normal style='text-indent:24.0pt;line-height:20.0pt'>受招标人中国水电四局成都轨道交通18号线工程土建7标项目经理部（以下简称“招标人”）委托，以公开招标方式采购柴油，采购材料计划使用项目自筹资金及银行贷款用于本次招标后所签订合同的支付。

normal style='text-indent:24.0pt;line-height:20.0pt'>1、项目概况： 18号线二期工程线路全长25.633km。地下段长9.049km，高架段长14.844km，路基及船槽段长1.740km。设置4座车站，高架站2座，分别为三岔湖站、机场南站；地下站2坐，分别为天府国际机场T3T4站、天府国际机场T1T2站。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、招标范围：柴油（规格型号：0#、-10#）（包括柴油的供应、运输和售后服务等。具体报价范围、采购范围及所应达到的具体要求，以本招标文件中技术规格要求和服务的相应规定为准。）

normal style='text-indent:24.0pt;line-height:20.0pt'>3、采购数量：暂估900吨，该暂估数量仅供投标报价时参考，不作为最终结算量，具体供应结算量在招标完成合同签订后，按需方通知进行发货，按实际交货数量结算，价格按合同约定计算。如发生招标方实际需求量与标书采购数量有偏差，投标方承诺自行承担全部风险与损失，不得向招标方主张任何形式的补偿或者赔偿。

normal style='text-indent:24.0pt;line-height:20.0pt'>6、质量要求：满足GB19147-2016车用柴油（V)标准，并承诺根据国家强制排放标准国（V）标准，所提供的投标产品能满足标准要求。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;word-break:break-all'>投标人必须满足以下全部资格要求：

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;word-break:break-all'>1、投标人为制造企业的，必须是在中国境内注册的企业法人，制造商或代理商营业执照经营范围需包含化工产品、成品油或柴油销售批发及仓储资质。注册资本或生产能力要求，制造商注册资本不低于2000万元人民币。具有有效期内的ISO9001质量管理体系认证证书，产品取得国家授权、许可的第三方产品检验检测机构出具的证书或检验报告。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、投标人为代理商的，必须是在中国境内注册的企业法人，企业注册资本金  500  万元人民币及以上，所代理的制造企业满足第1条中相关要求，并具有生产制造企业出具的针对本招标项目的唯一授权书。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;word-break:break-all'>制造企业及其代理商不得同时参加本次投标。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;word-break:break-all'>3、投标人是增值税一般纳税人，能开具增值税专用发票。

normal style='text-indent:24.0pt;line-height:20.0pt'>4、投标人和同类产品具有近三年内在国家大中型建设项目供货业绩，并提供相关证明材料。近三年内（2016-2018年）的200万元以上柴油供货合同不少于3个，且至少一个单项合同金额在300万元以上（中标通知书复印件或供货合同复印件等）。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;word-break:break-all'>5、投标人财务状况良好，近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;word-break:break-all'>7、本次招标  不接受 联合体投标。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt;word-break:break-all'>8、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
