Normal style='margin-left:29.5pt;text-indent:-29.5pt;line-height: 150%'>2.2 招标内容和范围：本次招标共分为两个标段，一标段为潮燃公司所属企业（潮燃发展公司、潮燃潮安公司、潮燃枫溪公司、潮燃饶平公司、潮燃中创公司以及潮燃湘桥公司）低功耗远程测控终端（RTU控制阀）采购，采购数量合计374台；二标段为潮燃公司所属企业（潮燃潮安港华公司、潮燃枫溪港华公司以及潮燃饶平港华公司）低功耗远程测控终端（RTU控制阀）采购，采购数量200台。以上两个标段采购的具体规格及预估数量如下：

Normal style='line-height:150%'>备注：具体内容详见招标文件第八章技术规范书的有关规定并以其为准。投标人必须对所有招标内容进行投标，不允许只对部分内容投标。如有重大缺漏，将导致废标。

Normal style='line-height:150%'>1）投标人须同时参加上述两个标段的投标，不允许只参加其中一个标段的投标；投标人应以标段为单位，分别制作并上传两个标段的投标文件（一标段及二标段的商务及技术的投标内容应一致，即商务和技术投标文件无需按标段分别制作，但须按标段分别上传，在商务和技术投标文件的封面上注明″一标段、二标段”即可，但报价投标文件则必须按照两个标段分别制作并上传），否则其投标将会被否决。

Normal style='line-height:150%'>2）开评标顺序为：先一标段、后二标段。投标人只能作为其中一个标段的中标人，若投标人为一标段的第一中标候选人，则不参与二标段的评标。

Normal style='line-height:150%'>3）采购数量为暂估量，中标人根据招标人发出的书面采购订单分批进行供货，最终采购数量以采购订单下达的实际采购数量为准，招标人不承诺采购量。

Normal style='line-height:150%'>4）如一标段或二标段的中标人不能满足发货要求，招标人有权利根据自身的实际需求，调整该中标人的采购量。

Normal style='line-height:150%'>5）如中标人出现产品质量问题、违反契约行为或供货不及时等因素影响招标人工程进度时，招标人有权终止采购合同。

Normal style='line-height:150%'>(6)在招标文件的各项条款中，除非明确说明该条款所针对的标段，否则是对标段一和标段二的共同要求。

Normal style='margin-left:21.0pt;text-indent:-21.0pt;line-height: 150%'>5.2 投标人具有有效的信息安全管理体系认证（证明文件：提供有效期内的《信息安全管理体系认证证书》复印件，加盖投标人电子公章）；

Normal style='margin-left:21.0pt;text-indent:-21.0pt;line-height: 150%'>5.3 投标人具有所投低功耗远程测控终端（RTU控制阀）型号的防爆合格证（证明文件：提供有效期内的防爆合格证复印件，加盖投标人电子公章）；

Normal style='margin-left:21.0pt;text-indent:-21.0pt;line-height: 150%'>5.4 自2016年1月1日至投标截止之日，投标人具有至少1项低功耗远程测控终端（RTU控制阀）供货业绩（证明文件：提供业绩合同复印件，加盖投标人电子公章，合同须清晰体现合同甲方、签订时间、服务年限、合同金额、项目服务内容等）；

Normal style='text-indent:24.1pt;line-height:150%'>1)本次投标采用深圳能源集团电子招标投标平台（以下简称″深能招标平台”）电子投标（简称″线上”）方式。投标人须同时制作一份纸质版投标文件并在开标当日通过邮寄方式寄送至招标人处存档备查（开标当日寄出，纸质文件与电子平台版本如有矛盾的，以上传电子招标投标平台的电子版本为准）。如果本次开标方式为两阶段开标，开标当日只寄第一阶段投标文件，即不含报价部分；进入第二阶段的投标人，三日内寄出第二阶段投标文件，即报价部分；如提前寄出报价文件，概不退回 ），开标当日应向招标人及招标代理以短信或邮件方式提供快递单号。

Normal style='text-indent:24.1pt;line-height:150%'>2)投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。

Normal style='text-indent:24.1pt;line-height:150%'>3)投标人须在下载招标文件前完成数字证书（CA）的办理，绑定CA后方可下载招标文件。投标人要为办理CA预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。
