1. 中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司秦皇岛32-6作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：
项目概况:秦皇岛32-6油田CEPJ平台每年火炬放空量一千余万方，平台上设置有四台额定功率7.68MW的原油发电机组，燃气设备只有一台700KW的水套炉，每年燃气消耗量约96万方，富余的近一千万方天然气通过火炬放空燃烧，没有得到有效利用。处于节能减排方面的因素考虑，故启动富余低压天然气发电项目。虽然经济评价结果满足资本化项目立项要求，但为了确保产生良好的经济效益，本项目应尽可能降低工程投资，满足招标文件技术要求的前提下，透平发电机组可以考虑利旧机组(累计运行时间不应超过首次大修周期的50%，并通过设备控制盘、控制系统以及操作维保记录进行判定累计运行时间)。

2.资格标准：
投标人应自费委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社(ABS,LIoyd‘s,DNV,GL,CCS,BV,六选一即可),对透平发电机进行检验，并提供该发证机构签发的设计评审报告和船用产品证书。
透平机组需为成熟产品，买方只接受原始设备制造商，不接受代工贴牌产品。投标人需提供透平发电机组至少有2台在海上平台成功运行两年的业绩，投标人应提供合同、验收证明(或用户证明)等复印件。投标人需为透平机组整体的制造商或成撬商。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年4月29日开始至2019年5月8日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyframe/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年5月22日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层426室。
5. 开标时间：定于2019年5月22日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4层426室。

Overview: Thetorch in CEPJ platformof QHD32-6 oilfield has an annual discharge of more than10 million cubicmeters. On the platform, there are 4 crude oil generators withrated power of7.68mw. However, there is only one gas equipment with700KW water jacketfurnace, and the annual gas consumption is about 960,000cubic meters. Inconsideration of energy sA/Ving and emission reduction, thesurplus low-pressurenatural gas power generation project was launched.Although economic evaluation result satisfy the repuirement of capitalization approval, to ensure good economic benefit, this project should lower the cost as much as possible. So if the bidding documents satisfy the technical requirements, second-hand generator set is accepted(Theaccumulated running time shall not exceed 50% of the first overhaul cycle, andthe accumulated running time shall be determined by the equipment controlpanel, control system and operation maintenance record).

2. QualificationRequirements:
The GAS GENERATOR SET shallbe designed, manufactured,certified and tested in accordance with therequirements of Safety Rules forOffshore Fixed Platform. Supplier shall at hisown cost arrange inspection andobtain inspection compliance certificateof GAS GENERATOR SET from one of the certifying agencies authorized byCOOOSO, which are ABS, LIoyd's, GL,DNV,CCS，BV.
The GAS GENERATOR SET providedby VENDOR shall be the mature products of the manufacturers, Only OEM products will be accepted by Buyer, Thenewly trial products would not been accepted. The products（POWER≥1.28Mw）providedby VENDOR shall hA/Ve at least 2 sets and two years or more ofsuccessful performance(from the date of commissioning acceptance report or thecertificate issued by the applicant) of the marine environment（offshoreoil platform or FPSO). The VENDOR shall provide the relevant supportingdocuments(contract and commissioning acceptance report or contract and theeffectivecertificate issued by the user). The bidder should be manufacturer or integrator of the whole Generator set.
3.
