normal style='text-indent:21.0pt;mso-char-indent-count:2.0'>本次招标饶平县X080线（西渔线）及支线路面改造工程施工招标。建设内容主要包括：饶平县X080线（西渔线）及支线路面改造工程，路线合计总长17.8092公里；其中，主线X080线（西渔线）路线起点位于西山村，接省道S222线，起点桩号为K0+000，途经苗田、侨光、冯田、霞光、渔村等村居，终点位于闽粤交界处，接福建省诏安县乡道马草线，终点桩号为K17+182.7，路线长17.1827公里；支线（Y470线）路线起点位于X080线（西渔线）K1+924处，横跨新圩溪溪，穿越新圩镇区，终点位于长彬村，路线长0.6265公里。采用二、三、四级公路建设标准，设计速度40km/h、30km/h、20km/h，路基宽度14m、12m、8.5m三种，采用水泥混凝土路面，桥涵设计汽车荷载等级为公路-Ⅱ级。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>3.1本次招标要求投标人须具备国家住房与城乡建设部核发的公路工程施工总承包三级或以上资质；并在人员、设备、资金等方面具备相应的施工能力。具体资格审查条件见附录1-6

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>投标人应进入交通运输部“全国公路建设市场信用信息管理系统（http：//glxy.mot.gov.cn）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。企业需在国家企业信用信息公示系统登记,且在该系统中没有出现行政处罚信息，没有出现经营异常信息或经营异常信息已移出,没有被列入严重违法失信企业名单（黑名单）不良记录；2016年以来没有出现拖欠农民工工资的现象，无因安全质量责任事故、弄虚作假或串通投标等不良行为被有关行政主管部门发文通报或行政处罚。如有隐瞒，一经发现将取消其投标资格、没收投标保证金，并报行政主管部门处理。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:168%'>4.1 凡有意参加投标者，请于2019 年3月8日至2019年3月12日，每日上午9:30时至11:30时，下午14:00时至16:00时(北京时间，下同)，在广州公共资源交易中心（广州市天河区天润路333号）报名并购买招标文件。报名时须提供如下资料：（1）广州建设工程投标报名申请表原件及投标报名承诺书（附件一）（2）企业法定代表人证明书原件、法人身份证及社保证明材料，若为委托人报名（委托人须为项目负责人）还需提供法人授权委托证明书原件、受托人身份证及社保证明材料；（3）企业营业执照副本、企业资质证书副本、安全生产许可证及基本户开户许可证；（4）拟投入项目经理建造师证、职称证、身份证及社保证明材料；（5）拟投入项目总工职称证、身份证及社保证明材料；（6)拟投入质检员、计划工程师、道路工程师、测量工程师的职称证、身份证及社保证明材料；（7）企业主要负责人、项目负责人、项目总工和专职安全生产管理人员相应的由交通运输部门颁发的有效安全生产“三类人员”相关证书；（8）2015-2017年财务状况（应附经会计师事务所或审计机构审计的财务会计报表，包括资产负债表、现金流量表、利润表和财务情况说明书）（9）相关工程业绩证明材料【需提供中标通知书(中标通知书需有当地交易中心盖章)、施工合同及交工验收证书】（10）企业在交通运输主管部门“公路建设市场信用信息管理系统”准确录入相关信息（包括资质、业绩、主要人员资历）的证明材料（含网址的网页截图）。
