1.招标条件

normal style='text-indent:24.0pt;line-height:20.0pt'>中国电建集团河南工程有限公司（以下简称“招标机构”）采用公开招标方式采购汽车采样装置设备，用于津巴布韦旺吉电厂三期工程2×335MW机组。采购项目计划使用企业自有资金及银行贷款，用于本次招标后所签订合同的支付。合同主体为中国水电建设集团国际工程有限公司。

2.项目概况、招标范围

normal style='text-indent:24.0pt;line-height:20.0pt'>本项目位于津巴布韦首都哈拉雷西约800km远的Hwange，距离Victoria Falls机场东南约80km处。老厂现有6台燃煤发电机组，总装机容量为920MW，本项目为2×335MW亚临界燃煤扩建项目。Hwange位于津巴布韦西部，隶属于Matabeleland North省。

normal style='text-indent:24.0pt;line-height:20.0pt'>设备及数量：汽车采样装置：1台套；

normal style='text-indent:24.0pt;line-height:20.0pt'>投标人应负责供货范围内汽车采样所有设备及附件的设计以及所需设备的设计、制造、试验、商检、BV检验（如需）、出口包装、技术资料、专用工具、备品备件、现场技术培训及技术指导服务。

normal style='text-indent:24.0pt;line-height:20.0pt'>2.3交货时间：2019年08月01日。

normal style='text-indent:24.0pt;line-height:20.0pt'>2.4交货地点：买方指定的国内港口（上海港、天津港、青岛港）。

normal style='text-indent:24.0pt;line-height:20.0pt'>2.5质量要求：详细要求请见技术规范书。

3.投标人资格要求

normal style='text-indent:24.0pt;line-height:20.0pt'>3.1投标人必须满足的条件：

normal style='text-indent:24.0pt;line-height:20.0pt'>3.1.1投标人是制造企业，应是在中国境内（含港澳台地区）/外登记注册的独立法人，具有独立承担民事责任的能力，具有有效期内的ISO9001质量管理体系认证证书。

normal style='text-indent:24.0pt;line-height:20.0pt'>3.1.2本次招标不接受代理商参与。

normal style='text-indent:24.0pt;line-height:20.0pt'>3.1.3投标人是增值税一般纳税人，能开具增值税专用发票。

normal style='text-indent:24.0pt;line-height:20.0pt'>3.1.4具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal style='text-indent:24.0pt;line-height:20.0pt'>3.1.5投标人投标设备必须具有5年内至少两台300MW等级及以上燃煤电厂机组与本次招标同类型设备成功运行2年以上的经验（海外业绩优先），且在安装调试运行中未发现重大的设备质量问题且证明该产品是成熟可靠技术先进的设备。

normal style='text-indent:24.0pt;line-height:20.0pt'>3.3投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

4.招标文件的获取

normal style='text-indent:24.0pt;line-height:20.0pt'>4.1凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年02月20日17:00前在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料（合并文件上传）：

normal style='text-indent:24.0pt;line-height:150%'>4.1.1 购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件。

normal style='text-indent:24.0pt;line-height:150%'>4.1.2提供购买招标文件开具发票信息。

normal style='text-indent:24.0pt;line-height:20.0pt'>4.2已注册、报名、上传合格资料的，请在上述时间内在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载招标文件。需要纸质版招标文件的，请在上述时间内（法定公休日、法定节假日除外），每日上午9时至11时，下午2时至4时（北京时间）,到河南省郑州市高新区长椿路30号河南工程有限公司物资部持购买招标文件经办人身份证原件领取。

normal style='text-indent:24.0pt;line-height:20.0pt'>4.3、招标文件每套工本费人民币300元，人民币（大写）：叁佰元整。支付招标文件费采用银行汇款方式，售后不退，汇款备注中注明投标项目名称。收款单位信息如下：

5.投标文件的递交

normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年02月26日10时00分（北京时间），投标文件递交地点为郑州市高新区长椿路30号中国电建集团河南工程有限公司二楼会议室。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='text-indent:24.0pt;line-height:20.0pt'>4、递交投标文件前须在中电建集中采购电子平台通过招标人或股份公司合格供应商审查（无审查费用），成为招标人或股份公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。

6.评标办法

normal style='text-indent:24.0pt;line-height:20.0pt'>综合评审法（详见招标文件第三章）采用综合评估法。

normal style='text-indent:24.0pt;line-height:20.0pt'>综合评估法遵循的原则：采用有限数量制。

normal style='text-indent:24.0pt;line-height:20.0pt'>1、当各投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、当各投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审；若有“否决投标”的，按以上原则补足5家。

normal style='text-indent:24.0pt'>3、未进入评审环节的其它投标文件，不再进行推荐。

7.发布公告的媒介

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt'>本次招标公告同时在电力招标采购网（ttp://www.dlztb.com）、中国电建设备物资集中采购平台（http://ec3.powerchina.cn）和中国电建招标与采购网（http://bid.powerchina.cn)上发布。
