normal style='margin-right:1.6pt;text-indent:21.0pt;line-height:20.0pt;mso-pagination:widow-orphan'>本招标项目新台高速公路牛湾中心站新建运动场工程已列入广东省高速公路有限公司台山分公司2018年度养护计划，并经上级主管部门批准立项（粤高路投〔2018〕29 号），项目业主为广东省高速公路有限公司台山分公司，建设资金来自发包人自筹，招标人为广东省高速公路有限公司台山分公司。项目已具备招标条件，现对该项目的施工采用资格后审方式进行公开招标。

normal style='margin-right:.9pt;text-indent:21.2pt;line-height:22.0pt;mso-pagination:widow-orphan;punctuation-trim:leading'>3.3与招标人存在利害关系可能影响招标公正性的法人，不得参加投标；若单位负责人为同一人、或者存在控股、管理关系的不同单位、不得参加同一标段投标或者未划分标段的同一招标项目投标，否则按否决其投标处理。

normal style='text-indent:21.2pt;line-height:20.0pt;tab-stops:18.0pt'>4.1凡有意参加投标者，请于 2019 年  3 月  5 日至 2019  年 3 月  11  日(法定公休日、法定节假日除外)，每日上午  9:30 时至  11:30 时，下午 14:00 时至 16:00时(北京时间，下同)，在广州公共资源交易中心(详细地址：广州市天河区天润路333号)持单位介绍信原件和经办人身份证复印件（原件备查），同《投标报名申请表》（二份）购买招标文件。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt'>5.1招标人不组织进行工程现场踏勘、不召开投标预备会。

normal style='text-indent:21.2pt;line-height:22.0pt;mso-pagination:widow-orphan;punctuation-trim:leading'>5.2投标文件递交的截止时间(投标截止时间，下同)为2019年  4 月  2 日9时30分，投标人应于当日9时00分至9时30分将投标文件递交至广州市天河区天润路333号广州公共资源交易中心。

normal style='text-indent:24.0pt;line-height:21.0pt;mso-line-height-rule:exactly'>在规定的报名期间，报名并购买招标文件的投标人不足3家时，招标人依法有权选择以下任一方式：（1）在广州公共资源交易中心网站发布公告延长报名时间，在延期报名时间内，已报名投标人的资料仍有效并可自行补充资料，未报名的投标人可根据公告的约定进行报名；（2）依法重新组织招标或不再招标。
