normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;mso-pagination:widow-orphan'>2、招标内容及项目规模：本工程包工、包料（甲供水表除外）、包工期、包质量、包安全、包文明施工，包承包范围内工程验收通过的全部手续、包移交、包结算、包资料整理、包竣工图编制、包总承包管理和现场整体组织、包专业协调及配合等。本项目新建DN100～DN600球墨铸铁管约19036米，D108×8～D325×8钢管约1572米，DN20～DN50钢塑管约56066米。 (具体以招标图纸及工程量清单为准)。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>招标控制价及清单（最终以发布的答疑纪要文件为准）是以初设图纸及概算编制，中标单价及报价作为后续施工图预算编制依据，在预算审定前可作为支付依据；中标后由发包人委托具备相应资质的编制单位依据施工图纸、中标综合单价及报价表编制施工图预算报市自来水公司审核，（原招标工程量清单中有相同项目的，采用中标综合单价，招标工程量清单中有类似适用项目的，则按类似项目的综合单价进行换算，招标工程量清单中没有类似项目的，其新增项目综合单价根据现行定额及其相关计价文件编制再乘以（1-投标下浮率）确定），最终以广州市自来水公司审定为准。审定的预算价作为支付进度款及竣工结算的依据。工程结算价最终以广州市自来水公司审定为准。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:150%'>3、投标人均持有建设行政主管部门颁发的企业资质证书及安全生产许可证。

4、投标人应具备以下资质：投标人具有承接本工程所需的市政公用工程叁级或以上级别施工总承包资质；

投标人拟担任本工程项目负责人的人员为：市政公用工程专业贰级或以上注册建造师。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>注：①资质标准按照建市[2014]159号文颁布的新版《建筑业企业资质标准》中对应的资质类别及等级的承包工程范围和《住房城乡建设部关于建筑业企业资质管理有关问题的通知》（建市[2015]154号）承接工程以及《住房城乡建设部关于简化建筑业企业资质标准部分指标的通知》(建市[2016]226号)执行。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>②建造师的专业及等级标准按《注册建造师执业管理办法（试行）》及《注册建造师执业工程规模标准（试行）》；注册建造师包括延续注册成功的注册临时建造师。项目负责人在任职期间不得担任专职安全员，项目专职安全员在任职期间也不得担任项目负责人。

5、项目负责人具有在有效期内的安全生产考核合格证书（B类），或提供广东省建筑施工企业管理人员安全生产考核信息系统相应人员信息资料的打印页；

6、专职安全人员须具有在有效期内的安全生产考核合格证书（C类），或提供广东省建筑施工企业管理人员安全生产考核信息系统相应人员信息资料的打印页；项目负责人和安全员不为同一人。

7、投标人已按照附件一的内容签署盖章的投标申请人声明。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>9、资格审查前，投标人须在广州市住房和城乡建设委员会建立企业诚信档案及拟担任本工程项目负责人须是本企业中的在册人员。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>10、未在以往工程中因不诚信行为或不充分履约行为被本项目招标人书面拒绝投标的。（暂无具体名单） 

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>11、投标人未出现以下情形：与其它投标人的单位负责人为同一人或者存在控股、管理关系的（按投标人提供的《投标申请人声明》第九条内容进行评审）。

注：未在招标公告第十条单列的资审合格条件，不作为资审不合格的依据。

十一、资格审查方式：

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:150%;layout-grid-mode:char;mso-layout-grid-align:none'>十二、满足资格审查合格条件或通过有效性审查的投标人不足3名时为招标失败。招标人分析招标失败原因，修正招标方案，报有关管理部门核准后，重新组织招标。
