项目概况：陆丰区域油田位于南海珠江口盆地，本次开发陆丰14-4油田/陆丰14-8油田、陆丰15-1油田及陆丰22-1油田，油田所在海域水深分别为145米、286米及330米，新建1座8腿LF14-4DPP平台开发陆丰14-4和陆丰14-8油田，1座4腿LF15-1DPP平台开发陆丰15-1油田，1套水下生产系统开发陆丰22-1油田。

A. 陆丰14-4平台原油外输泵
关境内交货要求：中标通知书发出后11个月内。
关境外交货要求：中标通知书发出后11个月内。
B. 陆丰15-1平台原油外输泵
关境内交货要求：不早于2021年5月10日且不晚于2021年9月30日到达珠海建造现场。
关境外交货要求：不早于2021年5月1日且不晚于2021年9月15日到达珠海港。
★2.资格和业绩要求：
(1) 资格要求
投标产品的成橇商应是原油外输泵的制造商。
如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的唯一正式授权书。
代理商应有与所代理品牌厂家产品的成功合作经验。
原油外输泵制造商应通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
原油外输泵橇应适合在海洋环境使用，投标人应承诺自费完成检查、试验并整橇获得COOOSO认可的任意一家认证机构（ABS/DNV/Lloyd’s/BV/CCS)的证书。
(2) 业绩要求：
投标人为陆丰油田群区域开发项目提供的原油外输泵橇必须是成熟产品，试制产品不能被接受，并需要同时满足以下要求：
在2009年1月1日至2019年8月1日至少有2套成功运行2年（含2年）以上，并且满足（API610 BB3，泵排量至少达到115m3/h，进出口压差至少达到5950 kPa）。
制造商应具有电机功率不小于350kW卧式多级离心泵成橇业绩，并已在海上油气设施（钻采平台、浮式生产储卸装置、海上移动装置）成功应用。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：
（a）销售合同复印件（含相关技术附件）和
（b）用户签字的成功运行证明文件和/或用户签发的临时接受证书和/或有第三方船级社签字的调试记录报告。
投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、泵结构型式的图纸、泵成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年8月21日开始至2019年8月28日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。

Project overview: Lufeng oilfields are located in the Pearl River Mouth Basin,South China Sea, which include LF14-4 oilfield/ LF14-8 oilfield, LF15-1oilfield and F22-1 oilfield, of which the water depth is about 145m, 286m and330 m. The new LF14-4 DPP with 8 legs is used to develop Lufeng 14-4 oilfieldand Lufeng 14-8 oilfield, the new LF15-1 DPP with 4 legs is used to developLufeng 15-1 oil field, and the new LF22-1 SPS is used to develop Lufeng 22-1oilfield.

From within PRC:No earlier than May 10, 2021 to be arrived at DDP zhuhaiConstruction Yard, And no later than September 30, 2021.
Fromoutside PRC: No earlier than May 1, 2021 to be arrived at DAP zhuhaiseaport,and no later than September 15, 2021.
★2. Requirements forQualification and reference of Bidder:
(1) Requirements for Qualification of Bidder:
The Crude Oil Export Pump Skids manufacturer should be the Crude Oil ExportPump manufacturer.
If the bidder is an agent, the Bidder shall be uniquely and duly authorized bythe goods’ Manufacturer to supply the goods in this bid.
Agent should hA/Ve corporate experience with The Crude Oil Export Pumpmanufacturer.
The pump manufacturer and integrator of the Bid Goods shall pass ISO9001Certification, and the Bidder shall provide valid Certificate of QualityManagement System Certification.
The Crude Oil Export Pump Skids can run in the offshore environment, and theBIDDER shall make a commitment and at his own cost to arrange inspection andobtain final certificate of the package from one of the certifying agenciesauthorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS.
(2) Requirement for Bidder's reference:
The Crude Oil Export Pump Skids that Bidder selected for LUFENG OilfieldDevelopment Project should be manufacturer standard and proven products, theproducts which is newly trial-manufacture is inacceptable, The Crude Oil ExportPump need to meet below requirements：
Since Jan. 1st, 2009 to Aug. 1st, 2019，at least two sets of products (API610 BB3, the capacity not less than 115m3/h and differential pressure not less than 5950kPa) work successfully beyond two years.
The Crude Oil Export Pump manufacturer also hA/Ve skid-mounted horizontalmulti-stage centrifugal pump product (the motor rated power should be not lessthan 350kW) run successfully in offshore Oil/Gas Production facility (DPP，FPSO or MOU).
The Bidder shall submit the Reference List in given form, and providecorresponding documentary evidence, which including but not limited to：
(a) Copies of sales contract (including technical appendix) and
(b) A certificate notice signed by End user to Verify its successful run and/ortemporary accept certificate signed by End user and/or commissioningreport signed by a third party classification society.
The corresponding documentary evidence submitted by the Bidder shall at leastdemonstrate the content show as follows: Name of Goods, Quantity, usagecircumstance, technical parameter /requirements, drawings of the pump configuration type and the successful operationtime. If the bidder provides the commissioning report, the start time of thesuccessful operation shall be subject to the stated date or the signing date ofthe commissioning report.
3.
