一、项目概况
normal style='margin-left:24.0pt;line-height:150%'>中国水利水电第十一工程局 红河州高速公路项目个旧至元阳段高速公路的第9标段工程，标段总长约11.2公里，估算总投资约12亿元。技术标准为：双向四车道高速公路标准，设计速度80km/h，路基宽度25.5m。项目建设期3年。
二、竞标范围
normal style='text-indent:21.0pt;line-height:150%'>1、竞标范围：中国水利水电第十一工程局 建个元高速公路项目经理部计划采购土工格栅等用于本工程施工，并计划使用项目结算工程款用于本次招标后所签订合同的支付。本次招标为公开竞标。

三、竞标人资格要求
normal style='text-indent:24.0pt;line-height:150%'>竞标响应人必须满足以下全部资格要求：
normal style='text-indent:24.0pt;line-height:150%'>1、竞标响应人必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金200万元人民币及以上的一般纳税人。
normal style='text-indent:24.0pt;line-height:150%'>2、竞标响应人应具有类似建筑企业供货业绩，在近三年内的供货合同不少于3个，应具有供应的专业人员和组织货源的能力和经验。
normal style='text-indent:24.0pt;line-height:150%'>3、具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。具备一定的盈利能力；企业的现金流表现正常，资金周转不存在困难。
normal style='text-indent:24.0pt;line-height:150%'>4、竞标响应人具有经营销售土工格栅等的资质证件资料。
normal style='text-indent:24.0pt;line-height:150%'>5、其它要求：法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，只能有一家单位参加本标的投标。
normal style='text-indent:24.0pt;line-height:150%'>6、本次竞标不接受联合体投标。
normal style='text-indent:24.0pt;line-height:150%'>7、竞标响应人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
normal style='text-indent:24.0pt;line-height:150%'>8、竞标响应人如有不良行为记录，招标人有权拒绝其投标。
