normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标人是制造企业的，应是在在中国境内（含港澳台地区）/外登记注册的独立法人，具有独立承担民事责任的能力，注册资本或生产能力要求，具有有效期内的ISO9001质量管理体系认证并具有完善的质量管理体系和其他资质证书。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、投标人是代理商的，应是在中国境内（含港澳台地区）登记注册的独立法人，具有独立承担民事责任的能力，所代理的制造企业满足第1条中相关要求，并具有生产制造企业出具的针对本招标项目的唯一授权书。
normal style='text-indent:24.0pt;line-height:20.0pt'>制造企业及其代理商不得同时参加本次投标。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标人是增值税一般纳税人，能开具增值税专用发票。
normal style='text-indent:24.0pt;line-height:20.0pt'>4、投标人近3年具有与本次招标产品相同或相近技术能力设备销售业绩不少于5个。
normal style='text-indent:24.0pt;line-height:20.0pt'>5、具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal style='text-indent:24.0pt;line-height:20.0pt'>7、本次招标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、已回函确认参加投标、上传合格资料的，请于2019年4月8日前在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载招标文件。

normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年4月10日08时00分（北京时间），投标文件递交地点为上海市浦东新区航都路80号513办公室。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有潜在投标人。
normal style='text-indent:24.1pt;line-height:20.0pt'>4、递交投标文件前须在中电建集中采购电子平台通过招标人或股份公司合格供应商审查（无审查费用），成为招标人或股份公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。
