2. 有兴趣的潜在投标人可从中化国际招标得到进一步的信息和查阅招标文件。
3. 项目概况：中化泉州100万吨/年乙烯及炼油改扩建项目40万吨/年HDPE装置采用雪佛龙菲利普斯化学公司拥有的淤浆双环管HDPE（MarTECHTMADL）工艺，以乙烯装置的聚合级乙烯、氢气及外购的共聚单体为原料生产HDPE颗粒。本次招标物资为Chevron Phillips专利HDPE装置中2台套无烯烃异丁烷泵，2台套循环异丁烷泵。为本装置长周期设备。
*4. 对投标人的资质业绩要求：
1) 投标人必须是制造商，本项目不接受代理商投标；
2) 中国关境内投标人须提供有效的营业执照副本复印件，中国关键外投标人须提供企业经营许可证明文件复印件；
3) 本次投标产品（多级泵）应在国内外同类装置（30万吨/年及以上环管HDPE装置）类似工况下有两台套及以上平稳运行两年及以上的业绩。本次投标产品应为满足以上业绩原厂生产。请提供包括合同或用户证明在内的证明文件复印件。证明文件应反映合同签订日期、供货范围、装置类型及规模、所处理物料名称、处理能力、投入运行时间及运行状况；
4) 本次投标产品（多级泵）的生产厂必须具有有效的ISO9000系列质量管理体系认证证书，并出具相应证书复印件；
5) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；
6) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，并出具相应情况说明；
7) 本项目不接受联合体投标。
*5. 本次招标设有最高投标限价，为110万美元，或等值的人民币或欧元（以发标当日中国银行总行首次发布的外币对人民币的现汇卖出价进行投标货币的转换），若投标人的投标价格超出最高投标限价，其投标将被否决。

1. Entrusted by SINOPEC Shanghai Engineering Co. Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of 2 sets of Olefin Free Isobutane Pump (2554-P-4142A/B) and 2 sets of Recycle Isobutane Pump (2554-P-4242A/B) for 400 KMTA HDPE Plant.（Details shall be found in Seion 8 Schedule of Requirements and Technical Specifications ）

3. Proje overview: The 400 KMTA HDPE Plant of SINCOHEM Quanzhou 1,000 KMTA Ethylene and Refinery Revamping Proje uses Chevron Phillips MarTECHTMADL process to produ the HDPE pellet using Ethylene provided from crack, hydrogen and comonomer. The bidding produs are the 2 sets of Olefin Free Isobutane Pump and 2 sets of Recycle Isobutane Pump in HDPE Plant using the Process of Chevron Phillips, which are the long period equipments in this device.
*4.Qualification requirements to the bidders:
1) The bidder shall be the Goods’ manufaurer, agent shall not be accepted under this bidding proje.
2) Bidder from within P.R.C. should provide the copy of Effeive Business License, Bidder from abroad should provide the copy of Effeive Business Registration.
3) Supplier’s proposed multistage pump shall hA/Ve successfully application of at least two sets operating at similar HDPE plants (similar means 300 KMTA Loop Reaor HDPE Plant or greater) worldwide continuously and trouble free for minimum 2 years. Proposed multistage pump produ shall be manufaured by workshop meeting up-mentioned reference requirements. Please provide a copy of the supporting documents, including the contra or the user's certificate. The supporting documents shall refle the date of signing the contra, the scope of supply, the type and size of the equipment, the name of the materials handled, the handling capacity, the put into operation and the operating conditions.
4) The manufauring plant of this tender produ (Multistage Centrifugal Pump) must hA/Ve effeive ISO 9000 quality management system certification, supporting documents should be provided as well, such as the corresponding certificate photocopy;
5) The bidder should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening;
6) The bidder hA/Ve no bad performance record or serious quality problems in China for the latest 3 years, and issuing the corresponding situation description.
7) The joint bidding shall not be accepted under this bidding proje.
*5. There is a ceiling price for this proje: USD 1,100,000.00 or equivalent in renminbi or euros (The bid price shall be converted according to stipulating in the Bid Data Sheet at the selling rate of foreign currency to RMB Yuan first issued by Bank of China on the date of bid opening.) The bidding price cannot exceed this ceiling price, otherwise its bid will be rejeed.
6.
