normal style='text-indent:27.45pt;line-height:150%;layout-grid-mode: char'>2、 项目地址： 工程地址位于肯尼亚中部地区五个郡分别有纳罗克（Narok）、博美特（Bomet）、凯里乔（Kericho）、纳库鲁（Nakuru）、尼亚胡鲁鲁（Nyandarua），沿着五个郡由纳罗克郡开始行驶至尼亚胡鲁鲁郡，可以环绕一个中部茂（Mau）森林保护区，全程距离383公里。本项目是承包该条线路上配网工作的EPC项目。

1.报价单位要求
1.1 投标人须是中华人民共和国依法登记注册的独立法人，必须为采购人的合格供应商，具有独立承担民事责任的能力，具有有效期内的ISO9001质量管理体系认证证书，是增值税一般纳税人，能开具增值税专用发票。并在投标文件中提交相关证明文件。
1.2 具有良好的商业信誉和履行本项目的财务能力；投标人没有处于被责令停业、财产被接管、冻结、破产状态；无采取非法手段谋取不正当利益的违法、违纪不良记录；近三年内参加招投标活动中，投标人有不良记录的将导致资格审查不合格。
1.3 投标人有承揽肯尼亚同类的业绩，并提供相关证明资料（包含但不限于：合同协议书、能够清晰显示合同承包范围的合同资料）。
1.4 投标人企业注册资金≥500万人民币。
2.报价响应文件的语言和计量单位
2.1 报价格式按照附件所提供的格式进行报价，正式报价文件需有公司公章或投标专用章，无任何签章文件视为无效。单价与总价不符时，以单价为准对总价进行修正。分项报价与总价不相符时以分项报价为准对总价进行修正。
2.2响应单位提交的报价响应文件（包括技术文件和资料、图纸中的说明）以及响应单位与采购人就有关报价的所有来往函电均应使用中文简体字。
2.3报价响应文件所使用的计量单位，应使用国家法定计量单位。
2.4报价响应文件使用人民币报价。
2.5报价采用一次报价方式，供应商一次报出不得更改的价格；询比价小组根据符合采购需求、质量和服务相等且报价最优的原则确定成交供应商。
3.报价响应文件截止时间
报价响应文件须按照邀请文件规定的时间、地点送达。在报价截止时间以后送达的报价文件，采购人有权拒绝接收。
4. 签订合同
4.1意向单位应在接到成交通知书30日内与采购人签订合同。
4.2意向单位应按照邀请文件、报价文件及评审过程中的有关澄清、说明或者补正文件的内容与采购人签订合同。
4.3成交单位需及时提交设备设计资料。资料提交时间及内容详见技术规范书内要求。
5、保密和披露
5.1. 保密：响应单位自领取邀请文件之日起，须承诺承担对本采购项目的保密义务，不得将因本次邀请获得的信息向第三人外传。
5.2 披露：采购人有权将响应单位提供的所有资料向有关部门披露。
七、付款方式
1、支付方式：转账支票、银行汇票等
2、付款方式：
由需方项目部负责与指定港口验收合格并收到资料后30日内，向供方支付当批交货金额的50%。需方项目部与目的国清关完毕货物运往纳库鲁现场支付当批交货金额的45%。余下5%为质保金，待工程项目整体竣工移交一年后无质量问题付清（无利息）。
