normal style='text-indent:21.0pt;line-height:150%'>本工程为赞比亚330kV KABWE-PENSULO输变电项目，位于赞比亚中央省（卡布韦、卡皮里、姆库西、塞伦杰等区域）。工程分为线路工程和变电站扩建工程。
normal style='text-indent:21.0pt;line-height:150%'>线路工程为新建Kabwe～Pensulo 单回330kV 输电线路，长度约298km。

normal style='text-indent:21.0pt;line-height:150%'>Kabwe变电站 330kV 变电站扩建1个330kV间隔；扩建1组40MVar的330kV线路高抗（带中性点小电抗）；新建1栋3层办公楼、1栋仓库及6栋员工宿舍，维修4栋员工宿舍。

normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>招标范围包括(但不限于) 电流互感器（12台）、电压互感器（6台）及避雷器（15只）备品备件和专用工器具等的设计、制造、工厂检验及试验、出厂验收、出口包装、制造厂至上海港口指定地点车的运输、保险、商检和交货；现场开箱检查、安装指导、调试试验、试运行、消缺、性能保证验收、技术服务和质保期内的维修及保养等工作等（招标范围详见“技术规范书”）。

normal style='line-height:150%'>三、投标人资格要求
normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>投标人必须满足以下全部资格要求：
normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>1、在中华人民共和国境内依法取得经营资格的企业法人或其他组织，经营范围符合本次采购的要求。注册资金不低于1000万人民币，具有一般纳税人资格。
normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>2、在专业技术、设备设施、人员组织、业绩经验及资金等方面具有设计、制造、质量控制、经营管理的相应的资格和能力。
normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>3、近五年（2014年-2018年）有330kV及以上互感器海外供货业绩1个并成功运行1年及以上（提供业绩证明及用户证明）。
normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>4、经营状况良好，最近两个报告期未发生连续亏损或资不抵债的情况，提供近三年（2015年-2017年）经第三方审计的财务审计报告。
normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>5、具有第三方认证机构颁发的质量保证体系、环境管理体系、职业健康管理体系认证证书及年检记录（一个审核周期的管理体系审核报告）。
normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>6、提供有效国家企业信用信息公示系统（www.gsxt.gov.cn）查询结果，查询内容应包含：“列入严重违法失信企业名单（黑名单）”、“列入经营异常名录信息”的查询结果（查询日期应在投标截止日前20天内，查询结果应为网站自动生成的PDF文件的电子版）。若未提供有效的查询结果，其投标文件作否决投标处理。

normal align=left style='text-align:left;text-indent:21.0pt; line-height:150%'>9、近三年内未有骗取成交或严重违约或重大产品质量问题责任追溯措施未全面落实的。
