一、招标条件
normal style='text-indent:24.0pt;line-height:150%'>受中国电建凯里环城高速公路北段PPP项目EPC总承包部（以下简称“采购人”）委托，中国水利水电第十四工程局有限公司资产管理部（以下简称“招标人”）以公开招标方式采购减水剂，采购材料计划使用自有资金及银行贷款用于本次招标后所签订合同的支付。
二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:150%'>本项目主线+麻江联络线全长73.101公里。主线K线起点位于凯里市三棵树镇，设枢纽互通接已建沪昆与国高衔接，中间经过九寨、翁稍、虎庄、万潮、炉山、凤山等主要城镇，终点在老本冲连接已建成的翁马高速马场坪互通，将其改造成兼落地功能的“十字”枢纽。麻江联络线L线起点在凯里市炉山镇南面的甘田坡设枢纽互通与凯里环城高速北段主线K线相接，中间经过碧波等城镇，终点在隆昌西北面设置“T形”枢纽与沪昆高速凯里至麻江段连接。本项目为V=100km/h四车道高速公路，路基宽度26.0米。
normal style='text-indent:24.0pt;line-height:150%'>本项目是《贵州省高速公路网规划（加密规划）》的重要组成部分，投资人为中国电建黔东南州高速公路投资有限公司，为PPP项目。
normal style='text-indent:24.0pt;line-height:150%'>2.2、招标范围：本项目土建施工分为三个分部，本次招标范围为一、二分部。若分标有所调整，以最终确定的分标为准。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>注：以上招标数量，仅供参考。最终结算量为根据工程需要经验收合格的实际供货数量为准,若因投资计划、征地拆迁、设计变更等原因，使与招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。
normal style='text-indent:24.0pt;line-height:150%'>交货时间：预计2019年3月至工程完工，以实际供货完成进度为准。按采购人（甲方）下达的供货计划分批交货，按实际交货数量结算。实际供货时间可能与交货期存在差异，中标人不得因此向采购人提出任何补偿要求。

normal style='text-indent:24.0pt;line-height:150%'>2.6、质量要求：技术指标必须满足第七章技术要求。
三、投标人的资格要求
normal style='text-indent:24.0pt;line-height:150%;text-autospace: none'>3.1、投标人必须满足的条件：
normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>3.1.1投标人必须为生产厂家，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金达到5000万元（人民币）及以上，并提供经第三方审计单位认证的实收资本，实收资本金达到5000万元（人民币）及以上。具有有效的质量管理体系认证证书、环境管理体系认证证书、职业健康安全管理体系认证证书。并在投标文件中提交有效认证书复印件。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>投标人应具有类似工程、同类产品的供货业绩，应具有材料生产、供应的专业人员和组织货源的能力和经验，且投标产品具有国家认可的第三方产品质量检验报告；投标人还应在投标文件中提供近三年的工程供货业绩和相应的供货合同书（签订单项合同金额均在100万元以上，附中标通知书和合同扫描件，加盖公章），同时提供用户出具的履约情况证明。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>投标人应具有良好的商业信誉，近三年没有处于被责令停业、财产被接管、冻结、破产状态，无采取非法手段谋取不正当利益的违法、违纪不良记录。
normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>3.1.4招标人不接受联营体或联合体的投标；投标人不能作为其他投标人的分包人同时参加投标，获得同一生产厂家授权的多家代理商可同时参加。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，都不得同时参加投标。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>3.1.5.1提供近三年的财务报表，资产负债结构合理，具备一定的盈利能力。
normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>3.1.5.2 企业的现金流表现正常，资金周转不存在困难。
normal style='text-indent:24.0pt;line-height:150%;text-autospace: none'>3.1.6 投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
normal style='text-indent:24.0pt;line-height:150%'>3.1.7投标人应具有开具增值税专用发票的能力。
normal style='text-indent:24.1pt;line-height:20.0pt'>3.1.8在参与报名后，投标人须派专人进行送样，并配合采购人在指定试验室完成本项目所有料场砂石骨料适配工作，适配结果满足混凝土强度要求的，才能参与本次招投标（送样时间为2019年3月20日前，4月1日之前根据适配结果审核投标人投标资格）。
四、招标文件的获取
normal style='text-indent:21.25pt;line-height:150%;text-autospace: none'>4.1满足投标人资格要求，并有意参与投标的投标人，请于2019年3月17日17时前（北京时间），在中国电建集中采购电子平台（http://ec3.powerchina.cn）在线报名参与本次招标，并在集采平台中上传购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件。

normal style='text-indent:24.0pt;line-height:150%'>本次招标文件售价人民币500元，支付招标文件费采用银行汇款方式，招标文件一旦售出，不论投标人是否参与投标均不予以退还。需要纸质版招标文件的，请在上述时间内（法定公休日、法定节假日除外），每日上午9时至11时，下午2时至5时（北京时间）,到中国电建凯里环城高速公路北段PPP项目EPC总承包部物资采购中心（地址：贵州省黔东南苗族侗族自治州凯里市万潮镇小堡二号桥），经办人持身份证原件及有效资料购买招标文件。

五、投标文件的递交
normal style='text-indent:24.0pt;line-height:150%'>5.1投标文件递交的截止时间（投标截止时间，下同）为2019年4月9日10时00分（北京时间），投标文件递交地点为：中国电建凯里环城高速公路北段PPP项目EPC总承包物资采购中心四楼会议室（地址：贵州省黔东南苗族侗族自治州凯里市万潮镇小堡二号桥中国电建项目部）。
normal style='text-indent:24.0pt;line-height:150%'>5.2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
normal style='text-indent:24.0pt;line-height:150%'>5.3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。
normal style='text-indent:24.0pt;line-height:150%'>5.4、递交投标文件前须在中电建集中采购电子平台通过招标人中国水利水电第十四工程局有限公司或股份公司合格供应商审查，成为招标人或股份公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。
六、评标办法
normal style='text-indent:24.0pt;line-height:150%'>采用综合评标法。
normal style='text-indent:24.0pt;line-height:150%'>综合评标法遵循的原则：采用有限数量制。
normal style='text-indent:24.0pt;line-height:150%'>6.1、当投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。
normal style='text-indent:24.0pt;line-height:150%'>6.2、当投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审；若有“否决投标”的，按以上原则补足5家。
normal style='text-indent:24.0pt;line-height:150%'>6.3、未进入评审环节的其它投标文件，不再进行推荐。
normal style='text-indent:24.0pt;line-height:150%'>6.4、招标人不保证最低价中标。
