1.2.3 工程范围：项目净建设用地面积约23453.3平方米，总建筑面积约13.26万平方米，其中地下室总建筑面积约45282平方米，最大单体建筑面积小于26000平方米，最大层数26层，最高建筑高度≤80米，商业及公建配套单体最大建筑高度低于24米；可供安置套内面积68460平方米，可安置436 户，其中，集体用地房屋拆迁需安置的套内面积约45000平方米（安置户数160户，每户安置套内面积约280平方米，由相关基本户型组合而成），国有土地房屋拆迁需安置的套内面积约23460平方米（276户）。配套公建（含商铺）计容建筑面积控制在住宅计容建筑面积的8%至10%范围。

户型设置：集体土地房屋安置住宅标准层套内面积基本户型为：55平方米、85平方米、105 平方米三种户型，相关户型比例宜参照3:5:2。国有土地房屋安置住宅标准层套内面积基本户型为：70平方米、80平方米、90平方米、100平方米四种户型，相关户型比例宜参照1:4:3:2。

     主要包括安置住宅、公建配套设施及商铺，地下室等建筑物，用地红线内的道路、室外广场、绿化工程等室外工程，红线内给排水、电力、电讯、燃气、消防、弱电等配套设施(具体工程范围详见设计任务书，按规定应由专业部门进行设计的内容除外）。

normal style='margin-left:31.5pt;text-indent:-31.5pt;mso-char-indent-count:-3.0;line-height:150%'>1.2.8  招标内容：完成本项目范围内所有建设内容的勘察设计工作，主要包括但不限于以下内容：根据现行规划控制要求及规划条件（规划指引）并结合工程实施条件、交通影响、环境影响、投资、征收等前期摸查结果等编制项目建设方案（提出不少于2个建设方案进行比选，可从主要技术经济指标、选址方案、规划调整、征拆量、投资估算、实施条件等方面进行比较和论证，明确每个方案的优势和不足，推荐最优方案），方案应达到建筑方案的深度；（岩土工程）工程勘察，包括但不限于初步勘察、详细勘察及超前钻（如有）工作；工程测量（含1:500地形图）；工程物探（含管线探测）；规划设计、方案设计（深化设计）、初步设计及概算（概算不超过政府主管部门核准的工程投资估算总额,且不低于投资估算总额90%）、施工图设计（包括但不限于建筑、装修、结构、钢结构、基坑支护、室内及室外给排水、电气、暖通、消防、智能化、周边道路及广场、绿色建筑、节能设计、园林绿化、与市政供电供水衔接的设计工作等、管线综合规划等）、初步设计及施工图设计审查备案、绿色建筑设计（不低于《绿色建筑评价标准》（GB/T50378-2014）一星级绿色居住建筑标准）审查备案、节能设计审查备案、勘测成果资料备案、以及专业工程编制设计概算（概算不超过政府主管部门核准的工程投资估算总额,且不低于投资估算总额90%）、现场指导与监督、根据项目实施情况出具设计变更，补充设计图纸等、及时处理现场设计问题、协助和配合施工单位完成工程竣工图（汇总所有设计变更）及相关配套设计服务（包括不限于修详通、报建通、竣工通）质量保修等项目全过程的设计服务；编制设计部分的竣工资料并负责竣工资料的审核盖章确认工作；配合各设计阶段审查和协助报批等工作（包括但不限于：项目的规划报建、建筑方案报建、消防报建、各专业报建、施工图报建、办理建设工程规划许可证等各项报批报建工作）；修建性详细规划的编制工作；最终以签订合同内容为准。

normal align=left style='text-align:left;line-height:150%'>1.3.1 机构名称： 广州市城市规划勘测设计研究院。

normal align=left style='text-align:left'>[注释] 如果有前期服务机构，应公开披露其名称。

normal align=left style='margin-left:31.5pt;text-align:left;text-indent:-31.5pt;mso-char-indent-count:-3.0;line-height:150%'>1.3.2 如果前期服务机构参加本次投标，应将本公告发布前最终完成的工作成果（含电子文件）在投标人购买招标文件的同时提供给所有投标人参考，否则前期参与的服务机构中标无效。

normal style='margin-left:21.0pt;text-indent:-21.0pt;mso-char-indent-count:-2.0;line-height:150%'>     若申请人不同时具备上述第（1）（2）（3）项资质，申请人可以组成联合体投标，组成联合体投标的须由具备第（1）项资质的单位作为联合体投标牵头方且联合体不能超过两个单位。联合体双方（包括主办方及联合体成员）不得再单独或与其他单位组成联合体参与本项目投标。出现上述情况者，其投标和与此有关的联合体的投标将被拒绝。若联合体投标的应签订联合体共同投标协议。

注：① 投标经济补偿费包括在投标人中标价中，由中标人直接支付给其他投标人。招标人在公示中标候选人期间一并公布本项目方案设计最终排序前5名的单位（不足5名的按实际数量公布）。中标人在签订合同后需在招标人规定的期限内提供向其余应获得经济补偿单位支付补偿金额的证明文件或提供其余应获得经济补偿单位已收到补偿金额的证明文件。中标如果招标失败，则当次不作投标经济补偿。如中标单位不按上述支付经济补偿，则招标人有权取消合同，并追求获得有关损失赔偿。

②对出现废标情形的投标人，将不作投标经济补偿（除招标人或中标人选用其方案外），该部分投标经济补偿费支付给中标人。

③ 招标人和中标人有权在实施方案中参考使用可获得经济补偿的所有投标方案成果内容（本项目设计方案评审排序前5名的投标方案）。

1.8.1 设计工期：中标人应在勘察设计合同签订后30日历天内根据现行规划控制要求及规划条件（规划指引）并结合工程实施条件、交通影响、环境影响、投资、征收等前期摸查结果等编制完成项目建设方案（提出2个方案比选，推荐最优方案），项目建设方案完成并通过联合评审后30 日历天内完成项目深化设计方案（含修规配合工作、工程估算、三维数据模型等），深化方案确定后 20日历天内提交规划报建相关设计成果文件，深化方案确定后45日历天内完成初步设计及各专业报建图（含概算），初步设计审查批准后 40日历天内完成施工图设计，施工图设计文件经审查发现问题后 10日历天内完成补充、修改。如果延误工期，发包人有权要求承包人支付的误期损害赔偿费每天为最终设计合同价格的0.3%；误期损害赔偿费的最高限额为最终设计合同价格的30%。设计期间，设计方如有恶意拖延工期的情况，甲方有权上报建设行政主管部门处理。

1.8.2 勘察工期：合同签订后，承包人收到发包人发出的进场通知起计 30日历天内提交勘察成果文件。如果延误工期，发包人有权要求承包人支付的误期损害赔偿费每天为最终勘察合同价格的0.5%；误期损害赔偿费的最高限额为最终勘察合同价格的30%。承包方如有恶意拖延工期的情况，甲方有权上报建设行政主管部门处理。
