根据《沈阳铁路局物资公开采购管理办法》、《沈阳铁路局物资招标投标采购实施细则》的要求，现将沈阳铁路局工业总厂接触网作业车配件等物资进行采购

3.《沈阳铁路局物资采购管理实施细则》（沈铁物资〔2017〕21号）；

4．采购内容
本次谈判的物资设备种类、数量、交货地点详见公开谈判公告附件1。
5．报价人资格要求
5.1本次公开谈判要求报价人须具备如下：
1.在中华人民共和国境内注册的具有独立承担民事责任能力的：
（1）A01标段：接触网作业车配件要求生产厂、经销商或代理商。
2.注册资金不少于500万元。
3.具有良好的商业信誉和健全的财务会计制度。
4.具有履行合同所必需的设备和专业技术能力。
5.有依法缴纳税收和社会保障资金的良好记录。
6.近三年内，在经营活动中没有重大违法记录。
7.在轨道车生产制造或修理企业有供货经验,并提供相关发票或合同为凭证。
5.2本次公开谈判不接受联合体投标。
6．谈判文件的获取
6.1购买谈判文件时间：2017年07月24日至07月27日，每日上午08:00时至下午16:00时（北京时间）。

6.4凡有意参加报价人，在购买谈判文件前将标书款汇至本公开谈判公告10.3项中的汇款账户，同时须在汇款单据上注明采购编号，不接受个人汇款。标书款到帐后，请将购买谈判文件申请表（见公告附件2，事先填写完整）、汇款凭证、标书发票申请表、营业执照副本等资料扫描件及office可编辑版本申请表发送到电子邮箱bjztgjzb@126.com，邮件发送成功后会收到回复，报价人应仔细阅读此信息。如报名资料无误，售卖人将在当天16：00时陆续开始发送谈判文件电子版，收到电子版代表报名成功，报价人应保留此邮件备查。当天如未收到电子版，请于报名第二日以邮件方式说明情况并补齐材料，我们会立刻处理相关问题并及时给予回复。
