Invitation for PROPOSAL

1.               Bangladesh-China Power Company (Pvt.) Limited (BCPCL), a Joint Venture Company (JVC) of NWPGCL of Bangladesh and CMC of China, is implementing coal based Payra 1320 MW Thermal Power Plant Project (Phase I) at Dhankhali, Patuakhali, Bangladesh.

2.               The expected COD of the 1^st Unit of this plant is August 2019 and that of 2^nd Unit is February 2020. The current physical progress is around 62%.

3.               The project consists of two (2) units of Ultra Super Critical Coal Fired Power Plants each with a gross capacity of 660MW firing pulverized coal imported from Indonesia and/or Australia. The OEMs for Steam Generator and Steam Turbines are Dongfang, China and Shanghai Electric Group, China respectively. Steam Generator uses front and rear wall offset combustion with Dry Low NOx burners. The project incorporates a Flue Gas Desulphurization (FGD) Unit for removal of sulphur manufactured by Beijing Longyuan Environmental Protection Engineering Co Ltd., China.

4.               Now Bangladesh-China Power Company (Pvt.) Limited intends to appoint a qualified Operation and Maintenance Contractor to assist the Employer in carrying out the Operation and Maintenance of the Payra 1320MW Thermal Power Plant (Phase I). The Contract Period will be for Sixty (60) months.

5.               only eligible Bidders with the following key qualifications, summarized from the Request for Proposal, are invited to participate in the Request for Proposals. Bidders are requested to refer to Section 3 – Qualification Criteria of the Request for Proposals for a full range of criteria prior to submitting their proposals. In case of any discrepancies between this invitation for proposal and the Request for Proposal, the Request for Proposal shall prevail.

a)          Currently carrying out Operation and Maintenance of at least two (2) Units of Supercritical Coal Fired Power Plants of unit size 600MW or larger capacity.

b)          The Units must be in continuous operation for at least one (1) year prior to the Proposal Closing Date without any major unscheduled shutdowns (major defined as shutdown that requires at least seven (7) days of shutdown).

c)          The Units with similar configuration (similar configuration defined as Pulverized Coal type boiler hA/Ving front and rear wall offset combustion) will earn extra points.

d)          Bidders with Ultra-Supercritical Coal Fired Power Plants of unit size 600MW or larger capacity will earn extra points.

e)          Bidders with additional experience will earn extra points.

f)            Bidders with overseas O & M experience will earn extra points.

7.               The interested bidder must collect the Request for Proposal in their name for submission of bid from the following addresses with a non-refundable fee of US$ 1,000 (US dollar one thousand) or 84,000 (eighty four thousand) Bangladesh Taka or 6,700 (six thousand seven hundred) RMB of China in the form of an international bank draft encashable at any scheduled bank in Bangladesh or in the form of local bank draft/pay order, made payable to the Company Secretary, BCPCL. 8.            a) The amount of Bid Security shall be US$ 1 (one) million in the form of an irrevocable and unconditional bank guarantee issued by any scheduled Bank of Bangladesh or by a Foreign Bank duly endorsed by a schedules Bank in Bangladesh payable in fA/Vour of the Company Secretary, Bangladesh- China Power Company (Pvt.) Limited.

b) Bid Security shall be valid for 208 (two hundred and eight) days from the date of opening of Bid.

8.               Bid Validity shall be 180 (one hundred eighty) days from the date of opening of Bid.

11.            The Proposal must be submitted on or before 12.00 hrs 4 April, 2019.

12.            The Employer reserves the right to accept or reject late Proposal.

13.            The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their Proposals.
