竞标条件

normal align=left style='text-align:left;line-height:150%; layout-grid-mode:char'>    本次竞标项目为濮阳濮润热电有限公司2×B25MW+NCC50MW机组工程，以公开竞标方式采购本项目锅炉及汽机专业所需部分管件材料，采购材料计划使用企业自有资金及银行贷款，用于本次竞标后所签订合同的支付。竞标人为中国电建集团河南工程有限公司濮阳濮润热电工程总承包项目部。

二、项目概况、竞标范围

normal style='text-indent:24.0pt;line-height:113%'>1、项目概况：濮阳濮润热电有限公司2×B25MW+NCC50MW机组工程项目位于濮王产业园区，濮王产业园区位于范县西南部的濮城镇和王楼乡辖区内，距濮范高速公路约2km，厂址道路与市镇区（市政道路）相连。

normal style='text-indent:24.0pt;line-height:113%'>2、竞标范围：濮阳濮润热电有限公司2×B25MW+NCC50MW机组工程管件材料以及有关的技术服务等

normal style='text-indent:24.0pt;line-height:20.0pt'>4、交货时间：2019年04月20日，需满足工程总体需要。

normal style='text-indent:24.0pt;line-height:20.0pt'>5、交货地点：项目建设地点施工现场买方指定位置。

三、竞标人资格要求

normal style='text-indent:24.0pt;line-height:113%'>1、具有中华人民共和国独立法人资格。

normal style='text-indent:24.0pt;line-height:113%'>2、具有独立签订合同的能力。

normal style='text-indent:24.0pt;line-height:113%'>3、具有良好的银行资信和商业信誉。

normal style='text-indent:24.0pt;line-height:113%'>4、具有报价物资的成功供货经验和良好的供货记录。

normal style='text-indent:24.0pt;line-height:113%'>5、保证提供合格产品的质量证明和检验/检测报告。

normal style='text-indent:24.0pt;line-height:113%'>6、进口产品或部件保证提供中华人民共和国进出口商品检验检疫证书。

normal align=left style='text-align:left;text-indent:24.1pt; line-height:20.0pt;word-break:break-all'>生产厂家及其代理商不得同时参加本次竞标，获得生产厂家授权的多家代理商可同时参加。

四、竞标文件的获取

1、凡符合竞标人资格要求并有意参加竞标者，请于2019年03月20日前在中国电建集中采购电子平台（http://ec3.powerchina.cn）上注册，在线报名并下载竞标文件。

五、竞标文件的递交

normal style='text-indent:24.0pt;line-height:150%;text-autospace: ideograph-numeric'>1、竞标文件递交的截止时间（投标截止时间，下同）为2019年03月25日14时 30分（北京时间），竞标文件递交地点为河南省濮阳市范县濮城工业园区内濮阳濮润热电总承包项目部

normal style='text-indent:24.0pt;line-height:150%;text-autospace: ideograph-numeric'>2、逾期送达的或者未送达指定地点的竞标文件，竞标人不予受理。

normal style='text-indent:24.0pt;line-height:150%;text-autospace: ideograph-numeric'>3、投标截止时间及递交地点如有变动，竞标人将及时以书面形式通知所有已购买竞标文件的潜在投标人。

normal style='text-indent:24.0pt;line-height:150%;text-autospace: ideograph-numeric'>4、递交竞标文件前须在中电建集中采购电子平台通过竞标人或股份公司合格供应商审查，成为竞标人或股份公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。

六、评标办法

1、评审方法

normal style='text-indent:12.0pt'>本次评审采用综合评估法对投标文件进行评审。

2、评标原则

normal style='text-indent:12.0pt'>评标遵循公平、公正、科学、择优的原则。

3、评标组织及服务

normal style='text-indent:12.0pt'>3.1、为做好评标工作，成立评标委员会和工作小组。

normal style='text-indent:12.0pt'>3.2、评标委员会

normal style='text-indent:12.0pt'>3.2.1评标委员会由招标人依法组建，评标委员会成员由招标人代表及熟悉相关业务的有关技术、经济等方面的专家组成。

normal style='text-indent:12.0pt'>3.2.2评标委员会成员为5人及以上单数。

normal style='text-indent:12.0pt'>3.2.3评标委员会组建后报公司招标领导小组备案。

normal style='text-indent:12.0pt'>3.2.4评标工作由评标委员会负责。

4、工作小组

normal style='text-indent:12.0pt'>4.1由招标人组建工作小组，在评标期间为评标委员会服务。

normal style='text-indent:12.0pt'>4.2接受评标委员会指派进行基础数据摘录汇总、对比等工作。
