Normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%;layout-grid-mode:char'>深能锡林郭勒西乌珠穆沁旗电网侧压缩空气储能项目位于内蒙古自治区锡林郭勒盟西乌珠穆沁旗巴彦花镇境内，项目建设规模为3×350MW/4200MWh（持续发电4小时）非补燃式压缩空气500kV储能电站一座，本工程地下储气库采用人工硐室方案（储气库运行压力范围为9.6-17MPa，储气库总容积约63.9万m³），储热采用中温技术路线，须满足在额定工况下充电时长6.5小时，达到满功率持续发电4小时的能力，整套系统电－电效率不低于65%。本项目以1回500kV线路接入宝拉格500kV变电站500kV侧，送出线路工程由当地电网公司承建。

Normal style='text-indent:24.0pt;line-height:150%'>3.1深能锡林郭勒西乌珠穆沁旗电网侧压缩空气储能项目设计审查服务，包含但不限于：
Normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>3.1.1施工图设计审查服务：中标人应依据国家、行业现行有效的法律法规、标准、规范以及项目批准文件、合同约定，组织相关专业专家，对本项目施工图设计文件进行系统性审查，审查内容须涵盖：合规性与一致性审查（审查设计是否符合国家及地方法律法规、标准规范，是否与已批复的初步设计文件一致）、强制性条文执行情况审查、安全性审查、结构安全与稳定性审查、各专业间协调性审查，以及新技术应用的适宜性与安全性审查。审查工作完成后，中标人须向招标人提交正式的纸质版审查意见报告（含专家签字页），并负责根据招标人要求进行解释或补充。

Normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>Ⅰ.热机专业、管道专业：审查范围为全部级别图纸（含一级、二级及以下各深度施工图设计文件），其中主厂房热机专业图纸须延伸至支吊架图纸。

Normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>3.1.2本工程关键施工方案审查服务：中标人负责地面电站工程及地下储气库工程关键施工方案审查，审查工作完成后，中标人须向招标人提交正式的纸质版审查意见报告（含专家签字页），并负责根据招标人要求进行解释或补充。
Normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>3.1.3具体招标内容详见招标文件第八章技术规范书有关规定并以其为准。投标人必须对所有招标内容进行投标，不允许只对部分内容投标。如有重大缺漏，将导致废标。

5.2 投标人须具有《工程设计综合资质甲级证书》；（证明文件：提供有效的资质证书复印件）
Normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>5.3 投标人须具有″压缩空气储能地面电站”施工图设计或施工图设计审查业绩；（证明文件：提供合同关键页复印件,提供合同资料应清晰真实的体现项目名称、合同范围等信息证明资料；注：若提供证明文件为EPC总承包合同业绩，可作为合格业绩证明；）
Normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>5.4投标人拟派设计审查负责人须具有注册电气工程师或注册公用设备工程师执业资格证书。（证明文件：提供有效的资质资格证书 复印件。提供由社保机构出具的、能够证明设计审查负责人为拟派单位正式在岗职工的社保证明：投标截止日期前6个月（不含投标截止当月）内任意连续3个月的社保缴纳证明。）
Normal style='text-indent:24.0pt;line-height:150%'>5.5投标人未被列入国家企业信用信息公示系统（http://www.gsxt.gov.cn/index.html）、信用中国（www.creditchina.gov.cn）的严重失信名单或经营异常名单；（证明文件：投标人无须提供证明文件，以评标委员会当天查询结果为准。）
