一、招标条件

受中国水电建设集团十五工程局有限公司（以下简称“招标人”）委托，中国水电建设集团十五工程局有限公司第一工程公司设备物资部（以下简称“招标机构”）以公开招标方式采购西安护城河改造工程项目部使用的砂石料，由招标人负责招标，合同签订由施工项目负责签订执行，采购材料计划使用建设资金用于本次招标后所签订合同的支付。

二、项目概况、招标范围

西安市护城河河道总长14.6km，其中东门～东南角～西南角～西门已改造段长6.2km，西门～北门～东门后续改造段长8.4km。工程设计范围内至城墙根，外至环城路道沿，包括护城河及环城公园。

本次改造段拟新建4座拦河坝，改造后将新增5个阶梯形库区，即西门～西北角、西北角～尚武门、东门～朝阳门、朝阳门～尚德门、尚德门～尚武门。其中朝阳门～尚德门及北门弯道段采用河道排洪方案，其它段采用箱涵排洪方案。

我部承担西门（起点为4#坝下游）至尚德门（终点为7#坝）段的改造，长度为4966m。,主要建设内容包括河道防护包括新建3座拦河坝（5#坝、 8#坝、7#坝）、改建箱涵（设泄流段、检查井、通气孔）、景观水位以下蓄水河道全断面防护、新建亲水平台及观景平台水体循环系统（压力泵站及管道系统）、水质处理系统、智能化管理系统、环城林带景观生态生态综合改造工程、地下停车库等。

normal style='text-indent:24.0pt;line-height:150%'>注：由于设计图纸未全部完成，以上数量仅为做标书参考数量，招标数量可能与实际需求量存在偏差，最终结算量为根据工程需要经验收合格的实际供货品种和数量,若因投资计划、征地拆迁、设计变更等原因，致使投资规模、工程量或供货品种、供货时间发生较大规模改变，采购量及采购品种相应调整，投标人应予以接受，并不得以此作为调价和索赔依据。

normal style='text-indent:24.0pt;line-height:150%'>一.骨料原料不应选碱活性、含有黄锈或钙质结核的骨料。

normal style='text-indent:24.0pt;line-height:150%'>二.细骨料品质要求：

normal style='text-indent:24.0pt;line-height:150%'>1.细骨料质地坚硬、清洁、级配良好；人工砂的细度模数在2.4-2.8内，天然砂的细度模数在2.2-3.0内。

normal style='text-indent:24.0pt;line-height:150%'>2.细骨料表面含水率不超过6%，并保持稳定，必要时采取脱水措施。

normal style='text-indent:24.0pt;line-height:150%'>3.其他品质要求：

normal style='text-indent:24.0pt;line-height:150%'>三、粗骨料品质要求

normal style='text-indent:24.0pt;line-height:150%'>1.粗骨料质地坚硬、清洁、级配良好，如有裹粉、裹泥或污染等清除。

normal style='text-indent:24.0pt;line-height:150%'>2.粗骨料的分级：小石、中石、大石和特大石。

normal style='text-indent:24.0pt;line-height:150%'>3.粒径级别分别为：D20:5-20mm、D40:20-40mm、D80:40-80mm和D150:80-150mm。

normal style='text-indent:24.0pt;line-height:150%'>4.控制各级骨料的超径、逊径含量。以原孔筛检验时，其控制标准：超径不大于5%，逊径不大于10%。

normal style='text-indent:24.0pt;line-height:150%'>1.堆放场地有良好的排水设施。

normal style='text-indent:24.0pt;line-height:150%'>2.减少运转次数，粒径大于40mm的骨料自由落差大于3m时设置缓降设施。

normal style='text-indent:24.0pt;line-height:150%'>3.料堆内不能混入泥土。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>投标人必须满足以下全部资格要求：

normal style='text-indent:24.0pt;line-height:150%'>1、投标人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本贰佰万元人民币及以上。

normal style='text-indent:24.0pt;line-height:150%'>2、投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本壹佰万元人民币及以上。且其代理的生产厂家须满足第1条生产厂家资格条件的要求，并在投标文件中提交相关生产厂家资格的证明文件。

normal style='text-indent:24.0pt;line-height:150%'>3、投标人财务状况良好，有财务报表。近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal style='text-indent:24.0pt;line-height:150%'>4、本次招标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:150%'>5、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

normal style='text-indent:24.0pt;line-height:150%'>6、投标人必须为一般纳税人，具有开具增值税专用发票的能力。

normal style='text-indent:24.0pt;line-height:150%'>7、投标人如有不良行为记录，招标人有权拒绝其投标。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年3月10日下午14:00前（北京时间）在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料：

normal style='text-indent:24.0pt;line-height:150%'>购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件（合并文件上传）。

normal style='text-indent:24.0pt;line-height:150%'>2、已注册、报名、上传合格资料的，请在上述时间内在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载招标文件。

normal style='text-indent:24.0pt;line-height:150%'>3、招标文件每套工本费为人民币（大写）：伍佰元整（￥500整）。支付招标文件费采用现金方式，在开标现场递交投标文件时缴纳。售后不退。

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:150%'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年3月20日下午14时00分（北京时间），投标文件递交地点为 陕西省西安市莲湖区玉祥门十字恒天财智大厦20楼护城河改造工程项目部会议室。

normal style='text-indent:24.0pt;line-height:150%'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='text-indent:24.0pt;line-height:150%'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='text-indent:24.0pt;line-height:150%'>4、递交投标文件前须在中电建集中采购电子平台通过中国水电建设集团十五工程局有限公司合格供应商审查（无审查费用），成为中国水电建设集团十五工程局有限公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。

六、评标办法

normal style='text-indent:24.0pt;line-height:150%'>综合评估法遵循的原则：采用有限数量制。

normal style='text-indent:24.0pt;line-height:150%'>1、当投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。

normal style='text-indent:24.0pt;line-height:150%'>2、当投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审；若有“否决投标”的，按以上原则补足5家。

normal style='text-indent:24.0pt;line-height:150%'>3、未进入评审环节的其它投标文件，不再进行推荐。

七、发布公告的媒介
