1.1 项目概况：陕西有色天宏瑞科硅材料有限责任公司为中外合资企业，计划在陕西省榆林市佳县榆佳工业园建立一个电子及光伏新材料产业化项目。
1.1Project overview: Shaanxi Non-Ferrous Tian Hong REC Silicon Materials Co., Ltd. is a Sino-foreign joint venture, and an electronic and photovoltaic new material industrialized project has been established in Industrial Park, Jiaxian County, Yulin City, Shaanxi Province.

3、投标人资格要求：
3. Qualification Requirements for the Bidder:
3.1投标人应是合法注册的法人或其他组织，并出具营业执照副本、组织机构代码证副本、税务登记证（国、地税）或统一社会信用代码的营业执照；
3.1The Bidder shall be a legally registered legal person or any other organization, and have copy of the Business License, copy of the Organization Code Certificate, copy of the Tax Registration Certificate Or the business license of a unified social credit code；
3.2投标人须具有《危险化学品经营许可证》；
3.2The bidder shall have the dangerous chemicals business license;
3.3投标人应提供近三年的财务报表或财务审计报告；
3.3The bidder shall provide nearly three years of financial statements or financial audit report;
3.4单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目投标；
3.4 Different bidders that have the same person in charge or have relationship of share-holding or management should not participate in the bidding of the project at the same time;
3.5是否接受联合体投标：否；

4、招标文件的获取：
4. Acquisition of Bidding document
4.1招标文件领购开始和截止时间：2017年5月10日至2017年5月15日，9:30～17:00（北京时间）；
4.1 Beginning and ending of selling Bidding documents: AM9:30~17:00 every working day from5/10 (MM DD), 2017to 5/15 (MM DD) , 2017(Beijing Time)；
4.2获取招标文件方式：现场领购
4.3招标文件售价：1000元人民币，售后不退。
4.3 Price of Bidding documents: RMB1000.00 , once sold will not be returned.
4.4其他说明：购买招标文件时需提交投标人资格要求证明文件及投标人保密承诺书及投标人廉洁自律承诺书。
4.4 Additional notes: when buying the Bidding documents, the Bidder should provide ：certify the documents and the tenderer's confidential pledge and Bidder’s Letter of Commitment to be Incorruptible and Self-disciplined.
4.5投标人购买招标文件后，须在陕西省工业和信息化厅官网成功注册并报名，否则由此产生的后果由其自行承担。
After purchase the bidding documents, bidders shall be in Shaanxi province of industry and information technology office website (www.sngxtzb.gov.cn/log-plat.jsp) Successful registration and registration, otherwise the consequences shall be borne by itself.
