一、招标条件

受中国水电建设集团十五工程局有限公司（以下简称“招标人”）委托，中国水电建设集团十五工程局有限公司设备物资管理部（以下简称“招标机构”）以公开招标方式采购广西驮英水库枢纽工程项目使用的70#重交水工沥青材料，采用统招、分签、分付的原则，由招标人负责招标，合同签订由施工项目负责签订执行，采购材料计划使用建设资金用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >驮英水库位于广西宁明县那堪镇峒中村尚有约6km的珠江流域西江水系明江支流公-安河上游河段，坝址下游距那堪镇30km。是一座以灌溉、供水为主，兼顾发电等综合利用的II等大（2）型水库，为广西左江治旱驮英水库及灌区工程的龙头供水水库。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >注：以上数量仅为做标书参考数量，招标数量可能与实际需求量存在偏差，最终结算量为根据工程需要经验收合格的实际供货品种和数量,若因投资计划、征地拆迁、设计变更等原因，致使投资规模、工程量或供货品种、供货时间发生较大规模改变，采购量及采购品种相应调整，投标人应予以接受，并不得以此作为调价和索赔依据。

4、交货地点：广西驮英水库枢纽工程施工现场。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（1）技术标准应符合国标《水工沥青施工规范》（SL514-2013））的规定（所有技术规范以国家最新标准为准）。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（2）针入度（25℃、100g、5S）60~80（0.1mm）,10℃延度≥15cm，软化点（℃）≥46℃，含蜡量≤2.2％。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（3）对于所供沥青不符合规范以及影响工程使用的情况，招标人有权拒收。如送到现场的沥青检测不符合标准规范要求，招标人有权退货或拒付货款，投标人必须在3日内将不合格沥青清出现场。如因上述原因造成买方停工损失，投标人需予以违约赔偿。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（4）投标人所供沥青力学性能、化学成分检测等应无条件服从业主、监理工程师、招标人的抽检。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（5）计量方式：以现场过磅数量为准。投标人应保证供应货物理计重量在国标正差范围，招标人随时抽样检验。

三、投标人资格要求

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1、投标人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本1000万元人民币及以上，年生产能力在200万吨及以上（提供相关的证明文件），必须具有有效的《全国工业产品生产许可证》。具有有效期内的ISO9001质量管理体系认证证书。产品取得第三方产品检验检测机构出具的证书或检验报告。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >2、投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本1000万元人民币及以上。且其代理的生产厂家须满足第1条生产厂家资格条件的要求，并在投标文件中提交相关生产厂家资格的证明文件。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3、投标人在2016年至今具有路桥、铁路、市政、水利等工程的沥青供货业绩，且签订的单个合同金额在200万元以上的沥青供货合同不少于3个（附合同扫描件或中标通知书等证明文件，一份中标通知书所属的多份合同总额为1个合同）；应具有沥青供应的专业人员和组织货源的能力和经验。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >4、投标人财务状况良好，有财务报表。近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >6、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >7、投标人必须为一般纳税人，具有开具增值税专用发票的能力。

四、招标文件的获取

六、评标办法

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >2、当投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审；若有“否决投标”的，按以上原则补足5家。
