一、招标条件

二、项目概况、招标范围

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1、项目概况：新疆该工程等别为II等，工程规模为大(2)型。工程灌溉面积88.2万亩，装机18.8MW,年发电量3621kWh, 设计输水流量16.2m3/s, 输水总干渠建筑物级别为4级。本标段由总干渠桩号 0+000~19+000之间的渠道、退水闸3座，农桥2座，过洪涵洞18座，渡洪槽4座，渡槽3座等系建筑物组成，合同工期34个月。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >注：由于设计图纸未全部完成，以上数量仅为做标书参考数量，招标数量可能与实际需求量存在偏差，最终结算量为根据工程需要经验收合格的实际供货品种和数量,若因投资计划、征地拆迁、设计变更等原因，致使投资规模、工程量或供货品种、供货时间发生较大规模改变，采购量及采购品种相应调整，投标人应予以接受，并不得以此作为调价和索赔依据。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（1）技术标准应符合国标《通用硅酸盐水泥》（GB175-2007）的规定（所有技术规范以国家最新标准为准）。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（2）投标人所供水泥各龄期强度、安定性、物理性能及化学成分等，应无条件服从业主、监理工程师、招标人的抽检。并应有出厂检验报告和产品合格证。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（3）计量方式：水泥计量为过磅。投标人应保证供应货物理计重量在国标正差范围，招标人随时抽样检验。

三、投标人资格要求

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1、投标人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，必须持有国家质量监督检验总局颁发的《全国工业产品生产许可证》。具有有效期内的ISO9001质量管理体系认证证书。产品取得第三方产品检验检测机构出具的证书或检验报告。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >2、投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人；必须具有生产厂家针对本项目的授权代理书,且其代理的生产厂家须满足第1条生产厂家全部资格要求，并在投标文件中提交相关证明文件。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3、投标人在近3年内应具有水泥供货业绩，提供的水泥供货合同，附合同扫描件、中标通知书等，应具有水泥供应的专业人员和组织货源的能力和经验，投标人应出据第三方的水泥检测报告。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >4、投标人财务状况良好，有近三年（2016至2018年）财务报表，财务报表应由投标单位法人或被授权投标人签字后加盖公章。近三年没有处于被责令停业，财产被接管、冻结、破产状态。

四、招标文件的获取

五、投标文件的递交
