normal style='margin-left:0pt;text-indent:27.0pt;mso-char-indent-count:2.24;line-height:150%;mso-pagination:widow-orphan;mso-list:l0 level1 lfo1;layout-grid-mode:char;mso-layout-grid-align:none'>四、项目概况：项目建安工程费约5900万元，设计费约230万元。本次改造涉及的职工家属区主要为广州港集团海港物业、新风公司、疗养院、水产集团、穗航物业等职工家属区，改造地点分布广州市黄埔区、海珠区、越秀区、荔湾区等，进行“三供一业”分离移交之物业改造工程，按不低于广州市社区建设基础设施的平均水平实施改造移交，使其以维修为主，改造为辅。保证分离移交后符合基本标准，正常运行。本次的改造内容大致分为建（构）筑物外墙墙体、楼道和公共空间的内墙维修粉刷、环境改造、公用设施设备改造、配套场所改造共四大类，实际本次涉及改造的小区为35个，改造户数12110户。

4、投标人同时具有承接本项目所需的建设行政主管部门颁发的以下资质：

工程设计综合类资质甲级，或建筑工程设计行业甲级（或以上）资质，或建筑行业（建筑工程）专业设计甲级（或以上）资质，或建筑设计事务所资质。（适用于第2标段） ；

4.2施工资质：建筑工程施工总承包三级（或以上）资质。

注：①施工资质标准按照建市[2014]159号文颁布的新版《建筑业企业资质标准》中对应的资质类别及等级的承包工程范围和《住房城乡建设部关于建筑业企业资质管理有关问题的通知》（建市[2015]154号）承接工程，并按《住房城乡建设部关于简化建筑业企业资质标准部分指标的通知》(建市[2016]226号)执行。

②经招标人同意，中标人可以把中标项目的部分非主体、非关键性工作分包给具有相应资质和能力的专业单位实施，但不得再次分包。

5、投标人拟担任本工程：

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:23.0pt;mso-line-height-rule:exactly'>注：建造师的专业及等级标准按《注册建造师执业管理办法（试行）》及《注册建造师执业工程规模标准（试行）》；注册建造师包括延续注册成功的注册临时建造师；根据广东省建设厅《关于明确省外二级建造师入粤注册和执业有关问题的通知》（粤建市函〔2011〕218号），二级建造师执业资格证书、注册证书仅限所在行政区域内有效，不得跨省执业。投标人应提供有效的二级建造师执业资格证书或提供省建设执业资格注册中心“广东省二级注册建造师、二级注册结构工程师、二级注册建筑师注册管理信息系统”上有效的电子注册证书。项目负责人在任职期间不得担任专职安全员，项目专职安全员在任职期间也不得担任项目负责人。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:23.0pt;mso-line-height-rule:exactly'>10.3 组成联合体的投标人，应在联合体协议中明确承接每一类工程任务的成员单位。联合体的资格条件按联合体任务分工进行评审，其中施工资质、安全生产许可证、专职安全员、项目负责人以承接施工任务的主办方为准；工程设计资质、设计负责人以承接设计任务的成员单位为准。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:22.0pt;mso-line-height-rule:exactly'>2、项目以经批复的项目建安费为上限实行限额设计，限额施工。设计时应按全要素标准的各项内容及要求，遵循功能适用、标准合理、经济合理的原则开展设计，在投资限额目标的基础上结合项目设计内容进一步分解投资，明确投资控制主要指标，在编制设计预算时逐步细化落实。预算金额不得超过合同总价中建安费的金额。工程变更须经过建设单位审定后方可实施，工程结算价不得超出投标报价。

normal style='text-indent:26.45pt;mso-char-indent-count:2.24;line-height:22.0pt;mso-line-height-rule:exactly'>3、除非合同中另有规定，本次投标报价包括但不限于设计报建、设计送审、各行业各阶段设计成果报批时相关部门收取的电子数据报批格式转换和验证、以及符合规划报建要求的现状地形图和总平面图套图、设计报建报批配合、环评、水保等咨询工作的配合、设计过程跟踪配合、施工现场的配合(包括现场指导与监督人员)等工作的劳务、管理、住宿、临时办公、材料、保险、利润、税金、政策性文件规定及合同包含内的所有风险、责任等各项应有费用，不论其在招标文件中是否有提及。为完成合同各专业设计内容，承包人如无某项专业设计资质的，须由承包人负责委托具有相应资质的设计单位完成该项设计，其成果满足相关部门报审要求，相关费用均包含在本合同总价内，同时工程设计费报价需包含评审、征询意见和研讨时发生的专家费、交通费、会务费、考察调研费等一切费用，设计期间至工程竣工验收期间所发生的发包人要求宣传、汇报（含音像、动画、效果图等资料）的费用。上述所列发生费用，发包人不再另行支付。设计各阶段的方案调整及设计变更等不另外增加设计费。各设计阶段评审及征询意见所发生的相关费用包含在本次投标报价中。

六、本公司承诺，中标后将利用信息技术手段，采用人脸、指纹、虹膜等生物识别技术进行电子打卡，实施考勤管理，对施工现场人员建立基本信息档案、实行实名制管理的制度并完成工资支付，切实落实《广州市建筑施工实名制管理办法》（穗建规字〔2017〕4号）、《广州市建设领域工人工资支付分账管理实施细则》（穗建规字〔2017〕10号）、《关于印发广州市房屋建筑及市政工程实名制和工资支付分账平台化管理工作方案的通知》（穗建筑〔2017〕183号）、《广州市住房和城乡建设委员会关于转发<广东省住房和城乡建设厅关于房屋建筑和市政基础设施工程用工实名管理暂行办法>的通知》（穗建筑〔2018〕981号）等关于用工实名制和工人工资支付分账管理的各项规定。我公司对实名制管理负总责。若本项目在经招标人认可后，部分专业工程依法分包或实行劳务分包的，我公司对专业分包企业和劳务分包企业实施统一管理，监督其用工企业按时足额支付作业工人工资，督促落实实名制管理制度。本公司接受招标人及建设行政主管部门的监督、检查。（适用于施工总承包招标项目）
