1．中国海洋石油集团有限公司采办部采购招标中心暨中化建国际招标有限责任公司（以下简称“招标机构”）受中海油福建漳州天然气有限责任公司委托，邀请合格投标人就漳州LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：LNG高压泵
数量：4台
交货期： 分两批交货，第一批包括锚固螺栓，第二批包括泵和备件等。
关境外提供的货物：第一批于合同签订之日起330日前到达中国厦门港；第二批于货物应于合同签订之日起480日内到达中国厦门港。
关境内提供的货物：第一批于合同签订之日起330日前到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场；第二批于货物应于合同签订之日起480日内到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场。
2．业绩和资格要求：
1）投标人必须是具有独立法人资格的LNG高压泵制造商或代理商。
独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。
代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。
2）财务要求：投标人应提供2015-2017年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。
2015-2017年三年平均净资产：不低于等值1000万元人民币；
2015-2017年三年平均资产负债率：小于0.85；
3）业绩要求：制造商近八年内（2011.1.1-2018.12.31）应至少有2个LNG接收站（规模不小于200 万吨/年，且已稳定投用）总数不少于5台的电机驱动LNG高压泵产品（流量大于400m3/h，扬程大于1600m）供货业绩。
4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。
3．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2019年8月06日开始至2019年8月13日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在电力招标采购网（http://www.chinabidding.com/）注册成功并通过平台审核。
4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年8月27日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层426号会议室，在此时间后收到的投标文件恕不接受。
5．开标时间：定于2019年8月27日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

1. Procurement& TenderingCenterof CNOOC Procurement Dept. andCNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”),for and on behalf of CNOOC Fujian Zhangzhou Gas Co., Ltd (hereinafter called"Purchaser") invitessealedbids from eligible bidders for the supplyof following equipment:

DeliverySchedule: Goods shall be delivered in twobatches, the first batch is anchorbolts; the pumps , spares and other parts asthe second batch.
Forgoods offered from outside PRC customsterritory: the first batch arrived at XiamenPort, Fujian, P.R.Chinawithin 330 days from the date of the signing ofthe contract, the second batcharrived at XiamenPort, Fujian, P.R. China within 480days from the date of thesigning of the contract.
Forgoods offered from within PRC customsterritory: the first batch arrived atZhangzhou LNG Terminal Project Site(Address: Xinggu Bay, LongjiaoCountry,Longhai City，ZhangzhouCity, Fujian Province,China) within 330 days from thedateof the signing of the contract, the second batch arrived at ZhangzhouLNGTerminal Project Site (Address: Xinggu Bay, Longjiao Country, Longhai City，ZhangzhouCity, Fujian Province,China) within 480 days from the date of the signingof the contract.
2. Qualification requirement:
1) Biddershall be manufacturer or authorized agent designated bymanufacturer with thequalification of independent legal entity.
Bidder fromwithin the PRC Customs Territory shall provide validbusiness license,Organization Code Certificate and tax registrationcertificate. Bidder fromoutside the PRC Customs Territory shall provide validindependent legal entitycertificate.
If the goodsis not manufactured by bidder, the bidder shall obtainthe only legal officialauthority of the manufacturer that the bidder couldprovide the goods for thebid in China.
2) Biddershall submit 2015-2017audited financial report issued by auditing agency,including balancesheets, cash flowstatement, profit statement.
A/Verage netassets of last three years (from 2015 to 2017): notless than RMB 10,000,000Yuan or equivalent;
A/Verageasset-liability ratio of last three years (from 2015 to2017): less than 0.85.
3) The Manufacturer shall hA/Ve at least two LNG receivingterminal(The receiving LNG terminal capacity shall not be less than 2 milliontons peryear and shall hA/Ve been put into operation) High pressure pump supply referencesinthe resent eight years (from January 1, 2011 to December 31, 2018), the supplyHigh pressure pump drivedby electric motor(flow greater than 400m3/h,headgreater than 1600m) shall hA/Veat least five sets.
4）Manufacturershall hA/Vethe ISO9001 quality management system certification and thecertificate isvalid.
3. The interested Bidders mayobtain the bidding document by followingmethod: Please login at CNOOCProcurement Operation System(https://buy.cnooc.com.cn) on the page ofInvitation for bid for purchasingBidding document from Aug. 6th,2019to Aug.13th 2019. For the firsttime of login, a registration (free ofcharge) is needed and only after successfulregistration, Bidder can purchaseBidding documents online. The whole purchasingprocess must be operated onlineand offlinepayment will not be accepted. After successful payment ofRMB 2000.00 or USD300.00 for each copy of Bidding documents which isnon-refundable, Bidder maydownload the Bidding documents. Bidder fails topurchase Bidding documentsonline is not eligible to bid. In addition, thebidder need to succeed in theChina international bidding nets(http://www.chinabidding.com/) registered andthrough the platform review.
4. Bids must bedelivered to Meeting Room No.426 of CNOOC Tower, No. 6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission ofbidsbefore 10:00 a.m. (Beijing time) on Aug,27th, 2019. Any bid beyond the requiredtime and date shall be subject for rejection.
5. Bids will be openedin the presence of bidders' representatives whochoose to attend at 10:00a.m.(Beijing time) on Aug.27th, 2019 at Meeting Room No.426 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China forbid-opening.
