3. 对投标人的资质要求：
1) 投标人必须是制造商或制造商所在集团公司所属的销售子公司，否则其投标将被否决；
2) 投标人应具有营业执照（营业登记）/经营许可证明文件；
3) 投标人应具有ISO9000质量管理体系认证证书、ISO14000环境管理体系认证证书和OHSAS18000职业安全健康管理体系认证证书；
4) 投标人应具有国内4套SHELL的MASTER工艺包EOEG装置业绩，其中1套SHELL的MASTER工艺包EOEG装置为平稳运行三年以上高纯EO介质（99%wt%）的成熟业绩，并提供业绩清单（标明型号、用户名称、用户所在地、投用时间、装置规模等），出具销售合同关键页或最终验收证明复印件或加盖第三方业主公章的证明材料；
5) 投标人应当提供在开标日前3个月内由银行出具的银行资信证明的原件或复印件。
6) 本项目不接受联合体投标。
4. （有兴趣或被邀请）的潜在投标人可于2018年4月10日至2018年4月17日每天（节假日除外）9:00至16:00时（北京时间）在下列地点购买招标文件，本招标文件售价为3000元人民币或480美元，售后不退（邮购须另加100元人民币或20美元）。任何未在中化国际招标领购招标文件的法人或其他组织均不得参加投标。

3. Qualification Requirements For Bidder：
1) The bidder must be the Goods’ manufacturer or selling company under the same name of Goods’ manufacturer; otherwise, the bid will be rejected;
2) The bidder shall hA/Ve a business license (business registration) / business license certification;
3) The manufacturer shall hA/Ve ISO9000, ISO14000 and OHSAS18000;
4) The bidder shall hA/Ve 4 sets of EOEG Palnt of SHELL MASTER Techonology Device in PRC, one of that shall be high pure EO medium（99%wt%）running more than 3 years. The performance list of bidding products is required (including model type, user name, the location of user, products running time and scale of unit, etc.). The photocopy of important contract pages or acceptance certificate or certificate sealed by the owner must be provided; otherwise, the performance will not be recognized.
5) The bidders should provide a bank reference letter in original form or its copy issued by their account banks within 3 months prior to the time of bid opening. (The copy needs to be signed or sealed by the representative of bidders).
6) Joint venture is not accepted.
4. Interested or Invited bidders may purchase Bidding documents at the place hereafter from April 10, 2018 till April 17, 2018 during the period 09:00~16:00 (Beijing time) upon non-refundable payment of RMB 6,000.00 or USD 1000.00 for each complete set of bidding documents (for mail order, an additional RMB 100.00 or USD 20.00 for each set is requested).
