normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>2.1建设规模：汕头市澄海区清源水质净化厂位于莱芜湾的出海口，承担着凤翔、澄华、广益三个街道及莱芜管委行政辖区的污水处理任务，服务面积约42平方公里，服务人口约40万人。规划占地面积230亩，设计生产总规模为18万m3/d，分三期建设，目前已建成一、二期工程，设计规模为12万m3/d（一、二期工程均为6万m3/d）。污水处理厂采用脱氮除磷效果好的A2/O二级生化处理工艺，污水经处理达到《城镇污水处理厂污染物排放标准》（GB18918－2002）一级B标准后，排入南干渠，经莱芜湾最终汇入南海。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>本次提标规模为12万m3/d，主要内容包括在原工程基础上新建二次提升泵房、磁混凝沉淀池、紫外线消毒池、水质监测室和变配电间，流程上预留滤池。提标工程在厂区的现状围墙内建设，主体工艺采用磁混凝沉淀池，改造后，设计出水水质应达到国家一级A排放标准及广东省地方标准《水污染物排放限值》（DB44/26-2001）的较严值。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>2.2招标范围：本工程采用勘察、设计、采购、施工总承包（EPC）方式对汕头市澄海区清源水质净化厂进行提标改造，设计出水水质达到国家一级A排放标准及广东省地方标准《水污染物排放限值》（DB44/26-2001）的较严值。

normal style='line-height:150%;mso-pagination:widow-orphan'>招标内容包括（但不仅限于）：满足系统正常运行所必需具备的工艺、电气、在线监测（含数据上传）、自控系统及安装、场地平整（按现状交地）、土建建（构）筑物的勘察设计（包括但不限于勘察、设计、预算编制、竣工图编制）、施工（含场地平整、厂区土建、安装、与原工程衔接、永久用水用电接入、道路、绿化、给排水、围墙、厂区附属工程、提标改造而造成原有工程破坏的修复等）、设备选择、采购（中标人采购设备时所选择设备的规格型号及品牌须经招标人确认后再采购，若采用公开招标或邀标等形式，则招标文件需经招标人确认，否则招标人有权要求中标人更换至满意为止。）、监造、运输及储存、调试、试验及检查、试运行、考核验收（含特种设备验收、环保验收、在线监控验收等）、竣工验收、保修期内缺陷修复（含2年的备品、备件）、设备使用培训和最终交付投产等。建成后，中控系统的所有数据都需传送到环保集团信息化系统，并且可以接受环保云平台的控制命令，以实现水厂远程监控的目的。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>投标人须负责办理设计、施工、验收阶段的各项报批报建工作（包括但不限于建设工程规划许可证、施工许可证办理等），并负责办理项目前期、设计阶段、施工阶段及验收阶段的其他报建、报批手续（如质量监督、安全监督等），包括按审批机构格式要求提供各项报建报批所需的相关文件、图纸及电子文件等）。上述工作内容的费用包含在投标报价中。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>在提标改造过程中，投标人须优化施工方案，提标改造工作尽量减少对现有设施运营的影响，尽量减少停产、减产的情况。停产不得超过10天，否则超出部分由承包人对停产造成的损失向发包人进行赔偿，赔偿金额每天按基本水量计费。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>中标人须按国家规定及本合同约定的较严规范和标准实施，并确保进出水水质达到要求标准。若进出水水质未能达标，中标人须无条件对项目进行修正，直至达标为止，因此延误的工期及产生的费用由中标人自行承担。若最终进出水水质仍未能按合同要求达标，招标人有权解除部分合同或解除合同，由此造成招标人的损失，全部由中标人承担。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>本项目招标控制价为：4276.28万元，其中：勘察设计费招标控制价：284.70万元（按可研估算355.87万元下浮20%作为控制价）；建安工程费招标控制价：2421.95万元（按可研估算2549.42万元下浮5%作为控制价）；设备购置费控制价：1569.63万元（按可研估算1569.63万元作为控制价）。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>本项目适用于一般计税方法，以上价格含增值税，其中：勘察设计费的增值税率为6%，建安工程费的增值税率为10%，设备购置费的增值税为16%。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.1投标人（含联合体成员）具有独立法人资格，持有工商行政管理部门核发的法人营业执照，按国家法律经营。

3.2投标人同时具有承接本项目所需的建设行政主管部门颁发的以下资质：

3.2.1工程勘察资质：工程勘察综合类资质，或工程勘察专业类（岩土工程）甲级资质。

3.2.2工程设计资质：工程设计综合甲级资质，或工程设计市政行业甲级资质，或工程设计市政（排水工程）专业设计甲级资质，或环境工程设计专项甲级资质。

3.2.3工程施工资质：市政公用工程施工总承包二级或以上资质，或环保工程专业承包二级或以上资质，且在投标截止之日起已进入“汕头市施工企业诚信综合评价体系”。

注：①施工资质标准按照建市[2014]159号文颁布的新版《建筑业企业资质标准》中对应的资质类别及等级的承包工程范围和《住房城乡建设部关于建筑业企业资质管理有关问题的通知》（建市[2015]154号）承接工程，并按《住房城乡建设部关于简化建筑业企业资质标准部分指标的通知》(建市[2016]226号)执行。

②经招标人同意，中标人可以把中标项目的部分非主体、非关键性工作分包给具有相应资质和能力的专业单位实施，但不得再次分包。

3.3投标人拟担任本工程：

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.5投标人（或承担施工工作的联合体牵头方）持有有效的建设行政主管部门颁发的安全生产许可证

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.6关于联合体投标：

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.6.1本项目允许联合体投标，但只接受最多由3家单位（即一家勘察单位、一家设计单位、一家施工单位）组成的联合体，且应以承接施工任务的一方为牵头人，并签定联合体工作协议（格式按附件二）。联合体工作协议应明确约定各方拟承担的工作和责任；参加联合体的各成员不得再以自己的名义单独投标，也不得同时参加两个或两个以上的联合体投标。出现上述情况者，其投标和与此有关的联合体的投标将被拒绝。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.6.2投标人拟任本工程项目负责人必须是联合体中对应分工成员的正式员工。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.6.3联合体的资格条件按联合体任务分工进行评审，其中施工资质、安全生产许可证、项目负责人、专职安全员以承接施工任务的牵头方为准；工程设计资质、设计负责人以承接设计任务的成员方为准；勘察资质以承接勘察任务的成员方为准。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3.7投标人（含联合体各方）未出现以下情形：与其它投标人（含联合体各方）的单位负责人为同一人或者存在控股、管理关系的（按投标人提供的书面承诺进行评审）。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:23.0pt;mso-line-height-rule:exactly'>3.8投标人不得存在下列情形之一（按投标人提供的书面承诺进行评审）：

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>4.1由于本项目时间紧迫、建设条件恶劣，投标人应进行标前踏勘。投标人拟派项目负责人、设计负责人、安全员携带本人身份证原件、注册证(或职称证或岗位证)原件、营业执照原件、资质证书原件及上述资料的复印件一份(加盖公章，若有联合体的，则只盖联合体牵头人的公章)踏勘现场。踏勘现场时间：2019年2月15日至2019年2月21日每天上午9:30至11:30，下午14:30至17:00。踏勘现场单位需提前3小时联系招标人，交通工具自备，食宿自理，安全责任自负。
