一、采购条件
normal style='text-indent:24.0pt;line-height:150%'>中国水利水电第十工程局有限公司（以下简称“采购人”）以公开询比价方式采购老挝东萨宏项目所需钢格板，采购该批物资计划使用该项目自筹资金用于本次采购后所签订合同的货款支付。

normal style='text-indent:24.0pt;line-height:150%'>东萨宏水电站位于老挝占巴色省。水电站由挡水堤坝、溢洪道、发电厂房、开关站等部分组成，共安装四台单机容量为64 兆瓦的灯泡贯流式机组，装机总容量为256兆瓦，单机容量在世界同类型机组中名列前茅。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:16.35pt'>7.付款方式：卖方将所供货物在规定时间内送交到昆明仓库买方指定地点，且卖方按报关单要求开具16%增值税发票和项目现场验收合格后1个月内买方支付卖方95%货款，留5%质保金待质保期6个月无质量问题后支付。

三、报价人资格要求
normal style='text-indent:24.0pt;line-height:150%'>报价人必须满足以下全部资格要求：
normal style='text-indent:24.0pt;line-height:150%'>1. 报价人必须是在中国境内登记注册的独立法人，具有独立承担民事责任的能力，注册资本不低于300万元人民币，并具有生产制造企业出具的针对本询价的销售证明文件。
normal style='text-indent:24.0pt;line-height:150%'>2.报价人是增值税一般纳税人，能开具税率为16%的增值税专用发票。
normal style='text-indent:24.0pt;line-height:150%'>3.报价人近三年具有与本次询价产品相同或相近材料销售业绩,并提供相关证明材料（中标通知书及供货合同扫描件）。
normal style='text-indent:24.0pt;line-height:150%'>4.具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。不曾在合同中严重违约或被逐，也不应在禁标处罚期内。
normal style='text-indent:24.0pt;line-height:150%'>5.财务状况：有近三年经第三方审计的财务报表，资产负债结构合理，具备一定的盈利能力；企业的现金流表现正常，资金周转不存在困难。
normal style='text-indent:24.0pt;line-height:150%'>6.报价人正在履行的项目和准备承诺的项目，不应影响本次询价采购项目的按时完成和交货。
normal style='text-indent:24.0pt;line-height:150%'>7.报价人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
四、询比价文件的获取
normal style='text-indent:24.0pt;line-height:150%'>1.凡满足本公告规定的报价人资格要求并有意参加报价者，请于2019年03月15日16：00前在中国电建设备物资集中采购平台（http://ec3.powerchina.cn）注册、在线报名。
normal style='text-indent:24.0pt;line-height:150%'>2.已注册、报名的潜在报价人，在资格审查通过后，请在上述时间内在中国电建设备物资集中采购平台（http://ec3.powerchina.cn）下载询比价文件。
五、报价方式
normal style='text-indent:24.0pt;line-height:150%'>本次询价要求一次报价：
normal style='text-indent:24.0pt;line-height:150%'>报价文件上传的截止时间（报价截止时间，下同）：请于2019年03月20日14：00前登录中国电建设备物资集中采购平台（http://ec1.powerchina.cn）在线上传报价，并将签字盖章后的报价文件扫描成PDF文件和可编辑的WORD或EXCEL报价文件压缩为rar或zip格式后上传至中国电建设备物资集中采购平台。

六、评审办法
normal style='text-indent:24.0pt;line-height:150%'>评审遵循公平、公正、科学、择优的原则。本次评审采用综合评审法，并采用有限数量制对报价文件进行评审，当报价人数量等于或少于5家时，对所有报价文件进行评审；当报价人数量大于5家时，按报价从低到高排序，选取从低到高排序前5家的报价文件进行评审。未进入评审环节的其它报价文件，不再进行推荐。若有“否决投标”的，按以上原则补足5家。由询比价小组通过会议对报价文件商务部分和技术部分实质性响应询比价文件进行综合评审，推荐首选和备选中标候选人。
七、发布公告的媒介
normal style='text-indent:24.0pt;line-height:150%'>本次询比价公告同时在中国电建招标与采购网（http://bid.powerchina.cn/）和中国电建设备物资集中采购平台（http://ec3.powerchina.cn）上发布。
