1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就中海石油宁波大榭石化有限公司馏分油改扩建项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

(hereinafter referred toas“the Tendering Agent”), entrustedby CNOOCNINGBO DAXIE PETROCHEMICAL LTD (hereinafter referred to as “Tenderee” ), intends to purchase the Goodsand the relevant services requiredunder Distillate Revamp and Expansion projectof CNOOC NINGBODAXIE PETROCHEMICAL LTD by International Competitive Bidding.TheBidders are kindly requested to provide the following Goods and serviceswithsealed bids.

2. 对投标人的资格和业绩要求：
RequirementsforQualification and reference of Bidder:
（1）资格要求
Requirements for QulificationofBidder
A．投标人应为所投货物的制造商。本次招标不接受代理商投标。
The bidder shall bethemanufacturer of bid goods. Bid by Agent is not accepted.
（2）业绩要求：
Requirement forBidder'sreference:
截止到2015年3月31日，投标人应至少具备2台套单台处理量不小于47吨/小时的聚丙烯装置挤压造粒机的销售业绩。
By March31,2015, the Bidder shall hA/Ve sales references of at least 2 sets ofExtrusionand Pelletizer System of PP plant with a single processing capacity nolessthan 47 tons/hour .
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、装置名称、设备名称、台数和处理量。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、装置名称、设备名称、台数和处理量，均视为无效业绩。
Biddershallfurnish reference List in given form, and provide correspondingdocumentaryevidence. The documentary evidence shall include but not limited to:copies ofsales contract (including technical appendix) and otherevidentiarydocuments.
Theevidentiarydocuments provided by Bidder shall as least demonstrate the contentshow asfollows: Contract Signature Date, Plant Name, Name of Equipment, Quantityandprocessing capacity. If no documentary evidence furnished, ordocumentaryevidence furnished can not demonstrate Contract Signature Date,Plant Name,Name of Equipment, Quantity and processing capacity, the relevantreferencewill be deemed unvalid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2019年8月7日开始至2019年8月14日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document byfollowingmethod: Please login at CNOOC Procurement OperationSystem(https://buy.cnooc.com.cn) on the page of Invitation for bid forpurchasingBidding document from August 7, 2019 to August 14, 2019. Forthe firsttime of login, a registration (free of charge) is needed and onlyaftersuccessful registration, Bidder can purchase Bidding documents online.The wholepurchasing process must be operated online and offline payment willnot beaccepted. After successful payment of RMB 2000.00 or USD 350.00 for eachcopy ofBidding documents which is non-refundable, Bidder may download theBiddingdocuments. Bidder fails to purchase Bidding documents online is noteligible tobid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年8月29日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids mustbeaccompanied by a bid security as specified and must be delivered to 4thfloormeeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027,P. R. China at or before 9:30 am (Beijing Time) on August 29, 2019. Anybid beyondthe required time and date shall be subject for rejection.
