项目概况：陆丰区域油田位于南海珠江口盆地，本次开发陆丰14-4油田/陆丰14-8油田、陆丰15-1油田及陆丰22-1油田，油田所在海域水深分别为145米、286米及330米，新建1座8腿LF14-4DPP平台开发陆丰14-4和陆丰14-8油田，1座4腿LF15-1DPP平台开发陆丰15-1油田，1套水下生产系统开发陆丰22-1油田。

★2. 资格和业绩要求：
(1) 资格要求
投标人应为本次透平发电机橇的制造商和/或成撬商，不接受代理商投标。招标人不接受贴牌产品；
本次招标允许联合体投标，联合体牵头人必须为本次透平发电机橇的制造商和/或成撬商。联合体仅限于在联合体牵头人无法合法签订人民币合同的情况下与国内的联合体成员组成联合体，且全部联合体成员数量不得多于两家。同时，应在投标文件中提交联合体各方的资格证明文件和共同投标协议，并在共同联合投标协议中注明牵头人及各方拟承担的供货/服务范围和责任，并承诺，一旦中标联合体各方将向招标人承担连带责任，否则将导致其投标被否决；
透平发电机撬制造商和成撬商均通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
透平发电机组应适合在海洋环境使用，投标人应自费完成检查、试验并整橇获得COOOSO认可的任意一家认证机构（ABS/DNV/Lloyd’s/BV/CCS)的证书。
(2) 业绩要求：
投标人提供的透平和发电机必须是标准产品，试制产品不能被接受，并且透平和发电机需要同时满足以下3个要求：
投标人本次投标所使用的燃气透平（相同规格型号）应具有至少2台套在海上油气平台或者FPSO作为原动机成功运行2年(从调试验收报告签字日期或使用方出具的运行时间证明文件起计)及以上的业绩。
投标人本次投标所使用的发电机（相同规格型号）应具有至少2台套在海上油气平台或者FPSO作为发电机成功运行2年(从调试验收报告签字日期或使用方出具的运行时间证明文件起计)及以上的业绩。
投标人应具有至少2台套燃气透平发电机组的成橇经验，并在海洋环境上（海上油气平台、FPSO、船舶以及海岸沿线的油气处理终端）成功运行2年(从调试验收报告签字日期或使用方出具的运行时间证明文件起计)及以上的业绩；
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：
1.销售合同复印件（含相关技术附件）和
2.用户签字的成功运行证明文件和/或用户签发的临时接受证书和/或有第三方船级社签字的调试记录报告。
投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2019年9月5日开始至2019年9月12日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年9月26日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层305室。
5. 开标时间：定于2019年9月26日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

Project overview: Lufeng oilfields are located in the Pearl RiverMouth Basin, South China Sea, which include LF14-4 oilfield/ LF14-8 oilfield,LF15-1 oilfield and F22-1 oilfield, of which the water depth is about 145m,286m and 330 m. The new LF14-4 DPP with 8 legs is used to develop Lufeng 14-4oilfield and Lufeng 14-8 oilfield, the new LF15-1 DPP with 4 legs is used todevelop Lufeng 15-1 oil field, and the new LF22-1 SPS is used to develop Lufeng22-1 oilfield.

★2. Requirements for Qualification and reference ofBidder:
(1) Requirementsfor Qualification of Bidder:
The Bidder shall be the manufacturer or skid assembling manufacturerof the Gas Turbine Generator Skid, an agent as bidder is not acceptable in thebid, and an OEM product as Bidder is not acceptable.
This Tender allows the consortium to bid. The consortium leadermust be the manufacturer and/or skid assembling manufacturer of this GasTurbine Generator Skid. The consortium is limited to form a consortium with themembers of the domestic consortium when the leader of the consortium is unableto legally sign a Renminbi contract, and the total number of members of theconsortium shall not exceed two. At the same time, the qualification documentsand the joint tender agreement of the parties in the consortium shall besubmitted in the tender documents, and the scope and responsibility ofsupply/service to be undertaken by the leader and parties shall be indicated inthe joint tender agreement. It is also promised that once each party of thewinning consortium assumes joint and several liability to the tenderer,otherwise its tender will be rejected.
The Gas Turbine Generator Skid manufacturer and skid assemblingmanufacturer of the Bid Goods shall pass ISO9001 Certification, and the Biddershall provide valid Certificate of Quality Management System Certification.
The gas turbine generator set can run in the offshore environment,and the BIDDER shall make a commitment and at his own cost to arrangeinspection and obtain final certificate of the package from one of thecertifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s andCCS.
(2) Requirementfor Bidder's reference:
The Gas turbine and Generator shall be the standard productof BIDDER, the products which is newly trial-manufacture is inacceptable. TheGas turbine and Generator need to meet below requirements：
The Gas turbine (the same product model as the prime motor) thatVENDOR supplied should hA/Ve at least two sets of two years or more ofsuccessful performance (from the date of commissioning acceptance report or thecertificate issued by the applicant) on the offshore oil/gas platform or FPSO.
The Generator (the same product model as the Generator) thatVENDOR supplied should hA/Ve at least two sets of two years or more ofsuccessful performance (from the date of commissioning acceptance report or thecertificate issued by the applicant) on the offshore oil/gas platform or FPSO.
The Bidder should hA/Ve packaged at least two sets of The GasTurbine Generator Package which had two years or more of successful performance(from the date of commissioning acceptance report or the certificate issued bythe applicant) in the marine environment (offshore oil/gas platform or FPSO orboats and ships or coastal oil and gas processing terminal).
The Bidder shall submit the Reference List in given form, andprovide corresponding documentary evidence, which including but not limited to：
1. Copies of sales contract (including technical appendix) and
2. A certificate notice signed by End user to Verify itssuccessful run and/or temporary accept certificate signed by End userand/or commissioning report signed by a third party classificationsociety.
The corresponding documentary evidence submitted by the Biddershall at least demonstrate the content show as follows: Name of Goods,Quantity, usage circumstance, technical parameter /requirements and thesuccessful operation time. If the bidder provides the commissioning report, thestart time of the successful operation shall be subject to the stated date orthe signing date of the commissioning report.
3.
