normal align=left style='text-align:left;line-height:150%'>1.1.9 招标范围：根据招标人基础资料、勘察设计任务书要求，完成本项目范围内所有建设内容的勘察设计工作，包括但不限于: ■工程勘察（■岩土工程勘察、■工程测量（含二级导线测量、四等水准测量）、■工程物探（含管线探测）、■地形图测绘及放线、■方案设计、报建及修改（含联合审批）、■完成编制项目建议书、可行性研究报告（直至取得发改委的批复）、■初步设计及概算、■施工图设计、■管线迁改设计、■协助工程量清单审核、■设计跟踪服务及其他相关图纸设计、■现场服务、■协助财政评审及图纸评审、■协助规划、水利、国土等各项基本程序的报建，及完成相关图纸、资料编制工作、■竣工图审核；（最终以签订的勘察设计合同内容为准）。

1.2 资格审查合格条件

1.2.1 申请人参加投标的意思表达清楚，投标人代表被授权有效。

1.2.2 申请人具有独立法人资格，持有工商行政管理部门核发的法人营业执照，按国家法律经营。

1.2.3 申请人须同时具备建设行政主管部门颁发的下列资质：

①工程设计综合甲级资质；或市政公用行业乙级或以上资质；或同时具备市政行业（道路工程、桥梁工程）专业乙级或以上资质；

②工程勘察综合类甲级资质,或工程勘察（岩土工程）专业乙级或以上资质和工程勘察（工程测量）专业乙级或以上资质。

1.2.6 申请人没有处于被本地建设行政主管部门取消投标资格的处罚期内；

关于联合体投标：

如投标人组成联合体，联合体应当在投标登记前组成，应以具备相应设计资质且承担设计任务的企业为牵头人，并签定联合体共同投标协议。投标人拟任本工程项目负责人应为牵头人正式员工。联合体共同投标协议应明确约定各方拟承担的工作和责任。（组成联合体的各方均不得单独或再次与其他单位组成联合体参加本项目投标）。投标登记截止后联合体增减、更换成员的，其投标无效。

1.2.10 未在以往工程中因不诚信行为或不充分履约行为被本项目招标人书面拒绝投标的。（招标人无书面拒绝投标单位名单）

1.3 发布招标公告、递交投标文件时间、项目负责人签到时间、开标时间：

投标人应在递交投标文件截止时间前，凭以下资料到广州公共资源交易中心办理投标登记手续并同时递交投标文件，具体资料如下：

（1）《广州建设工程投标报名申请表》（一式两份，表格在广州公共资源交易中心网上下载，须有投标人单位公章和法定代表人盖章）。

（2）投标人（或联合体主办方）需提供法定代表人证明书原件、法定代表人授权委托书原件（仅限于非法定代表人参加投标报名活动时提供）、法定代表人或被授权委托人有效的身份证复印件加盖公章。

（3）联合体共同投标协议（联合体投标的需提交，格式见招标文件附录8）。

备注：（1）投标人若未按上述要求提供投标登记提交资料，或资料不齐全，提其投标文件将被拒绝接受。

（2）联合体投标时，除《联合体共同投标协议书》和《广州建设工程投标报名申请表》必须联合体各方分别按要求进行签字或盖章外，其余资料由联合体主办方签字或盖章即可。资料中“投标人”、“投标申请人”、“投标人名称”等此类位置应填写联合体各方的单位全称【格式表示为：(主)XXX (成)XXX 】。

（3）办理投标登记手续及递交投标文件前，投标人应查询企业诚信档案使用状态，以免出现企业诚信档案不能被使用的问题。上述情况有可能导致投标信息无法录入广州公共资源交易中心交易服务系统。如出现上述情况，可能所引起的一切后果由投标人自行承担。

在规定的投标登记期间，投标登记的申请单位不足3名时，招标人（或招标代理机构）有权：依法重新招标。

1.4.1 本项目最高投标限价为1156.76万元,其中工程勘察费最高投标限价为

工程勘察费最高投标限价为 287.96 万元（其中包括岩土工程勘探费、工程测量费、工程物探费（含管线探测）、旧路检测费、国土规划测绘费等），投标人在附录5-1中进行报价。

岩土工程勘探费用暂定 154.8 万元（一般场地钻探深度总长暂定2200米，综合单价不超过180元/米（含180元/米）；一般场地桥梁（隧道）钻探深度总长暂定

米，综合单价不超过400元/米（含400元/米））。在合同实施期间岩土工程勘探费按实际完成工作量调整，调整及结算方式见本项目合同文本，最终以财局审批为准。

工程测量费暂定 23.09 万元，在合同实施期间工程测量费对原有道路测量按实际完成工作量调整，调整及结算方式见本项目合同文本，最终以财局审批为准。

3）

工程物探（含管线探测）费暂定 30.07 万元，在合同实施期间工程物探对原有道路探测、检测费按实际完成工作量调整，调整及结算方式见本项目合同文本，最终以财局审批为准。

（三）上述所提交的成果需满足相关审核部门收案和批复要求，同时应另单独提交成果原件2份、复印件若干交甲方存档。

1.4.2 市财政投资项目应实行限额设计(限额：工程建安费46621万元)，初步设计的建设内容和建设标准不得超过可行性研究报告批复的范围，编制初步设计概算不得超过经批准的可行性研究报告总投资。

政府固定资产投资应当坚持估算控制概算，概算控制预算，预算控制决算的原则。

1.4.3

未中标单位经济补偿及补偿金额

■本工程不设未中标单位经济补偿，投标费用由投标人自理。

£本工程设未中标单位经济补偿。中标价=工程勘察设计费总额+未中标单位经济补偿总额（未中标单位经济补偿包含在中标价内），中标人根据评标委员会对投标人的评审排序，在收到招标人的第一笔预付款后分别向未中标单位支付经济补偿（含税金等）：
