2.3招标内容：本项目按两个标包实施，A包为低温导热油，B包为高温导热油，具体要求详见招标文件。
2.3Bidding contents: This project is carried out according to the two sections, the A section is the low temperature heat transfer oil, the B section is the high temperature heat transfer oil.

3、投标人资格要求：
3. Qualification Requirements for the Bidder:
3. 1投标人是依法注册的独立企业法人或其他组织，具有有效的营业执照；投标人如为代理商，需提供制造商的授权书 。
3.1 The bidder is an independent legal person or other organization registered in accordance with the law and has a valid business license；If the bidder also acts as an agent, shall provide the manufacturer's authorization.
3.2投标企业需提供投标产品近三年使用业绩采购合同。
3.2 Bidding enterprise shall provide the bidding product’s the use of performance purchase contract signed last three-year.
3.3投标产品制造商应当具有ISO 9000/9001认证证书或类似质量认证体系证书；
3.3 Tender product manufacturer shall have the certificate of ISO 9000/9001 or similar quality certification system;
3.4拟投产品须具有由中国特种设备检测研究院出具的、真实有效的《有机热载体产品型式试验报告》。
3.4 Bidding products shall be provided with truly effective “organic heat carrier product type test report” issued by China Special Equipment Inspection and Research Institute.
3.5单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目投标；

4、招标文件的获取：

4.1招标文件领购开始和截止时间：2017年4月25日至2017年5月2日的每天（节假日除外）9:30～17:00（北京时间）；
4.1 Beginning and ending of selling Bidding documents: AM9:30~17:00 every working day from 4/25(MM DD) , 2017to 5/02(MM DD) , 2017(Beijing Time) (exclude the weekend and China’s legal holidays)；
4.2招标文件售价：1000 元人民币，售后不退。
4.3 Price of Bidding documents: RMB 1000.00 , once sold will not be returned.
4.4其他说明：购买招标文件时需提交投标人保密承诺书及投标人廉洁自律承诺书。
4.4 Additional notes: when buying the Bidding documents, the Bidder should provide Bidder’s Letter of Commitment to be Incorruptible and Self-disciplined and Bidder’s Letter of Commitment to be Incorruptible and Self-disciplined.
