招标招标公告
1.1 本招标项目德阳经开区城市街头公园项目已由德阳经济技术开发区发展和改革局以德开发改审[2018]41号批准建设，项目业主为德阳经开区发展（控股）集团 ，建设资金来自财政资金，项目出资比例为100% 。项目已具备招标条件，现对该项目的EPC（设计、采购、施工总承包）进行公开招标。
1.2 本招标项目为四川省行政区域内的国家投资工程建设项目，德阳经济技术开发区发展和改革局核准（招标事项核准文号为德开发改审[2018]41号的招标组织形式为委托招标。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号 HG20181204005 ）的招标代理机构是圣弘建设股份 。

2.4建设内容：道路广场、硬质铺装、景观小品、绿化植被、照明亮化、管理用房、娱乐设施、基础设施、给排水工程等。
2.5 计划工期：施工工期180日历天，设计工期40日历天，质保期为工程竣工验收合格之日起2年。
2.6 招标范围：包括项目建设的方案设计、初步设计、施工图设计、材料设备购置、施工至竣工验收合格及整体移交、工程保修期内的缺陷修复和保修工作等。
2.7 标段划分：本项目招标划为一个标段德阳经开区城市街头公园项目EPC（设计、采购、施工总承包）。
3、投标人资格要求
3.1本次招标要求投标人须具备：
（1）独立法人资格；
（2）承担项目设计的须具备建设行政主管部门颁发的或以上资质，并在人员、设备、资金等方面具有相应的能力；投标人是省外企业的还应提供《四川省省外建筑企业入川承揽业务验证登记证》或《四川省省外企业入川从事勘察、设计活动备案证》。
（3）承担项目施工的企业要求营业执照经营范围包括园林绿化等相关业务；并在人员、设备、资金等方面具有相应的能力；投标人是省外企业的还应提供《四川省省外企业入川从事建筑活动备案证》或《四川省省外建筑企业入川承揽业务验证登记证》或《四川省省外施工、监理入川承揽业务信息录入证》。
（4）/类似项目业绩，并在人员、设备、资金等方面具有相应的设计、采购、施工能力。
注：1 若为联合体投标，施工企业应具备以上（1）、（3）、（4）项，设计企业应具备上述（1）、（2）、（4）项要求；非联合体应全部具备。
3.2本次招标接受联合体投标。联合体投标的，应满足下列要求：联合体成员不超过2家，且设计单位不得超过1家，施工单位不超过1家，以营业执照经营范围包含园林绿化等相关业务的施工单位为牵头人组成联合体投标；联合体投标的必须提供联合体协议书；联合体各方不得再以自己的名义单独投标，也不得同时参加两个或者两个以上的联合体投标。
建设期：项目开工令颁发之日至项目竣工验收合格并交付使用时止。
3.4工程总费用：
工程总费用=建安工程费+设计费
（2）设计费的结算价：设计费以财政评审的建安工程费作为计费基数，参照《工程勘察设计收费标准》（2002年修订本）按投标时投标人承诺的设计勘察费下浮比例下浮后进行结算。
