一、招标条件
normal style='text-indent:24.0pt;line-height:20.0pt'>受中电建中国水利水电第十工程局有限公司（以下简称“招标人”）委托，中国电力建设股份有限公司设备物资采购中心/浙江华东工程咨询有限公司（以下简称“招标机构”）以公开招标方式采购老挝南俄3水电站工程溢洪道门式启闭机及其附属设备，采购设备计划使用EPC总承包合同资金用于本次招标后所签订合同的支付。
二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:20.0pt'>南俄3(Nam Ngum 3)水电站位于老挝中部Xaysomboune（赛松本）省内，电站距离Nam Ngum河与Nam Phay河交汇处上游约600m，距离首都万象公路里程约265km，直线距离116km，工程地理位置约东经102°47′，北纬18°55′。有公路通至电站。
normal style='text-indent:24.0pt;line-height:20.0pt'>南俄3水电站总装机容量为480MW，平均年发电量23.45亿kW·h，年利用小时为4885h。枢纽主要建筑物由拦河坝、溢洪道、引水发电系统、地面厂房、尾水等建筑物组成，属一等大（1）型工程，总库容14.11亿m3。水库正常蓄水位为723m，死水位670m，厂内安装3台混流式水轮发电机组，单机容量160MW，电站总装机容量480 MW。
normal style='text-indent:24.0pt;line-height:20.0pt'>引水发电系统布置在南俄河右岸山体中，采用“一洞三机”布置型式，由进水口、有压引水隧洞、上游调压井和压力管道组成。在厂房上游靠近厂房处，压力管道分叉两次成为3条支管，分别与厂内3台机组连接。所有机组共用一条尾水渠接入南俄河。
normal style='text-indent:24.0pt;line-height:20.0pt'>主厂房总长78.5m，安装间长25.5m，机组段长53m，厂房宽度为22.5m，高60.95m，安装间与各机组段均设永久缝。厂房尾水平台地面高程398.00m，发电机层高程387.80m，水轮机层高程为378.30m，机组安装高程为374.50m，厂内设一台320t的桥式起重机，轨顶高程411.00m。厂内设有进水球阀，尾水管设有一道尾水检修门，尾水平台宽17m，与地面高程同高。GIS开关站布置于尾水平台上紧靠主机间，屋顶布置出线平台。
normal style='text-indent:24.0pt;line-height:20.0pt'>本电站以230kV一级电压接入系统，出线2回，接入川圹省B.Naphia变电站，线路长度为59km，在电网中主要任务是发电，供电范围主要是老挝本国，并通过老挝电网送电到泰国等周边国家。
normal style='text-indent:24.0pt;line-height:20.0pt'>电站按“无人值班”（少人值守）的运行方式要求设计，采用以计算机监控系统为基础的全厂集中监控方案。
normal style='text-indent:24.0pt;line-height:20.0pt'>第一台机组试运行时间为2021年8月31日，第二台机组试运行时间为2021年9月21日，第二台机组试运行时间为2021年10月19日。
normal style='text-indent:24.0pt;line-height:20.0pt'>本招标采取公开招标、公开开标的方式。
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>2、招标范围：
normal style='text-indent:24.0pt;line-height:20.0pt'>本次招标采购的设备为老挝南俄3水电站工程(Nam Ngum 3 HPP)1台套溢洪道门式启闭机及其附属设备、备品备件、专用工具以及有关的技术服务等，并提供两年质量保证服务。
normal style='text-indent:24.0pt;line-height:20.0pt'>该系统设备的供货范围包含但不限于下列设备的设计、设计联络、资料报审、技术协调、制造、工厂试验、出厂验收、出口包装、发运（从制造厂到云南磨憨口岸的运输）和保险、现场开箱检查、现场安装指导、质量监督、调试、配合现场试验、培训买方及业主技术人员、试运行和验收等。

