一、招标条件

normal style='text-indent:24.0pt;line-height:20.0pt'>受鹰潭市中心城区供水工程设计采购施工工程总承包部（招标人）委托，中电建水环境治理技术有限公司设备物资部（招标机构）以公开招标方式采购商品混凝土材料，本次采购材料使用于江西省鹰潭市中心城区供水工程，采购材料计划使用项目工程款用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:20.0pt'>江西省鹰潭市中心城区供水工程总投资 57131万元。工程建设目的是将月湖区江南水厂、信江新区夏埠水厂的取水口，从鹰潭市中心城区河段迁移至贵溪冶炼厂取水泵房取水口。主要建设内容包括取水泵站更新，配水站至取水泵站、配水站至鹰潭城区(江南水厂和夏埠水厂)、中心水厂与输水管道连通管道铺设等。项目设计供水规模近期 16.2万m3/d，远期27.1万m3/d，总输水管线总长30.7公里。

normal style='text-indent:24.0pt;line-height:20.0pt'>本次商品混凝土采购总量50000m³,具体规格和数量见下表：

normal style='margin-right:.85pt;line-height:150%'>    备注：以上招标数量均为设计估算数量，最终结算量以实际供货并经验收合格的规格和数量为准,若因施工图、设计变更等原因，致使招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据；

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>4.交货时间：计划交货期为2019年03月至本工程供货结束，按需方下达的供货计划分批交货。

normal style='text-indent:24.0pt;line-height:20.0pt'>6.质量要求：

normal style='text-indent:24.0pt;line-height:20.0pt'>6.1满足《商品混凝土》（GB/T 14902-2012）标准要求；

normal style='text-indent:24.0pt;line-height:20.0pt'>6.2混凝土所用原材料符合《通用硅酸盐水泥》（GB175-2007/XG2-2015）、《普通混凝土用砂、石质量及检验方法标准》（JGJ52-2006）、《混凝土外加剂》（GB 8076-2008）、《混凝土用水标准》（JGJ63-2006）、《用于水泥和混凝土中的粉煤灰》（GB/T1596-2005）的要求。

normal style='text-indent:24.0pt;line-height:20.0pt'>6.3混凝土生产过程的质量控制满足《混凝土质量控制标准》（GB 50164-2011）；

normal style='text-indent:24.0pt;line-height:20.0pt'>6.4强度试验结果评定以《混凝土强度检验评定标准》（GB/T 50107-2010）为准；

normal style='text-indent:24.0pt;line-height:20.0pt'>6.5混凝土泵送满足《混凝土泵送施工技术规程》（JGJ/T 10-2011）要求；

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>投标人必须满足以下全部资格要求：

normal style='text-indent:24.0pt;line-height:150%'>1.投标人必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金1000万元人民币及以上；具有建筑业企业商品混凝土专业承包资质证书；

normal style='text-indent:24.0pt;line-height:150%'>2.搅拌站距本项目工地最大直线距离原则上不得超过20公里；

normal style='text-indent:24.0pt;line-height:150%'>3.投标人应具有类似工程供货业绩，2015年以来的商品混凝土供货合同不少于3个，且签订单项合同金额均在500万元以上（附合同扫描件或中标通知书）；

normal style='text-indent:24.0pt;line-height:150%'>4.投标人财务状况良好，近三年没有处于被责令停业，财产被接管、冻结、破产状态；

normal style='text-indent:24.0pt;line-height:150%'>5.本次招标不接受联合体投标；

normal style='text-indent:24.0pt;line-height:150%'>6.投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

normal style='text-indent:24.0pt;line-height:150%'>7.本次招标对投标人的资格审查采取资格后审的方式。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>1.凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年03月11日下午17:00前（北京时间）在中国电力建设股份有限公司设备物资集中采购平台（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料：

normal style='text-indent:24.0pt;line-height:150%'>1.1提供购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件（合并文件上传）。

normal style='text-indent:24.0pt;line-height:150%'>1.2填写购买招标文件开具发票信息。

normal style='text-indent:24.0pt;line-height:150%'>2.已注册、报名、上传合格资料的，请在上述时间内在中国电力建设股份有限公司设备物资集中采购平台（http://ec3.powerchina.cn）下载招标文件。先缴费再下载招标文件（缴费方式可以选择按照下述汇款帐号汇款后上传缴费凭证或者在线支付）。本次招标不提供纸质版招标文件；

normal style='text-indent:24.0pt;line-height:150%'>3.招标文件（不分纸质版和电子版）资料费每套合计售价人民币（大写）：壹仟元整（￥1000元）。支付招标文件资料费采用银行汇款方式，售后不退。资料费可采用公司或个人汇款,但必须备注“投标人名称”和鹰潭混凝土招标资料费”，汇款后将凭证发送至邮箱：kongxq-shj@powerchina.cn。

五、投标文件的递交

normal style='text-indent:25.2pt;line-height:150%'>1.投标文件递交的截止时间（投标截止时间，下同）为2019年03月21日10时00分（北京时间），投标文件递交地点为：江西省鹰潭市贵溪市工业园区南环路1号大杰新能源办公楼2楼会议室。

normal style='text-indent:24.0pt;line-height:150%'>2.逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='text-indent:24.0pt;line-height:150%'>3.投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='text-indent:24.1pt;line-height:150%'>4.供应商报名前需要在中国电建设备物资集中采购平台（http://ec3.powerchina.cn）上注册账号，填写基本信息并通过网站初审。中标人需要在该平台上申请成为“平台公司-中电建水环境治理技术有限公司”或股份公司的合格供应商，未通过合格供应商审核的则无法接收中标通知书。

六、评标办法

normal style='text-indent:24.1pt;line-height:20.0pt'>采用经评审的最低投标价法对所有通过资格后审的投标人进行评审。

七、发布公告的媒介
