Normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>深能涿鹿县65万千瓦风电项目位于河北省张家口市涿鹿县境内，总装机规模为65万千瓦，其中包含深能涿鹿县武家沟镇30万千瓦风电项目（配置储能规模60MW/120MWh+2台50Mvar调相机）及深能涿鹿县35万千瓦风电项目（配置储能规模70MW/280MWh+2台50Mvar调相机）。
Normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>本项目为″大同-怀来-天津北”特高压配套风电项目，深能涿鹿县武家沟镇30万千瓦风电项目场区建设一座220kV无人或少人值守升压站（以下简称：″1#升压站”），深能涿鹿县35万千瓦风电项目场区建设一座220kV无人值守升压站（以下简称：″2#升压站”），拟将2#升压站向西送出接入1#升压站220kV侧，通过220kV送出线路打捆送出到500kV怀安变电站。

Normal style='text-indent:24.0pt;line-height:150%'>3.1涿鹿县武家沟镇30万千瓦风电项目、涿鹿县35万千瓦风电项目土地组卷报批服务工作，主要工作内容包括但不限于：
Normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（1）建设用地组卷报批服务工作：包含征地批前程序办理、协助落实占补平衡指标、协助办理被征地农民社会保障手续、编写申报材料、建设用地材料组卷报批，最终取得河北省人民政府关于本项目建设用地的批复文件（两个项目分别取得批复文件）；
Normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（2）临时用地组卷报批服务工作：包含完成勘测定界工作（取得勘测定界成果及专家评审意见），编制节地评价报告并取得专家评审意见，协调市自然资源和规划局与专家组现场勘验，编写申报材料，临时用地材料组卷报批，最终取得张家口市自然资源和规划局批复文件（两个项目分别取得批复文件）；
Normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（3）土地复垦技术咨询工作：包含编制土地复垦方案（含组织专家评审），通过涿鹿县自然资源和规划局初审并上报张家口市自然资源和规划局，最终取得张家口市自然资源和规划局审查意见（两个项目分别取得审查意见）。

Normal style='text-indent:24.0pt;line-height:150%'>3.2服务期限：合同签订后，以招标人书面通知中标人本项目已具备开展条件之日起，中标人须在90个日历日内完成本招标项目全部工作。

Normal style='text-indent:24.1pt;line-height:150%;background:white'>7）开标：在开标时间各投标人通过″深能招标平台”进行线上开标，投标人需准备好数字证书（CA证书）、网络及电脑，在开标时间用CA解密标书。操作详见办事指南。投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。