normal style='text-indent:24.0pt;line-height:20.0pt'>（1）1台套溢洪道2×800kN/250kN单向门式启闭机（含抓梁、轨道及附件）。安装所用的所有阀门、螺栓、螺母、密封件、支撑件、固定件、基础埋件等均由卖方供货，并含在投标总价中；
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>（2）必要的备品备件、专用工具、维修设备和测试设备；
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>（3）提交产品图纸和资料供设计、业主和咨询审批，投标人制造的产品必须通过咨询审批同意后进行生产；
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>（4）组织本次招标设备的设计联络会；负责投标设备与电站其它系统之间连接部分的技术协调工作；
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>（5）组织工厂检验及验收；
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>（6）投标设备的安装和现场试验将由其它承包人完成，投标人必须派遣合格的技术人员到现场进行指导安装、质量监督、调试、配合试验、协助验收；
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>（7）负责对招标方人员的现场培训；
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>（8）在本技术规范供货范围的说明中没有专门提及的设备，但属整套设备所必需的或熟成的构成成套设备所需的，投标人仍应提供，以保证货物的完整。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、采购数量：1台套。
normal style='text-indent:24.0pt;line-height:20.0pt'>4、交货时间：基础埋件交货时间为2019年9月27日，除基础埋件以外的供货范围内设备的交货时间为2019年12月26日。
normal style='text-indent:24.0pt;line-height:20.0pt'>5、交货地点：买方指定的云南磨憨口岸车板交货。
normal style='text-indent:24.0pt;line-height:20.0pt'>6、质量要求：满足相关规范和工程需要，保证设备长期安全稳定运行。
三、投标人资格要求
normal style='text-indent:24.0pt;line-height:20.0pt'>投标人必须满足以下全部资格要求：
normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标人必须为制造企业，且必须是在中国境内注册的企业法人，企业注册资本金8000万元人民币及以上，具有有效期内的ISO9001质量管理体系认证证书。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、投标人是增值税一般纳税人，能开具增值税专用发票。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标人提供近5年（2014年至2018年）与本次招标类似设备的国内供货业绩不少于2个、国外供货业绩不少于1个。
normal style='text-indent:24.0pt;line-height:20.0pt'>5、投标人财务状况良好，近三年没有处于被责令停业，财产被接管、冻结、破产状态。
normal style='text-indent:24.0pt;line-height:20.0pt'>6、本次招标不接受联合体投标。
normal style='text-indent:24.0pt;line-height:20.0pt'>7、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
四、招标文件的获取

五、投标文件的递交
normal style='text-indent:24.1pt;line-height:20.0pt'>1.本次采购将通过中国电建设备物资集中采购平台（http://ec3.powerchina.cn，以下简称 “集采平台”）全程在线开展，供应商报名前需要在集采平台（http://ec3.powerchina.cn）上注册账号，填写基本信息并通过网站初审。在线投标前须办理电子钥匙，请各投标人登陆集采平台服务中心或咨询客服，了解集采平台操作和电子钥匙办理的具体事宜，并严格按照要求进行在线投标，因操作流程失误造成的后果将由投标人自行承担。

normal style='text-indent:24.1pt;line-height:20.0pt'>另外，本次各投标人须在投标截止日当天现场递交纸质版投标文件，纸质版投标文件的递交地点为四川省都江堰市蒲阳路164号中国水电十局都江堰办公区2楼机电安装分局大会议室。纸质版文件递交的截止时间同电子文件的递交截止时间。逾期送达的或未送达指定地点的纸质版投标文件将不予接收。
normal style='text-indent:24.1pt;line-height:20.0pt'>3.各投标人须使用电子钥匙登录集采平台投标管家客户端进行在线签到（在线签到功能开启时间为开标当天8：45），在线签到的截止时间同电子文件的递交截止时间，未进行在线签到的投标人将无法进行后续投标流程。
normal style='text-indent:24.1pt;line-height:20.0pt'>4.投标截止时间后，各投标人须使用电子钥匙登陆集采平台投标管家客户端对投标文件进行在线解密，并现场确认开标结果。
normal style='text-indent:24.1pt;line-height:20.0pt'>5.电子投标文件的加密、提交、解密及签到等流程须各投标人在线进行操作。因开标现场不提供电脑和无线网络，请各投标人提前统筹，可自带电脑现场操作或安排专人远程操作。
normal style='text-indent:24.1pt;line-height:20.0pt'>6.中标人（或者入围供应商）需要在集采平台上申请成为采购单位或股份公司的合格供应商，未通过合格供应商审核的则无法接收中标通知书(或入围通知书)。
normal style='text-indent:24.1pt;line-height:20.0pt'>7.投标截止时间及递交地点如有变动，招标人将及时以公告形式通知所有已购买招标文件的潜在投标人。
