一、招标说明

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>受中国水利水电第三工程局有限公司路桥分局（以下简称“招标人”）委托，中国水利水电第三工程局有限公司设备物资集中采购中心（以下简称“招标机构”）拟以公开招标的方式对工程所需路缘石进行采购。

二、项目概况、招标范围

normal style='margin-left:24.0pt;text-indent:24.0pt;line-height: 150%'>本合同段为石林至泸西高速公路红河段，起点K27+100,位于昆明市石林县下部龙村东侧，接昆明段第二合同段止点。K27+100,路线于K27+100设红坡隧道至红坡脚村北侧，途径新营盘村北侧后，于K30+900午街铺镇北侧设午街铺互通。路线沿上马村、小峨梅村南侧布线，于K36+780杨柳坝村南侧设泸西服务区，路线向东南展线，于K41十864.548处下穿省道203公路后，路线转向南布线，途径西华村后于K43+740设泸西互通，路线沿圄自村西侧布线，于K49+780设逸圃互通与弥泸高速相接，路线止于K51十063.522，本合同段路线全长24.107373km。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>中国水利水电第三工程局有限公司石泸高速路面工程项目部施工所需路缘石，预计需求总量56300块。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>3、采购数量：

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>注:本次招标数量仅为估算量，以实际工程需求供应，招标文件及需求一览表中的数量仅作为投标报价时的计价依据，不作为最终结算量。中标人签订供货合同时将进一步明确供应品种、规格、数量。本次招标数量与合同中数量可能存在差异，均以现场实际交货验收合格数量为准，该数量与合同数量也可能将存在差异。中标人不得因此向招标人及合同签订买方提出任何补偿要求。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>因业主及设计方对建设项目的调整或实际施工影响造成的招标范围变更，中标人必须无条件接受招标人对招标文件范围内商品路缘石实际需求量的调整，中标人不得因此向招标人及合同签订买方提出任何补偿要求。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>4、交货时间：2019年4月第一批到货，剩余量根据实际施工进度要求按批次到货（详细交货规格、数量和具体供货时间由买方签约时提供,依据工地需求分批组织供应）。

三、投标人资格要求

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>1、投标人必须满足的条件：

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>1.1投标人为生产厂家，必须是在中国境内注册的独立法人，注册资金50万元以上，持有有效的营业执照、工业产品生产许可证。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>1.2投标人为代理商的，必须是在中国境内注册的独立法人，注册资金要求50万元以上，生产厂家必须满足1.1要求，必须具有生产厂家针对本项目的授权代理书。

normal style='text-indent:24.0pt;line-height:20.0pt'>1.3、投标人应具有路缘石供货业绩，在近3年（2016年1月至今）内的供货合同不少于1个，且签订单项合同金额均在50万元以上（附合同扫描件）。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>1.3具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁；不曾在合同中严重违约或被逐。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>1.4财务状况：资产负债结构合理，具备一定的盈利能力，企业的现金流表现正常，资金周转不存在困难。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>2、投标人必须为一般纳税人，具有开具增值税专用发票能力。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

normal style='text-indent:24.0pt;line-height:150%'>4、代理商和其所代理的生产厂家不能同时参与投标；符合招标文件要求，并获得同一生产厂家授权的多家代理商可同时参加本项目投标。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>5、本次招标不接受联合体投标。

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>6、本次招标对投标人的资格审查采取资格后审的方式。

四、招标文件的获取

normal style='margin-bottom:8.0pt;text-indent:24.0pt;line-height: 20.0pt'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，请在中国电建集中采购电子平台（http://ec3.powerchina.cn）在线报名并上传下列资格证明文件：

normal style='text-indent:24.0pt;line-height:20.0pt'>2、已注册、报名、上传合格资料的，请于2019年3月22日17时前在中国电建集中采购电子平台下载招标文件。需要纸质版招标文件的，请在上述时间内（法定公休日、法定节假日除外），每日上午8时至12时，下午14时至18时（北京时间）,到云南省泸西县小逸圃村委会中国水利水电第三工程局有限公司石泸高速公路路面工程项目持购买招标文件经办人身份证原件领取。

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为 2019 年 3月 27日10 时 00 分（北京时间），投标文件递交地点为 云南省泸西县小逸圃村委会中国水利水电第三工程局有限公司石泸高速公路路面工程项目 。

normal style='margin-bottom:8.0pt;text-indent:24.1pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='margin-bottom:8.0pt;text-indent:24.1pt'>3、上述时间和地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='margin-bottom:8.0pt;text-indent:24.1pt'>4、递交投标文件前须在中电建集中采购电子平台通过中国水利水电第三工程局有限公司或股份公司合格供应商审查（无审查费用），成为中国水利水电第三工程局有限公司或股份公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。

六、评标办法

七、发布公告的媒介

本次招标公告同时在中国电力招标采购网（http://www.dlztb.com）和中国电力建设股份有限公司集中采购平台网站（http://ec3.powerchina.cn）上发布。
