一、招标条件

normal style='text-indent:24.0pt'>受中水电十三局水电工程有限公司（以下简称“招标人”）委托，中国电建市政建设集团有限公司设备物资部（以下简称“招标机构”）以公开招标方式采购济南市顺河快速路南延建设工程施工三标段项目用钢筋，采购物资计划使用项目自有资金用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal align=left style='text-align:left'>1.项目概况： 济南市顺河快速路南延（英雄山立交至南绕城高速）建设工程施工三标段，工程位于济南市英雄山立交至济南南绕城高速之间，桩号：K4+650~K5+550，全长900米，主要包含综合管线、地面道路、地面辅路、联络通道跨线桥等施工内容。

normal style='text-indent:24.0pt;line-height:20.0pt'>备注：采购数量仅供参考，最终以实际发生量为准。若因投资计划、设计变更等原因致使投资规模、工程量或供货品种、供货时间发生较大规模改变，采购数量及采购品种会做相应调整。致使某种材料取消或材料实际供货与招标规格、数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style='line-height:20.0pt'>6、质量要求：

normal style='margin-left:21.0pt;line-height:20.0pt'>符合国家质量标准。

normal style='text-indent:24.0pt;line-height:150%'>6.1 HPB300钢筋标准应符合GB1499.1-2008《钢筋混凝土用钢第1部分：热轧光圆钢筋》国家标准要求。HRB335\HRB400：应符合规范《钢筋混凝土用钢第2部分：热轧带肋钢筋》（GB1499.2-2007）的规定，应满足国家标准。

normal style='text-indent:24.0pt;line-height:150%'>6.2力学性能检测：以现场监理见证取样送检的结果为准。钢筋分批试验，以同一厂家、同一炉（批）号、同一级别、同一规格的钢筋为一批，重量不大于60t；

normal style='line-height:150%'>    6.3外观质量：根据钢筋出厂合格证和质量证明书，检查每批钢筋的外表质量，并测量每批钢筋的代表直径； 钢筋外观检查不应有锈蚀现象，线材不应夹杂有不定尺钢筋；

normal style='line-height:150%'>    6.4在每批钢筋中，选取经表面检查和尺寸测量合格的五根钢筋试件先进行重量偏差检验，然后取其中两根钢筋进行拉伸试验，另取两根进行冷弯试验，钢筋力学性能和重量偏差应符合以上标准要求；

normal style='text-indent:24.0pt;line-height:150%'>6.5每捆(盘)钢材挂2块或2块以上的金属吊牌，吊牌符合标准要求。

normal style='text-indent:24.0pt;line-height:150%'>6.6计量方式：按检尺或检斤计量。（要求钢筋误差不得超过国家标准误差）。

三、投标人资格要求

normal style='line-height:150%'>1、投标人必须满足的条件：

normal style='text-indent:24.0pt;line-height:150%'>1.1 投标人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金1亿元人民币以上。生产厂家必须具有政府行业主管部门颁发的《营业执照》、《税务登记证》、《组织机构代码证》（若三证合一，须有统一社会信用代码证）、《质量管理体系认证证书》等，并在有效期内，有相应的经营范围，具有独立承担民事责任的能力，具有良好的银行资信和商业信誉，资产负债结构合理，具备一定的盈利能力。

normal style='text-indent:24.0pt;line-height:150%'>1.2 投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金6000万元人民币及以上，有相应的经营范围，具有独立承担民事责任的能力，具有良好的银行资信和商业信誉，资产负债结构合理，具备一定的盈利能力，必须具有《营业执照》、《税务登记证》、《组织机构代码证》（若三证合一，须有统一社会信用代码证）, 且其代理的生产厂商须满足1.1条生产厂家资格条件的要求。

normal style='line-height:150%'>2、法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，只能有一家单位参加本标的投标。

normal style='line-height:150%'>3、本次招标不接受联合体投标。

normal style='line-height:150%'>4、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、招标文件的获取

normal style='line-height:150%'>1、获取招标文件前提：凡有意参加投标者，须在中国电力建设股份有限公司集中采购电子商务平台网站（http://ec3.powerchina.cn）完成注册，并按要求上传授权函、公司资质证明等文件，在商务平台网站中在线确定参与报名后,务必以电话联系方式确认（中水电十三局水电工程有限公司：岳彤 0534-2688877）是否成功报名。报名成功后，请投标人于上述时间内将标书费1000元电汇至指定账户（财务部为缴纳标书费的投标人开具收据，不开发票）。在招标人确认收到标书费后，请投标人于2019年02月28日至2019年03月11日14时前在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载招标文件。如遇网上报名及注册问题可向系统管理员咨询（客服人员：王洋，电话：4006274006或13571967545）。

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年03月21日10时00分（北京时间），投标文件递交地点为济南市历城区仲宫镇店子村六合玉酿酒厂。   

normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理，投标文件在递交的截止时间前邮递到场有效。邮寄方式送达应以招标人实际收到时间为准， 而不是以“邮戳为准”。

normal style='line-height:150%'>    3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='line-height:150%'>    4、递交投标文件前须在中电建集中采购电子平台通过合格供应商审查，成为合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。

normal style='line-height:150%'>六、评标办法

normal style='text-indent:24.0pt;line-height:20.0pt'>采用综合评估法综合评估法遵循的原则：采用有限数量制。

normal style='text-indent:24.0pt;line-height:20.0pt'>1、当各包件投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、当各包件投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审；若有“否决投标”的，按以上原则补足5家。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、未进入评审环节的其它投标文件，不再进行推荐。
