Normal style='margin-left:18.15pt;text-indent:-18.15pt;line-height: 150%'>1、   深圳能源集团股份有限公司招标中心（以下简称″招标代理人”），受广东深能绿燃动力科技有限公司（以下简称″招标人”）的委托，现邀请能够满足本项目投标资格要求的企业（以下简称″投标人”）就下述招标项目参加投标。

Normal style='text-indent:12.0pt;line-height:150%'>为招标方在广东省内或京津冀地区所承接电厂热力系统相关设备提供技术工种服务，涵盖机组A/B/C修、临修、紧急抢修、日常检修维护所涉及的外部技术工种工作。

Normal align=left style='text-align:left;text-indent:12.0pt; line-height:150%'>具体工作范围包括本体设备检修、辅助系统设备检修等。详见第八章技术规范书。

Normal align=left style='text-align:left;text-indent:12.0pt; line-height:150%'>本项目划分为3个标段，各标段独立投标、独立评标、独立定标。投标人可同时参加多个标段的投标，但须分别提交投标文件。各标段情况如下：

Normal style='text-indent:21.0pt;line-height:150%'>3.1  第1标段、第2标段、第3标段各确定排名前一名的投标人为中标人，招标人与中标人分别签订合同。

Normal style='text-indent:21.0pt;line-height:150%'>3.2  招标人不预设工作量分配比例，根据现场需求、响应时效与履约质量自主安排。

Normal style='margin-left:18.15pt;text-indent:-18.15pt;line-height: 150%'>5、   投标资格要求：

Normal style='text-indent:12.0pt;line-height:150%'>5.1投标人须是在中华人民共和国境内的独立企业法人或境外企业在国内的合法机构,且具有独立订立合同的资格(须提供证明文件：法人或者其他组织的营业执照复印件并加盖投标人公章或电子章）。

Normal style='text-indent:12.0pt;line-height:150%'>5.2投标人须具有住建部门颁发的电力工程施工总承包三级或机电工程施工总承包三级或建筑机电安装工程专业承包三级及以上资质，或具有国家能源局及其派出机构颁发的承装（修、试）电力设施许可证，或主管部门颁发的其他同类资质证书（提供有效期内的资质证书复印件加盖公章）。

Normal style='text-indent:12.0pt;line-height:150%'>5.3投标人须具有有效的安全生产许可证（须提供证明文件：投标人提供安全生产许可证复印件，加盖投标人公章或电子章）。

Normal style='text-indent:12.0pt;line-height:150%'>5.4投标人未列入″信用中国”网站（www.creditchina.gov.cn）失信被执行人名单中（证明文件：投标人无需提供证明文件，以评标委员会在评标当日查询结果为准）。

Normal style='text-indent:12.0pt;line-height:150%'>5.5 本项目不接受联合体投标。

Normal style='margin-left:18.15pt;text-indent:-18.15pt;line-height: 150%'>7、   重要提示：投标人在投标时需按招标文件″第五章 格式1-9 廉政承诺函”的内容及格式进行承诺。

Normal style='margin-left:23.05pt;text-indent:-23.05pt;line-height: 150%'>8.2获取方式：深圳能源集团电子招标投标平台获取。投标人下载并填写《招标文件获取信息表》（Word及PDF版）、《招标廉政告知函》和招标文件购买《缴费凭证》，通过平台上传。（附件下载地址：深圳能源电子招标平台报名界面）投标人必须完整阅读办事指南，并根据办事指南要求完成平台注册、购买标书文件和自助确认付款等操作，操作方法详见深圳能源电子招标平台-办事指南（http://www.dlztb.com/file/upload/zbwj/sgcc/qk5rppxcmvg>）。投标人须在深能电子招标平台上注册并办理数字证书（CA），绑定数字证书（CA）后方可下载招标文件（平台专用格式）。

Normal style='margin-left:23.05pt;text-indent:-23.05pt;line-height: 150%'>8.3招标文件售价：人民币￥500元（人民币伍佰元整）（按项目收费，整个项目合计收取标书费500元），售后不退。投标人在平台自助确认付款（接受个人银行转账）及开具电子发票（由深圳能源集团股份有限公司置业管理分公司开具以投标单位名称为抬头的发票）。

Normal align=left style='text-align:left;line-height:150%'>（1） 本项目实施电子化招投标，通过深圳能源集团电子招标投标平台递交投标文件，并以此为准；

Normal style='line-height:150%'>（2）为了满足归档要求，请投标人在开标后3天内邮寄递交纸质投标文件（邮寄地址及要求详见第六章/第一节/投标须知修改表）。

Normal style='margin-left:24.0pt;text-indent:-24.0pt;line-height: 150%'>9.5 投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>（1）本次投标采用深圳能源集团电子招标投标平台（以下简称″深能招标平台”）电子投标（简称″线上”）方式。投标人须登陆深圳能源集团电子招标平台（http://www.dlztb.com/file/upload/zbwj/sgcc/wze0zu33ow0>）完成本次招投标活动所需相关操作。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>（2）投标人首先应仔细阅读平台办事指南及《深圳能源集团电子招标投标平台使用说明》（见公告附件）；在系统的″组件下载”中下载″投标文件制作客户端”，按照操作指引安装、打开招标文件及制作投标文件熟悉各环节操作步骤。（附办事指南网址：http://www.dlztb.com/file/upload/zbwj/sgcc/qk5rppxcmvg>）

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>1）平台注册、CA办理：投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。投标人须在下载招标文件前完成数字证书（CA）的办理，绑定CA后方可下载招标文件。投标人要为办理CA预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>2）招标文件获取：线上进行，请电汇付款，并自助开具电子发票，操作详见办事指南。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>3）招标文件澄清质疑：招标文件的质疑发出后请通过邮件或者电话方式通知招标代理，须同时提供可编辑版和盖章版。澄清回复将在″深能招标平台”线上发布。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>4）保证金：如投标保证金以电汇形式提交，请汇款后在深能招标平台-项目管理-缴费支付功能进行费用绑定。如投标保证金以保函形式提交，请在深能招标平台-项目管理-缴费支付功能上传保函扫描件并提前邮寄投标保函正本，确保招标代理在截标前签收。以电汇形式提交的保证金，默认原账号退回。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>5）投标文件制作：投标文件应严格按照招标文件要求进行编制，文件大小应不超过500M。投标文件不支持PDF直接上传。法定代表人证明书、法定代表人授权书必须加盖投标人实体公章（法定代表人授权书需由法定代表人签字），投标人须将此文件扫描后放入WORD中进行上传，其他文件如无特殊要求可加盖本平台CA电子章。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>6)熟悉系统及测试投标：投标人需至少在项目投标截止时间前两个工作日，用空白文档测试投标文件的制作、电子签章及导出等操作。确认签章是否成功，并核实导出标书中的开标一览表报价是否为制作标书时所编辑的内容。如遇到问题，请及时咨询平台技术支持解决。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>7）开标：在开标时间各投标人通过″深能招标平台”进行线上开标，投标人需准备好数字证书（CA证书）、网络及电脑，在开标时间用CA解密标书。操作详见办事指南。投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>8）不同投标人的电子投标文件中包含的计算机网卡MAC地址、CPU序列号和硬盘序列号信息均相同的，其投标将被否决。
