Normal style='text-indent:24.0pt;line-height:150%'>五常市生活垃圾焚烧发电项目厂址位于五常市山河镇，本项目建设规模：日处理生活垃圾600吨，配置1x600t/d焚烧炉和1x12MW凝汽式汽轮机+1x12MW发电机。烟气处理采用 SNCR脱硝+半干法脱酸+干法脱酸+活性炭喷射+布袋除尘，年运行时间不低于8000小时/年。

Normal style='text-indent:24.0pt;line-height:150%'>工业柴油的采购要求及质量指标执行GB25199-2017 B5普通柴油国家标准、GB 19147-2016《车用柴油》、GB 19147-2016/XG1-2018《<车用柴油>国家标准第1号修改单》。暂定的供货数量为133吨，结算时以实际供货数量为准。参照不高于当日黑龙江发展和改革委员会公布的最新一期工业柴油零售价进行结算，具体价格以商务合同为准。具体内容详见技术规范书。

Normal style='text-indent:24.0pt;line-height:150%'>5.2 投标人须具备有效期内的《中华人民共和国危险化学品经营许可证》，许可经营范围应包含：成品油或柴油。【证明文件：提供有效期内的《中华人民共和国危险化学品经营许可证》复印件，并加盖投标人公章】；
Normal style='text-indent:24.0pt;line-height:150%'>5.3 投标人具备有效期内的《道路运输经营许可证》或委托具备有效期内的《道路运输经营许可证》的第三方单位进行运输服务，经营范围需含危险货物运输（Ⅲ类）。【证明文件：需提供投标人有效期内的《道路运输经营许可证》复印件，加盖投标人电子章；委托运输的，需提供第三方的有效期内的《道路运输经营许可证》及投标人与第三方签署的合作协议或合同复印件，加盖投标人公章】；

Normal style='text-indent:24.0pt;line-height:150%'>5.5 投标人在近3年内没有发生过重大质量安全事故以及在近3年内不曾在任何合同中违约或被逐或因投标人的原因而使任何合同被解除的情况。【证明文件：提供无因产品质量问题而发生过重大责任事故以及不曾在任何合同中违约或被逐或因投标人的原因而使任何合同被解除的情况的承诺函，加盖投标人公章（格式自拟）】；
