一、招标条件

受中国水利水电第一工程局有限公司（以下简称“招标人”）委托，中国水利水电第一工程局有限公司设备物资部（以下简称“招标机构”）以公开询比价方式采购钢材，采购材料计划使用自筹资金用于本次招标后所签订合同的支付。

1、项目概况：甲玛铜多金属矿位于西藏自治区“一江两河”开发区中部，属拉萨市墨竹工卡县甲玛乡和斯布乡管辖，海拔 4350～5407.5m。工程性质为工业矿山，工程规模：矿山建设规模 40000t/d，服务年限 72.3 年，工程于 2007 年开工建设，项目最终产品为铜、钼精粉伴生元素金和银随铜精矿一起回收，项目建设总投资约为 49.8 亿元 人民币。  

目前我单位在西藏华泰龙甲玛铜多金属矿共承建井下胶带斜井标段、4450 北平硐工  程、二期井下采矿及采切工程（4450m 一标段）、二期井下采矿及采切工程（4400m 二  标段），总合同额为：20.2864 亿元。

3、采购数量

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >本次招标数量为初步设计估算数量，仅供参考。最终结算量以实际供货并经验收合格的规格和数量为准,若因施工图、设计变更等原因，致使与招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >6.1线材质量含低碳钢热轧圆盘条、钢筋混凝土用热轧光圆钢筋：供方保证销售的钢筋质量满足HRB400 钢筋必须符合国家标准《钢筋混凝土用钢第 2 部分:热轧带肋钢筋》( GB 1499.2-2007,GB  1499.2-2007/XG 1-2009)的有关规定；Q235B 工字钢必须符合 GB/T 11263-2010 要求及相关行业要求。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >6.3外观质量：根据钢筋出厂合格证和质量证明书，检查每批钢筋的外表质量，并测量每批钢筋的代表直径； 钢筋外观检查不应有锈蚀现象，线材不应夹杂有不定尺钢筋 。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >6.4对于所供钢材表面锈蚀、腐蚀、油渍，规格误差超规范以及影响工程使用的情况，招标人有权拒收。线材不应夹杂有不定尺钢筋，盘圆钢筋应为高线（每件有不超过两个端头）。如送到现场的钢筋观感质量和尺寸经检测不符合标准规范要求，招标人有权退货或拒付货款，投标人必须在 3 日内将不合格钢筋清出现场。如因上述原因造成买方停工损失，投标人需予以违约赔偿。  

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >6.5投标人所供钢材力学性能、化学成分检测等应无条件服从业主、监理工程师、招标人的抽检。  

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >6.6如对过磅验收数量产生异议，买方可随时复磅，复磅费用由责任方承担。按照规  定进行过磅计重交货的过磅费由投标人承担，费用包含在单价中。买方在提出异议期限内，投标人应保证货物的完整性并提出相应的证明材料。

三、投标人资格要求

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.1投标人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金壹亿元人民币及以上，年生产能力在500万吨以上,其中线材和螺纹钢年产量100万吨以上，必须持有国家质量监督检验总局颁发的《全国工业产品生产许可证（钢筋混凝土用热轧带肋钢筋、钢筋混凝土用热轧光圆钢筋）》。生产厂家产品取得国家授权、许可的第三方产品检验检测机构出具的证书或检验报告。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.2投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金1000万元人民币及以上；且其代理的生产厂商须满足1.1条生产厂家资格条件的要求，须具有生产厂商针对本项目的授权代理书，并在投标文件中提交相关证明文件。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.4投标人应具有类似工程供货业绩，在近三年内的钢筋供货合同不少于3个，且签订单项合同金额均在500万元以上（附中标通知书与合同扫描件）；应具有钢筋供应的专业人员和组织货源的能力和经验。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.5投标人具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、招标参与流程

本次采用中国电建集采平台进行询价，文件发售时间：2019年2月27日10:00.请在2019年3月8日北京时间14:00时前上传至集采平台(http://ec3.powerchina.cn/)。在线填报金额必须与附件报价单一致，逾期系统将不予受理。
