投标人应具备的资格或业绩：投标人必须是制造商或制造商直接授权的代理商，在招标机构登记并购买了招标文件，并已在机电产品招标投标电子交易平台（www.chinabidding.com）成功注册。投标产品制造商必须通过ISO9001或对等质量体系认证，并提供相应的证书复印件；投标人/投标产品制造商在2015-2019年内，为中国境内汽车公司、汽车零部件公司或汽车检测机构至少提供同类型整车转毂排放测试系统（轻型汽车整车排放试验用整车超低转毂排放测试系统）5套以上业绩，并都处于正常运转状态（附用户清单，清单应包括但不限于以下内容：产品型号、数量、客户名称等），并提供不少于3个业绩表中所列项目合同复印件作为证明材料。投标人在中国应具有该设备响应的售后服务机构及维修能力；能够提供24小时服务响应，48小时内到达现场服务。在国内具有完善的售后质保服务体系，应有专门的系统设备售后服务人员，并提供相关地址、电话、服务人员数量、联系人等资料。
