有）、施工合同备案手续、施工许可手续，除由发包人缴交的行政管理费用外，费用已包含在投标报价中。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（7）协助办理工程开工、报批及验收所需的各项手续，包括但不限于施工许可证（或临时施工复函）、规划报建手续、临水、临电报批及临时设施设置、施工占道手续、余泥排放证、排污手续、排水接驳、水质检测、排水许可证、排污口规范化、环保检测、环保验收、消防验收、人防验收、防雷验收、节能备案、竣工验收备案，除由发包人缴交的行政管理费用外，费用已包含在投标报价中。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（8）负责组织竣工验收及备案手续，包括消防验收、规划验收、环保验收、防雷验收、节能验收、人防验收、卫生防疫等分部分项工程验收、各项专业验收及涉及施工单位的验收手续及证明，按要求整理竣工验收资料并移交办理《建设工程档案验收合格证》。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（9）负责根据广州市住房和城乡建设委员会关于建设工程现场视频监控管理办法的规定，完成本项目工程现场视频监控系统的方案（设计）报批、施工、维护等。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（10）负责施工管理配合，对由招标人另行发包的其他工程提供配合工作，包括但不限于提供场地和使用临时设施的配合工作。

normal style='text-indent:26.15pt;mso-char-indent-count:2.18;line-height:150%'>（11）负责协调施工过程中的相关职能部门及周边居民，包括且不限于：街道居委、公-安派出所、交通部门、质安监、建管、城管等。

9.4.2投标人具有工程勘察综合甲级资质，或岩土工程勘察甲级资质。

9.4.3投标人若不具备9.4.2所要求的勘察资质的企业，应当联合具有9.4.2所要求勘察资质企业联合投标，仅具有9.4.1（1）所要求的设计资质的投标人，应当将建设项目中的施工业务依法分包给具有9.4.1（2）所要求的施工资质的企业；仅具有4.1（2）所要求的施工资质的投标人，应当将建设项目中的设计业务依法分包给具有4.1（1）条所要求的设计资质的企业。投标人应在资格审查文件和投标文件中明确拟分包的业务及分包单位名称，投标文件和资格审查文件中拟分包的单位名称必须一致。承接设计、施工分包的单位，须在广州市住房和城乡建设委员会建立企业诚信档案。

9.5主要负责人资格要求：

9.5.1项目负责人要求：投标人拟担任本工程项目负责人具有建筑工程专业壹级注册建造师或一级注册建筑师或一级注册结构工程师资格；

9.10投标人（含拟分包设计、施工单位）未出现以下情形：与其它投标人 （含拟分包设计、施工单位）的单位负责人为同一人或者存在控股、管理关系的（按投标人提供的《投标申请人声明》第九条内容进行评审）。
