（3）投标人提供的模拟机须满足以下要求，且必须是全新模拟机：
①中国民用航空局CCAR-60-R1（2019年7月31日颁布）及咨询通告AC-60-FS-2019-006（2019年9月4日颁布）飞机飞行模拟机D级标准。
②国际民航组织ICAO飞行模拟训练设备鉴定标准手册（第一册 飞机）（ICAO Doc 9625-1, 第四版，2015年）飞行模拟训练设备7级标准。
③欧洲航空安全局EASA CS-FSTD (A)issue 2（2018年5月3日颁布）飞机模拟机D级标准。
④美国联邦航空局FAA 14 CFR Part 60, change 2（2016年3月30日颁布）全动飞行模拟机D级标准。
（4）投标人须具备ISO9001认证证明。

3. Bidder Qualification Requirements
3.1 Qualifications or Performance Required of Bidders:
(1) Must have production licensing authorization for Boeing B777 Legacy flight simulation training device.
(2) The bidder must have delivered no less than 15 units of civil full flight simulators for use globally between January 1, 2023, and the bid submission deadline.
(3) The simulator provided by the bidder must meet the following requirements and must be a brand new simulator:
①The D-level standards for flight simulators as per the Civil Aviation Administration of China CCAR-60-R1 (issued on July 31, 2019) and Advisory Circular AC-60-FS-2019-006 (issued on September 4, 2019).
②The 7-level standards for flight simulation training devices as per the International Civil Aviation Organization (ICAO) Flight Simulation Training Devices Evaluation Standards Manual (Volume 1 Aircraft) (ICAO Doc 9625-1, Fourth Edition, 2015).
③The D-level standards for flight simulators as per the European Union Aviation Safety Agency EASA CS-FSTD (A) issue 2 (issued on May 3, 2018).
④The D-level standards for full flight simulators as per the Federal Aviation Administration FAA 14 CFR Part 60, change 2 (issued on March 30, 2016).
(4) Bidders must possess ISO9001 certification.

After logging in to the system, click the menu [Payment of Platform Service Fee (Registration)] in the system. Find the project to register for according to the project number and click [Pay Immediately] to make the purchase.
