Normal style='line-height:150%;layout-grid-mode:char'>5.1 投标人须是响应招标、参加投标竞争的中华人民共和国境内的企业法人或其他组织，具有独立订立合同的权利；（证明文件：提供营业执照复印件，加盖投标人公章或电子公章）。

Normal style='line-height:150%;layout-grid-mode:char'>5.4 要求投标人财务状况良好、无破产、资产被冻结等情况，所承担厌氧罐定期清罐维护服务在近一年内没有发生过一般级别及以上安全事故责任记录、近三年内没有发生过较大级别及以上安全事故责任记录、近三年内没有发生过较大级别及以上质量事故责任记录以及在近五年内不曾在任何合同中违约或被逐或因投标人的原因而使任何合同被解除的情况；

Normal style='text-indent:24.1pt;line-height:150%'>（1）本次投标采用深圳能源集团电子招标投标平台（以下简称″深能招标平台”）电子投标（简称″线上”）方式。投标人须同时制作一份（正本）纸质版投标文件并在开标当日通过邮寄方式寄送给招标人处存档备查（前后如有矛盾的，以上传电子招标投标平台的电子版本为准），开标当日应向招标人及招标代理以短信或邮件方式提供快递单号。
Normal style='text-indent:24.1pt;line-height:150%'>注：1.邮寄收件人为招标人而非招标代理人，纸质文件给招标人存档备查，要求在开标后寄达招标人，请注意不要太早寄出或邮寄错地址。2.二阶段开标的项目请投标单位在二阶段开标结束后寄出文件，未进入二阶段开标单位的价格文件不需要邮寄。
Normal style='text-indent:24.1pt;line-height:150%'>（2）本次招标将同步在″深能招标平台”发布公告，投标人登陆深圳能源集团电子招标平台（https://zb.sec.com.cn）并按平台指示进行网站注册（登陆）、办理数字证书（CA证书，费用自理）、提交投标申请，投标人在投标申请通过、取得CA证书且绑定平台后在平台下载招标文件（平台专用的电子版）。
Normal style='text-indent:24.1pt;line-height:150%'>投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。
Normal style='text-indent:24.1pt;line-height:150%'>投标人须在下载招标文件前完成数字证书（CA）的办理，绑定CA后方可下载招标文件。投标人要为办理CA预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。
Normal style='text-indent:24.1pt;line-height:150%'>投标人须按照招标公告规定线上提交投标申请。未通过CA下载的招标文件在投标时不能正常解密，请投标人成功办理数字证书后通过CA在″深能招标平台”下载招标文件（平台专用的电子版）。
Normal style='text-indent:24.1pt;line-height:150%'>（3）获取招标文件在线上进行，请电汇付款，并自助开具电子发票，操作详见办事指南（http://www.dlztb.com/file/upload/zbwj/sgcc/253uah0eq0s>）。
Normal style='text-indent:24.1pt;line-height:150%'>（4）招标文件的质疑发出后请通过邮件或者电话方式通知招标代理，须同时提供可编辑版和盖章版。澄清将在″深能招标平台”线上进行。
Normal style='text-indent:24.1pt;line-height:150%'>（5）如投标保证金以电汇形式提交，请汇款后在深能招标平台-项目管理-缴费支付功能进行费用绑定。如投标保证金以保函形式提交，请在深能招标平台-项目管理-缴费支付功能上传保函扫描件并提前邮寄投标保函正本，确保招标代理在投标截止时间前签收。以电汇转账形式提交的保证金，默认原账号退回。
Normal style='text-indent:24.1pt;line-height:150%'>（6）投标文件的递交按照公告规定的投标截止时间前，在″深能招标平台”线上递交投标文件（平台专用的加密电子版文件）。
Normal style='text-indent:24.1pt;line-height:150%'>投标人需至少在项目投标截止时间前两个工作日，用空白文档测试投标文件的制作、电子签章及导出等操作。确认签章是否成功，并核实导出标书中的开标一览表报价是否为制作标书时所编辑的内容。如遇到问题，请及时咨询平台技术支持进行解决。
Normal style='text-indent:24.1pt;line-height:150%'>（7）开标采用线上开标。在开标当日各投标人通过″深能招标平台”进行线上开标，投标人需准备好数字证书（CA证书）、网络及电脑。操作流程见″深能招标平台”供应商操作指南，投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。
Normal style='text-indent:24.1pt;line-height:150%'>（8）招标结果的公示内容将在″深能招标平台”及公告发布媒介同时发布。
Normal style='text-indent:24.1pt;line-height:150%'>（9）投标文件应严格按照招标文件电子版的格式及要求进行编制，文件大小应不超过500M。投标文件不支持PDF直接上传。投标格式中法定代表人资格证明书、法定代表人授权委托书必须按招标文件规定的格式打印后，在已注明签字的地方由法定代表人签字（或加盖签名章），并加盖企业公章，投标人须将这些文件扫描后放入WORD中进行上传。
Normal style='text-indent:24.1pt;line-height:150%'>（10）不同投标人的电子投标文件中包含的计算机网卡MAC地址、CPU序列号和硬盘序列号信息均相同的，其投标将被否决。
