normal style='text-indent:21.0pt;line-height:150%'>本招标项目新供销天润四会5万吨粮食储备库项目EPC（设计采购施工总承包）已由四会市发展和改革局备案（备案项目编号：2017-441200-59-03-014992）。招标人为四会新供销天润农产品批发市场投资有限公司，工程所需资金来源为自筹。项目已具备招标条件，现对该项目的新供销天润四会5万吨粮食储备库项目EPC（设计采购施工总承包）进行公开招标。本次招标对投标报名人的资格审查，采用资格后审方法选择合适的投标申请人参加投标。

normal style='line-height:150%'>    3.本次招标接受联合体投标。联合体投标的，应满足下列要求：联合体成员数量不得超过2家；联合体各方应签订共同投标协议，明确牵头人及各自分工，联合体牵头人需达到施工单位资质要求（即由施工单位作为牵头人）；联合体各方不得再以自己名义单独参与或参加其他联合体在本招标项目中的投标。联合体所有成员均需使用企业CA证书登录系统，在完成并通过了在广州市住房和城乡建设局企业诚信档案信息库信息登记后才能报名。

normal style='text-indent:20.25pt;line-height:150%'>（2）投标人资质范围及等级：①工程设计资质要求：工程设计综合甲级，或建筑行业设计乙级或以上资质，或建筑行业（建筑工程）专业设计乙级或以上资质，或建筑设计事务所；

如中标人为设计事务所资质，应当自行完成本资质专业的设计业务，并在保证整个建筑工程项目完整性的前提下，经发包方同意，将其他部分专业设计业务发包给具有相应资质的分包方。

②施工资质要求：具备有效的建筑工程施工总承包叁级或以上资质，并具备合法有效的安全生产许可证。

normal style='line-height:150%'>    （3）项目负责人资质类别及等级：①设计项目负责人：具备一级注册建筑师资格；②施工单位项目经理：具备建筑工程专业二级或以上的建造师注册证书或延续注册成功的注册临时建造师，并且在“广东省建筑市场监管公共服务平台”未被锁定（是否被锁定在投标文件中提供网页截图）。

normal style='line-height:150%'>    （4）施工单位（或联合体牵头人）的法定代表人、项目经理、专职安全生产管理人员须具备有效安全生产考核合格证书（即A证、B证、C证）或经“建筑施工企业管理人员安全生产考核信息系统”中打印的证明材料。
